Re: Detention Requirement variance for Park Central P.U.D.
Dear Mr. Smith:
A variance from the requirement of the City of Fort Collins "Stcrm
Drainage Design Criteria", dated January, 1980, for on -site detention
is recuested for Park Central P.U.D.
No on -site detention is proposed for this project for the followinq
reasons: the improvements rude to Spring Creek are based on the 100-
year fully developed flows; the time of concentration when Park Cen-
tral F.U.D. is contributing its maximum 100-year flow into Sprirg
Creek is 15 ininutes into tie storm; the peak flow from the Sprirg
Creek hydrograph does not occur until approximately 2.5 hours irto
the 100-year storm.
It is our conclusion that the flows released directly into Spring

Two structures will be constructed near Spring Creek within the
area designated as the Park Central P.U.D. Phase IV. The struc-
tures will be constructed entirely or in part, within the area
inundated by the 100 year flood. The structures will be ele-
vated 18" above the 100 year flood and will not increase the
base flood level to the detriment of property along Spring Creek.
All applicable requirements will be followed during their final
design and construction. The structure to be constructed within
Phase III is not located within floodplain limits.
Flood peaks, volumes, and discharge points will not be signif-
icantly changed from the original estimates. Construction will
require the relocation of a detention area and existing swale.
The design and location of these hydraulic structures will be
submitted in the final (revised) drainage report for this area.

Dear Mr. Albrecht:
As you are probably aware, the Alcdical Center of Fort Collins P.U.D. at the
northeast corner of Prospect Road and Lcill ny Avcnuc received preliminary
approval from Cu Cite o[ I ort Collins Planning and Zoning Roard on August 22,
1988. Final P.U.D. approval will be considered by the Planning and "Zoning
Board at the public hearing scheduled for October 24, 1988.
As part of the requirement for redeveloping the old gas station site on the
corner, the applicant must fully improve the curb, guttcr and sidewalk on both
Prospect Road and Lcmay Avenue. The applicant has indicated a willingness to
fulfill this obligation.
As part of the Development Agreement for the Par k_Central P.U_D., the organiza-
tion owning Park Central P.U.D. is responsible for constructing a right turn bay
on westbound Prospect Road for turning onto northbound Lemay Avenue. This
right turn bay construction consists of the full pavement section as well as a
transitional "taper" but would not include the curb and gutter.
'File Planning Department feels the public would be best served if the two obliga-
tions of the Medical Center and Park Central would be coordinated as one pro-
ject. By coordinating bath obligations, the construction time would be reduced
and the inconvenience to motorists would he minimized.
The Planning Department also feels it would be in the interest of the Park
Central V.U.D. ownership to coordinate the project rather than act separately at a
later date. It will eventually be a greater expense to the Park Central P.U.D.
ownership to have to demolish the Mcdical Center improvements in order to
provide the right turn bay. This added demolition cost would be unnecessary if
the two public obligations were coordinated into a joint project.
The Planning Department strongly urges you, as representative of the Park
Central P.U.D. ownership, to obtain a cost estimate of the right turn bay
pavement section and to consider coordinating the construction with the Medical
Center of Fort Collins. The obvious benefit to Park Central P.U.D. is to save on

future demolition costs. The benefit to the City is to. minimize lane closures at
the intersection of tN%o arterials within one half mile of the Poudre Valley
Hospital.

In reference to your request for a variance in the detention
requirements for Park Central P.U.D., I have the following coranents.
The reasoning behind your request is correct in that the difference
in the tine to peak between Spring Creek and the site is indeed
large. The 100-year cL�veloped runoff peak from the site should be
sufficiently ahead of the Spring Creek peak to pose no problems
downstream.
Your request for a variance in the detention requirements is
hereby granted provided your design incorporates sufficient
erosion control and adequate structures to channel the sites
runoff into Spring Creek.

RE: Spring Creek Trail Easement
Dear Frank:
This letter is to inform you that we will comply with the City's request
not to include an easement on the plat for the proposed Spring Creek
Trail located on Park Central D.U.D. Phase 1. Their intent is to
establish the easement after the trail is constructed.
This does not appear to create any problems with the engineering design
completed to date. However, it is important that the location of the
trail remain in the position that we have determined.
If the trail were to be moved, it would alter the designed capacity
of the proposed Spring Creek channel. This would mean a reevaluation
of the channel configuration. 4Je recommend that a statement in the
subdivision agreement be included that would fix the position of the
trail to the present designed location.
If you have any questions, comments, or need additional information,
please advise us.

Examination of existing conditions where the 6" water line
serving Park Central PUD is proposed to connect to the existing
12" water line in Lemay Avenue reveals that installation of the
6" water line over the existing sanitary sewer, storm sewer and
duct bank is preferable to the installation originally proposed
on the Park Central utility plans.
In going; over the existing utilities, it appears that the 6"
water line will not have the required 4 1/2' of cover required,
thus it will be necessary to insulate the pipe with some type of
"blown -on" insulation. This revision to the original plans must
be shown on the record drawings provided the City's construction
inspectors when the project is completed.

Subject: Park Central P.U.D. Phase I Job Number: 83-293-003
Last week we investigated eliminating the proposed water
line in Park Central P.U.D. Phase I as shown on Cornell's
Construction Drawing and the proposed Water Line in Phase
II adjacent to tract's D & E. Several City agencies were
contacted to obtain their approval including:
- Water and Sewer Department (Web Jones)
- Planning ----------------- (Bonnie Tripoli)
- Fire Department ---------- (Mark Springer)
- Engineering -------------- (Dave Stringer)
We requested eliminating this Line because of the following
reasons:
1) The Health Club is intended to be sprinkled
and the fire hydrant to be installed in front
of the Club can provide adequate flows from
the 12-inch main in Prospect Rd.
2) We found that current hydrant spacing met
City standards and therefore, this loop was
not technically necessary for fire protection.
3) Construction costs could be reduced.
Eliminating this Line was approved by all the above depart-
ments based on the following conditions:
1) Only one curb cut be made into Prospect Road
as shown on Cornell's drawings.
2) The fire hydrant constructed at the southwest
corner of Tract D be reconstructed so that the
fare hydrant is tapped off of the 6-inch Line
in the Phase II drive from Prospect Road. In
addition, the existing Line to this hydrant is
to be removed back to the 6x6 tee juncture where
the main goes west from the Phase II drive and
this tee is to be plugged and blocked on its
east end.

submitted with the revised Health Club Site Plan being
prepared by ZVFK Architects.
I informed Steve White, Park Central Project Manager
for Osprey, Inc., by meeting with him at his office of
these events.
He expressed no objections to this plan and instructed
me to proceed with the revisions. An added bonus achieved
using this Plan was that a Footing and Foundation Permit
was released by the City of Fort Collins so the Building
Construction could commence. The final Building Permit
will not be released until the revised drawings are approved
by the City of Fort Collins.

One of the runs (100 yr. Q = 3,300 cfs) is a reasonable replication of the
Federal Emergency Management Agency, Flood Insurance Study (revised
February 15, 1934).
The second run uses a design flora of 5,000 cfs, as reccarr,tended in the
Spring Creek Major Drainageway Plan, by Gingery Associates, Inc., dated
August, 1980. This run provides a high water elevation of 4,939.27 to be
used for design. The corresponding minimum finished floor elevation would
be 4,939.8, but for additional safeguarding, the minimum finished floor
elevation should equal the existing building (4940.2). This, of course,
does not include the volleyball court, pool equip ent enclosure,
landscaping and fencing.
Also enclosed is a drawing showing the location of the FEMA cross -sections,
project cross -sections and the floodway defined by the = Floodway map.
