We have reviewed your comments regarding the Fort Collins Retirement Residence/Nazarene
Church P.U.D. We have: addressed the comments relating to the Nazarene Church as follows:
V4. The existing 5' sidewalk along Lemay Avenue will remain as is and will continue along the
extent of the property. This decision is as discussed with you earlier today. A 4' walk is added
along Dartmouth Trail. It is attached to the street to provide for the existing irrigation ditch to
remain without hazard to pedestrians.
*8. No child care is included in the project.

a 1 1, 12, 18. As discussed with you today, our landscape architect is out of town until January
13th. We will address all landscaping issues upon her return. Much of the current landscaping
is not designated now, but will be added. Also, some existing foundation plantings will be
transplanted. New plantings will be provided as required.
4 14. The building elevations along Dartmouth Trail and facing the west will be articulated to a
much greater degree following preliminary approval of the plan. As discussed with you, more
design funds will become available at that time to refine the facades.
We understand that approval of the P.U.D. may be contingent upon our making the required
modifications described above. Please call if you have any further questions or recommendations
regarding the preliminary submittal of the P.U.D.

Dear Mr. Frank:
The foLLowing respond to the items Listed in your Letter of December
18, 1985 and are numbered accordingly:
1. The 10' utiLity easements are now shown along Lemay Avenue and
Columbia Road. No other recorded easements are known to exist
on the subject site. The partial flooding of the site
evidenced in the past has been addressed by the development of
retainage basins connected to a new storm sewer inlet at the
southeast corner of the subject property.
2. The Lemay Avenue entrance is now three Lanes without median as
requested. The entrance from Columbia Road will be by standard
city curb cut. The parking Lot entrances are designed to aLLe;;=t
free flow into the site without backup on Lemay Avenue. We see
no justification to provide the deceleration Lane requested.
3. The dimensions requested are now shown on the site plan.
4. The sidewalk on Lemay Avenue, originally shown as 7' in width,
exists as a 5' wide sidewalk for much of the frontage. We
propose to leave the existing sidewalk in its present
Location. A sidewalk of 7' in width wiLL be provided from the
north end of the existing 5' walk to Dartmouth Trail. The
sidewalk along Columbia Road has been moved back to the
property Line and made 4' in width aLLowing for Landscape
development between the sidewalk and the roadway. A 4'
sidewalk has been provided along Dartmouth Trail.
5. Handicap parking spaces, ramps, motorcycle and bicycle parking
are now indicated on the site plan.

S. By ordinance the Church, having 600 seats, requires 120 parking
spaces, Leaving 105 spaces for use by the retirement
residence. The 105 spaces are approximately twice the number
we normally need to provide for a retirement residence of this
size. No childcare center is proposed on the subject site. An
easement for joint parking use wilt be filed prior to time of
final approval.
7. The retirement residence will be fully fire sprinklered. ALL
portions of the Church project are within 150' of approved fire
access.
B. No childcare center is proposed on the subject site. The site
plan notation for existing zoning has been corrected.
9. Adequate sidewalk connections have now been provided between
Lemay Avenue and the Church sidewalk system.
10. The requested survey information will be provided prior to the
hearing deadline. We have ordered aerial photographs, etc., to
aLLow us to accurately reflect the conditions.
11. The trash area for the retirement residence will be provided
within the structure of the building.
12. Site cross sections are provided on the enclosed drawings.
Landscape materials have been adjusted as you requested. See
enclosed revised Landscape plans.
13. Written response to each of the comments received at the
neighborhood meeting is encLosed.
14. See design comments in the neighborhood meeting response
enclosure.
15. Exterior Lighting is detailed on the enclosed drawings.
16. We can hedge or fence the retirement residence side of the
irrigation canal if that is deemed justified. Please advise.
17. Tree plantings are used for windbreaks and to provide summer
shade. Other energy conservation measures relate to building
construction more than site planning.

18. The additional Landscaping has been provided as requested. The
use of berms should be discouraged along the major street
frontages to enhance natural drainage and to minimize snow
drift buildup near the building.

Dear Mr. Curry:
Staff has reviewed the above -referenced project and has the following
comments:
1. As per my letter to you of 2/13/86, staff has continued this item to
the April Planning and Zoning Board meeting due to incomplete utility
plans. The following deadlines are in effect for the April meeting:
-Revisions due by noon, April 9, 1986
-PMTs, colored renderings, ten copies of applicable plans due by
noon, April 16, 1986
-Final documents (e.g., signed mylars, development agreement) due
April 24, 1986
2. Engineering comments will be forwarded to you upon review of complete
utility plans. If you have any questions regarding this matter, please
contact Bonniie Tripoli in this office.
3. It is the understanding of the Poudre Fire Authority that the
retirement residence and all portions of the Nazerine Church are to be
equipped with approved fire sprinkler systems.
4. Please indicate building envelopes. If the envelopes are the same as
building footprints, all dimensions must be shown.
5. The state of Colorado requires one of every seven units be handicapped
accessible and that one handicapped parking space be provided for each
of these units. You should contact the Building Division regarding
this matter if you do not meet this requirement.
6. Please add a note to the site plan: All signs will comply with the
sign code.
7. The City Traffic Engineer needs to discuss the deceleration lane with
you. The lane needs to be 12 feet wide, lengthened, and the median
relocate

8. A subdivision plat needs to be provided.
9. The sidewalk transition along Columbia Road needs to meet City
standards.
10. Please add this note to the Retirement Center landscape plan: Shrub
beds to be edged with 1/4" steel header.
11. The lawn species specified is a single species. The City Forester
considers a blend to be hardier. He suggests a blend of:
30% Tall Fescue "Rebel"
20% Perennial Rye Grass "Manhattan"
20% Western Wheatgrass
20% Crested Wheatyrass "Fairway Strain"
10% Kentucky Bluegrass
or a blend of bluegrasses.
12. The landscape plans show different site designs and different amounts
of landscaping. This needs to be clarified.
The preliminary plan was approved with the following conditions:
-The church building elevations be re-evaluated in terms of providing
variety in the west and north elevations - including fenestration and
materials.
-A description of energy conservation measures be provided.
-The landscape plan be revised to show additional evergreens along
Lemay Avenue; additional foundation plantings along east and north
elevations of the church; additional everyieen trees along the
Dartmouth Trail frontage; and either hedge or fence the irrigation
canal as necessary.
-A deceleration lane be provided for the southernmost entrance.
These items have yet to be addressed.
Staff suggests a meeting be arranged at your convenience to discuss these
comments. Although the revision due date is over a month away, it would be
useful to meet soon so that these items can be addressed. If you have any
comments or questions or if I may be of further assistance to you, please
let me know.

LAND USE DATA:
110 elderly units and expansion of church located west of Lemay Avenue north of
Columbia Street and south of Dartmouth.
COMMENTS:
1. All utilities are available at the site.
2. Potential 'for fire access problems for both the church and the
retirement home. Sprinkling of buildings may considerably reduce these
problems. If not, all portions of building must be within 150 feet of
fire accessway. Lemay Avenue can not be considered as a fire accessway.
3. Traffic Impact Study will be required.
4. Detention of storm water will be required. Ditch company does not
normally accept storm drainage.
5. Ditch crossings must meet City standards.
6. Sidewalks will be required along all public streets. Seven foot wide
sidewalk will be required along Lemay Avenue.
7. Neighborhood meeting will be required.
8. A total of 100 feet of ROW along Lemay Avenue will be required.
9. Any damaged curb, gutter or sidewalk will need to be replaced.
10. Ditch company approval will be required.
11. The plan needs more interior landscaped islands in the parking lots.
Parking needs to be screened from public view.
12. Handicapped, bicycle and motorcycle parking needs to be provided.
13. Buffering of parking from adjacent homes is extremely important.
14. Adequate clearance should be maintained from existing overhead power
lines.
15. Handicapped "accessible" and "adaptable" units will need to be provided
per Building Codes.
16. Would recommend redistribution of open space. Open space should be
distributed to streetscape and along west property line.
17. Screening treatment and use of Service Area needs to be investigated.
18. If parking is to be shared, it needs to be more conveniently located.
19. Traffic Study should address need for access to Columbia Street.

The staff has reviewed the application for preliminary approval of the Fort
Collins Retirement Residence/Nazarene Church POD and offers the following
comments:
1. A ten Foot wide utility easeliient along Lentay Avenue and Columbia Rcad
will be required as part of the final subdivision plat. All existing
and proposed utility easements should be shown on the site plan.
Portions of the property have been subject to flooding in the past.
This has been a concern to the neighborhood. The applicant should
provide written evidence as to how this problem will be resolved.
2. The median island at the Lemay Avenue entrance should be removed. The
width of the entrance should allow for one lane in and two lanes out. A
deceleration lane will be required at the major entrance. The entrance
to the loading area along Columbia Road will need to be designed as a
City standard curb cut. All other parking lot entrances may be
designed as curb returns. Please revise plan to reflect these
comments.
3. Additional dimensions will be required on the site plan including the
following:
- ROW and flowline of all abutting public streets (entire and half
street)
- Driveways, parking aisles and curb cuts
- Parking stall width and depth
- Sidewalks
- Landscape islands and buffer areas
- Building envelopes to property lines

4. There may be problems locating a seven foot sidewalk along Lemay Avenue
in terms of the placement of the ditch. Please provide additional
information on this matter. The sidewalk along Columbia Road should be
detached from the curb and needs to be only four feet in width. Street
trees should be provided between the curb and the detached sidewalk. A
four foot walk along Dartmouth Trail will be required. Please revise.
5. Handicapped parking spaces and ramps, motorcycle and bicycle parking
should be indicated on the site plan. Please revise.
6. The applicants should provide a detailed parking analysis justifying
the adequacy of parking for both the church and retirement home,
including the child care center. "Land Use Data" information on site
plan for parking should be broken down by each use in addition to the
total figure. An easement for joint use of the parking will be
required aL the time of final approval.
7. A note should be added to the site plan, indicating that all portions
of the first story of all buildings will be within 150 feet of an
approved fire accessway or the buildings will be equipped with an
approved fire sprinkling system.
8. Site plan information should indicate the Child Care Center use,
including the number of expected children and staff. Outdoor play area
for the child care center and screening thereof should be indicated on
the site plan. Applicants should provide information indicating the
operation of the drop off of children for the day care center. The
zoning on the site is RL, low density residential and RP, planned
residential. Please revise note on site plan
9. An additional sidewalk connection should be provided between the public
sidewalk along Lemay Avenue and the church sidewalk system. The
applicant should consider the placement of a sidewalk along the west
boundary of the parking lot.
10. The site plan should include a survey of the area within 150 feet of
the boundaries of the entire property indicating existing land uses and
location of principal structures; densities of residential uses;
existing trees; and curb cuts. The site plan should also include a
vicinity map. Please revise.
11. Location of trash areas for the Church should be indicated on the site
plan. Also, please indicate screening treatment of trash areas for
both the Retirement home and the church. The staff would strongly
recommend that the applicants consider locating the trash area for the
retirement residence within or attached to the structure itself.
12. The applicants should provide a cross section view of the buffer area
between the parking and the adjacent homes and between the
church/retirement home and the adjacent homes. 3-5 foot berms should be
provided between the parking lot and west property line. Larger than
standard size trees and evergreens should be provided in this buffer
area (for instance 8 - 10 foot evergreens) Also, the applicants should
consider the use of larger deciduous and ornamental trees rather than
aspen trees. The Colorado Spruce used in these parking areas will out
grow the planting space provided. It would be better to use Austrian
Pines that can be limbed up without destroying their shape. Location
of existing privacy fences along the west property line should be
indicated on the site plan. Where privacy fencing is missing, the
applicant should agree to installing the required fencing. The staff
would recommend that the applicant commit to providing an additional
layer of wood slats on the existing fence to contribute to additional
sound attenuation where necessary.
13. The applicants should provide a written response to each of the
comments received at the neighborhood meeting.
14. The staff is concerned about the appearance of the church from along
Dartmouth Trail and from the abutting properties to the west. The
building appears to be very "stark" from these areas. The staff would
recommend that the applicants provide more variety in these elevations
in terms of building configuration and materials.
15. Exterior parking lot and building lighting should be addressed on the
site plan. What measures will be taken to assure than lighting will
not glare or spill over onto adjacent residential areas? Please
provide written evidence.
16. What precautions will be taken to minimize the danger to future
residences of the retirement home from the irrigation canal?
17. Energy conservation measures for both the church and the retirement
home should be noted on the site plan.
18. Additional conifers should be provided along Lemay Avenue for contrast
with the deciduous trees in the foreground. Berms should be added along
Columbia Road, Dartmouth Trail, and Lemay Avenue. Additional shrubs
beds should be added along Lemay Avenue to provide additional screening
of the parking areas and to add visual interest. Additional foundation
plantings should be provided along the east and north boundaries of the
church. Also, additional tree and evergreen plantings should be
provided along the Dartmouth Trail frontage. See attached drawing for
details.
19. PMT reductions, colored renderings and ten full size copies of the site
plan, landscape plan, and building elevations should be submitted by
noon on January 20, 1986.
Revisions to the plans (3 copies) reflecting the above comments should be
delivered to this office no later than noon on Wednesday, January 8. It is
extremely important, that the above deadlines be followed if the item is to
be considered at the January meeting of the Planning and Zoning Board. If
you should have any questions, please let me know. I will be on vacation
beginning December 20 and will return on January 6. If you should need to
discuss any of these issues, I would recommend that you contact Bonnie
Tripoli in this office.
