The developer should be aware of the City Ordinance requiring the undergrounding of certain existing overhead electric lines. Please contact Alan Rutz at Light and Power (221-6700) for more specific information. 8. Control monumentation is missing on the plat. There are many bearings and distances missing for the various easements. 9. Sheet 2 of 19 does not belong on the plat, it is a stand alone document and should be labeled 1 of 2 and 2 of 2. 10. The area with the irrigation pond must be a Lot or a Tract, with designated usage on the plat and site plan. Pleased submit a revised plat. 17. Please refer to the two attached comment sheets from the Stormwater Utility. 18. I have attached a letter from Platte River Power Authority concerning the 100' powerline easement and information on the magnetic fields generated from the transmission lines which run through the Greenstone PUD area. 19. Do you have something in writing from PRPA giving you permission to use the access road along the powerline easement for an emergency access? Include this on the plans. 20. The temporary emergency access road should be shown and labeled on the plans. Include a note regarding the timing and construction of this temporary access road and the option of constructing streets for phase 2 instead. 21. The temporary cul-de-sac on Greenstone Trail is not in the same place on the site plan and plat. 22. Please label County Road 32 as a "Future 6 Lane Highway" or "Master Planned 6 Lane Highway". 23. Include a note on the site plan about ownership and maintenance of the landscape easement. Label the equestrian/powerline easement on the site plan and include a note about ownership and maintenance. 24. Parkland fees of $625.00 per acre are payable at the time of building permit issuance. 25. Please provide additional fencing details and guidelines on the site plan. Do you have any cut -sheets, photos, or information about the three rail fence? What kind of fencing will be allowed along lot lines, easement lines, along open space tracts, etc.? Will solid privacy fencing be allowed closer to the homes? 26. How much of the large lots will be buildable? Will you have building envelopes or other "areas of disturbance" noted on the site plan? Will there be restrictions on the amount of lawn area. that can be planted in non-native grasses? These issues should be addressed on the plans. 27. PMT's, colored renderings, and 10 prints are due March 15. Final myl.ars and other documents are due March 18th by 12:00. Please be aware that the development agreement and utility plans must be signed prior to the Planning and Zoning Board Hearing. If not, a condition will be placed on the project giving you 30 days to finalize the plans and agreement, after which time, you must submit a request for an extension from the Planning and Zoning Board. U S WEST will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. Telephone facilities generally occupy rear lot utility easements, which must be located on terrain which permits trenching operations. These plans show relocation of an irrigation ditch into the 12' "slope & utility easement” beginning at Station 69+50. We question whether this allows the developer sufficient space for utility trenches in the same easement. The use of this easement for "slope (as great as 4:1)" may cause the developer difficulties in providing the required trench for telephone facilities. The County Road 32 Plan also shows a proposed box culvert at Station 56+16. We would need to see details on this culvert to determine its impact on existing telephone cables. The developer is responsible for provision of all trench and street crossings for telephone facilities within the project, and the developer pays up front construction costs for facilities within the development. The easements are to be provided on standard District easement forms. Adequate access is to be provided to the sanitary sewer line located along the Union Pacific Railroad. Mountain Ave. Fort Collins, CO 80524 Dear Mr. Hyatt:, City Staff has reviewed your submittal for Greenstone PUD Phase I - Final, and offers the following written comments: 1. The temporary access road may be used for Phase One as shown on the Preliminary PUD plat, or concurrent construction of Phase 2 streets will be necessary to provide a looped street network and adequate emergency access. 2. Utility lines for Public Service will need to occupy the 26' equestrian, landscape and utility easement adjoining the north line of County Road 32. Coordination of development of this easement with installation of utility lines will be required. No trees will be allowed within 4' of any buried natural gas lines. 3. Where common utility/sidewalk easements exist (along Greenstone Trail, Creekside Road, Silver Moon Lane... the 54' wide right-of-way) there must be a minimum of 8' from the rear of the walk to the rear of the easement. 4. Cul-de-sac (46' right of way) utility easements need to be a minimum of 13' wide rather than 10' wide due to the proposed planting of street trees between the rear of the sidewalks and the ROW :Lines. This space is normally used by Fort Collins Light and Power for installation of buried electrical facilities. 5. Please see attached comment sheet from US WEST. 6. The Fort: Collins -Loveland Water District and South Fort Collins Sanitation District has the following comments: Exclusive easements are to be provided for the water and sanitary sewer facilities that are not located in the street ROW.
