Mountain Ave Fort Collins, CO 80524 Dear Jim, and Environmental Services 14W Staff has reviewed your request for Greenstone PUD Filing 3-Final and has the following comments: 1. US West will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. Telephone facilities generally occupy rear lot utility easements, which must be located on terrain which permits trenching operations. 2. The landscape plan shows "existing trees to be protected" in Tract I, on the telephone cable route. We may be able to resolve this conflict by increasing the cable length and adding another street crossing. 3. The developer is responsible for provision of all trench, street crossings, and ditch crossings for telephone facilities within t`:e project, and the developer pays up front construction costs for facilities within the development. Any relocation of existing telephone facilities required by these plans will be paid for by the developer. 4. A 13' easement will be required behind the back edge of the sidewalk for installation of gas lines along the front lot lines and across open space tracts. 5. On the plat, curve numbers are missing from Lots (rear) 79, 80, and 81. The legal portion of the dedication statement has two direc,�:ion calls missing. 6. Many water services shown at or near the side lot lines will need to be moved to the middle of the lot. Exactly which lines wil'_ need to be moved will not be known until the electric distribution system can be designed, but it will be prior to actual water line installation. 7. Locations of streetscape plantings along County Road 32 may need to be adjusted to allow for street light clearance. Actual street light installation along CR 32 may be delayed until ulzilmate street is constructed, although lights at intersections would be installed with the initial development. 8. It appears that the developer may need electric power for possible irrigation and/or water fountain and ponds. If power will be needed for this, the developer is encouraged to coordinate with Light and Power (please contact Doug Martine). 9. For the developer's information, due to the size of the lots, Light and Power development charges will be higher than the average development. 10. The Fort Collins Water District and the South Fort Collins Sanitation District have reviewed the project and submitted 2 pages of comments (please see attached). The Districts require exclusive easements, on the standard District Easement form, for all facilities that are not located within public ROW. 11. Please see the comments and check list for detailed comments from the Stormwater Utility. This project was reviewed by an outside consultant. However, Glen Schlueter is still the contact person concerning all stormwater comments. 12. An issue raised again with this Filing, and which has yet to be addressed for the previous 2 Filings is the issue of water rights for the ponds. Please provide documentation from the State Department of Natural Resources about water rights that the developer has. Or, provide an optional use/maintenance plan for the areas shown as ponds. 13. A more detailed version of the wetland area plan was described to Rob Wilkinson in the field. He would like to see the plan show some addition specifics regarding what types of wetlands plantings are proposed, or what types of natural establishment is expected. What will the area look like when all is done? If this area is to serve as a mitigation for past or future wetlands disturbance in the Greenstone PUD, we need a statement to that effect. The site/landscape plan should show these details or this project will be delayed a month. 14. Due to public safety concerns, Union Pacific Railroad recommends the installation of some type of barrier, either a fence, hedge, or shrubbery, between the equestrian path and the railroad ROW. 15. Parkland fees are currently $625.00 per dwelling unit, collected at the time of building permit issuance. These fees are expected to increase in the near future. 16. Please ma:{e note that County Road 32 is a "possible future 6 lane highway". This should be in bold type so that it is clear in the future what this road might become and home builders and buyers can be fully aware of this and plan accordingly. 17. Please delineate typical building envelopes and dimensions. Delineate typical setbacks, or minimums. 18. Please state the purpose of Tracts I, H, and G on the site plan. 19. We will :have Engineering verify that street names are acceptable and not duplications. 20. What happened to notes #10 and #13? 21. Note #3 should indicate that street variances were approved by the Planning and Zoning Board at the time of the preliminary. 22. An "Owner's Certification" requires a notary. 23. See Engineering comments and redlined Utility Plans. 24. Please discuss note #14 with the Rob Wilkinson. This concludes staff comments at this time. In order to stay on schedule for the July 26, 1993 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due July 7, 1993 by 12:00 noon. PMT's, colored renderings, and 10 prints are due July 19th. Final mylars and other documents are due July 22nd by 12:00. Please be aware that if a development agreement and utility plans are required with this project, these documents and plans must be signed prior to the Planning and Zoning Board Hearing. If not, a condition will be placed on the project giving you 60 days to finalize the plans and agreement, after which time, you must submit a request for an extension from the Planning and Zoning Board.
