RE: Bajada Sanitary Sewer Project
Dear Mr. Stewart:
This letter wi77 confirm the conversation of June A 7966,
between Jim Stewart, Darrel Bake and myself on the matter of sewer
sire, grade and route on South Shields Street. heginning at the Spring
Creel: connection and the existing 36" water line.
After considerable discussion with the owners of the Gilsdonf
p ope ty, Ex. Hersh McGraw, Mr. Gone Fischer and lir. John Hipp, ar-
chitect for McGraw and Fischer, it was finally decided that the sewer,
line should be placed on the east side of the McGraw and Fischer prope ty
along South Shields Street.
It was also agreed that since the grade of the the would have to
be flattered so that the sewer could pass under the 36" water line, Bajada
Incorporated would install 15" the from the Spring Creek connection to
the 36" water line instead of the 12" as shown on the plane and profile
of the sewer installation.
Also, it was agreed that. a 20 foot section of 12" enamel lined steel
pipe be installed where the sewer passed underneath the 36" water line.
The pipe shall be encased with concrete in such a manner that it shall
provide the strength _^equired to support. the 36" water line in the event
of any settlement of that pipe.
It was further agreed that a manhole would be constructed on 'he.
sewer line not more than 10 feet south of the above mentioned wager lire.

Gentlemen:
Regarding the paving of Drake Road, adjacent to Lexington Green
Subdivision, the subdivider has the responsibility to prnvide the
curb and gutter and street paving throughout a subdivision and
on the adjacent streets.
It was indicated by you that the paving adjacent to the Unitarian
Church was to be installed by the Church. However, in talking to
the attorney for the Church, it is their feeling that they were not
obligated for the paving on Drake Road. We must, therefore, look to
you as the subdivider to provide the paving, or an alternate means
of paving the street. We cannot. accept the paving of Drake Road
until this matter is resolved.

At a recent Council meeting, the Lexington Green Subdivision,
5th Filing was considered for approval. During the discussion the
question of pedestrian and bike access to the Spring Creek open
area came up. I stated that the only accesss to Spring Creek
would be along Drake Road.
Since the Council meeting, I have discussed the situation with
the developer, Bill Bartran. Ile has agreed to construct a bike -
walking path, connecting the east end of the development directly
to the Spring Creek channel area (as indicated on the enclosed map.)

Gentlemen:
We have noted that you are beginning earthwork operations on Lexington
C,reen First Subdivision. With the large amount of fill required, this
will be a very important part of the work. It is essential that proper
compaction be obtained at the very beginning. Yesterday, November 1,
one piece of earth moving equipment was moving extremely dry earth into
the fill areas. We instructed the operator to spread his material over a
large area so that he will not get too much fill at any one point; before
proper compaction procedures can be implemented. We strongly recommend
that sufficient equipment (water trucks and rollers) and competent super-
vision (precise moisture control, uniform lifts and consistent compactive
effort) be utilized in order to minimize the chances of costly settlement.
The City requires that all fill in the public rights -of -way be compacted
to 90% of Standard Proctor Density.
It is almost certain that the extra cost of properly placing the fill
will be saved many times over. 11e certainly appreciate any efforts you
can make to see that this fill goes in right the first time.

Enclosed is a copy of a report on soil compaction in the Lexington Green
First Subd:ivinion. These testa were made for information purpo:er. The
results indicate that the fill density is considerably lower then minimum
reouirements. The rea^on for the low Oensiti.eE is the very low mointu:'re
contents.
By l.nborntor-y tests, we have determined the optimum moisture content for
the type of soil in thin subdi.vi^ion to be 1.5.3 percent. With a moisture
content near this value, a very dense fill can be obtained with relntOely
little effort. However, whenever the moisture content is either too dry
or too wrt, no ^mount of effo*t W471 give a good fill,
^,imp and nature will consolidate a fill to s certain extent, but experience
has indicated that the consolidation occu s from the top down, is never
uni.i'orm or conristent., and, i:r geneinl!7 ur,nt.isfacto:y.
The City had drilling equipment and facilities for checking the density
at. any depth, We wal not accept any streetthat does not meet t.heve

At the request of your contractor, Jack Henry Excavating Company, we
would like to report the following on the installation of the Sanitary
Sewer in the Lexington Green Subdivision:
1. The sewer line was installed as shown on the plmns, according
to line and g:^ode.
2. The manhole= were installed to the grades as shown.
3. As of this d,ot.e, the connection at, Manhole K and the 12" lire
or. the Ar^nci Lard OF not been made, nor aro the ditch crossings complete
on the Mer.reT rnd Lorimer County #2 irrigntior ditches.
L. YIe also have never received the signed eg-eements from the ditch
companies giving the right-of-way for the installation of the sewer line
crossing them.
5. Also, we would like to have a copy of the payments m;de by you
to the Jack Eenry Excavating Company for the installation of the 151'
Ductile Iron Pipe Lire that was installed on South Taft Hill Road so that
final adjustments can be made between the City and Bajada, Inc.
Until the above conditions are met, the City of Fort Collins will not
accept or maintain any pDrt of the sanitary sewer lines or the water
lines in the Lexington Green Subdivision.

RE: Utility Plan for Lexington Green Subdivision Third Filing.
The Utility Plan for the above subdivision has been
checked and found to be satisfactory with several minor
exceptions. The items whicn need to be revised are the
parking arrangement in Yorktown Court, which will present
difficulties for fire engines entering the cul-de-sac, and
revision of some of the street grades. The developer has
indicated tliat the changes requested will be made. I there-
fore recomru_nd acceptance of the Utility Plan, subject to
revision of the items mentioned.
