KUIPER $faro En��inOgi On Marcie 8, 1976, a member of our Dams and Reservoirs Branch, accompanied by Mr. Donald Parsons, engineer with the City of Fort Collins, inspected the above referenced dam in accordance with Chapter 37-87-107 of the Colorado Revised Statutes 1973, as amended, which states, "Amount of water to be stored - The state engineer shall annuallv determine the amount of water which it is safe to impound in the several reservoirs within this state, and it is unlawful for the owners of any reservoir to store in said reservoir waaor in excess of the amounr So derernnned by the state engineer to he safe." During that inspection, the following items were noted that require your attention: I. Our preliminary analysis of the watershed above this reservoir confirms that the emergency spillway is of inadequate size to discharge even a low hazard location s term. 2. Some questionable areas were noted on the concrete facing and numerous cavities were seen behind the top of the concrete facing. The upstream protection of the dam needs to be inspected for adequacy and repaired where required. Sherwood Reservoir Company - 2- March 12, 1976 in order to bring your dam up to current state safety standards, you should retain the services of an engineer registered in the State of Colorado to do the following: 1. Make a hydrologic study of the drainage area tributary to the reservoir and determine the required spillway size using the Bureau of Reclamation's criteria set out in their publication Design of Small Dams, second edition, dated 1973. Once the required spillway size has been determined; your engineer should prepare plans and specifications for the spillway construction and submit these to this office for review prior to con- struction of the spillway. In preparing the design for the spillway, your engineer Should review the topography of the reservoir shoreline to assure t1lat flood flows will follow the established spillway channel rather than spilling over the natural terrain at the north side of the reservoir where the flood water could cause considerable property damage. 2. Inspect the concrete facing on the upstream slope and recommend procedures for carrying out the necessary repairs . Upon checking our files, our office personnel did not find any record of con- struction, plans or specifications, a filing map or a decree. In order to comply with the safety requirements, the following information is requested: 1 . A set of "as -built" drawings showing the items called for on page 21 and 22, items 1 thru 7, except for item 2, of the enclosed "Manual of Rules and Regulations". 2. A capacity table or curve must also be furnished show- ing the capacity in acre-feet for each foot of depth. The "as -built" drawings and the spillway upgrading could be combined in one set of drawings. If you wish to use the reservoir to its maximum design capacity in the future, you should submit to the State Engineer's Office by April 15, 1976, a plan to correct the above mentioned deficiencies. Members of this office will be available to discuss the required work with you or your representatives.
