TRACT J .AT SOUTHRIDGE GREENS

The iesign concept of this phase of development of the SouthRidge Greens
area introduces the executive lot lifestyle to the area. Tract J is
proposed to be subdivided into 30 lots of approximately 11,000 S.F. each
for fee simple ownership. The area is to be served by the final
extension of SouthRidge Greens Boulevard to the south and thus complete
the vehicular traffic loop throughout the Planned Unit Development.
Emergency vehicle access shall be provided through the use of an all
weather, 20' wide access road to the east of the tract, which will
connect back to SouthRidge Greens 3oulevard through Tract I to the north.
This development maintains the master plan intent for the area as a
whole in providing one more lifestyle for potential buyers and in doing
so addresses the demand for larger home sites offering superb views,
golf course orientation, and a sense of exclusivity previously unoffered
at SouthRidge Greens.
The development and maintenance of those areas designated on the site
plan as open space/outlets shall be the responsibility of an established
homeowners association. The development and i; laintenance of individual
lot open space shall. be the responsibility of the specific lot owner,
however this shall be under strict con°;rol and enforced by written
covenants intended to set forth requirements and review the individual
open space developement.
This area shall create a sub -neighborhood within the SouthRidge :greens
aria, The bordering open space is exclusively Golf Course area. This
tract was selected for this executive lot development because of its
unique location and site conditiens, lending itself to a more isolated
neighborhood, and the opportunity for creative custom home
arch-tecture. Each lot owner shall nave the right to select the
areh-tect of his choosing, ,yet strict architectural guidelines must be
adnerea to, and all designs shall be reviewed by an architectural
control committee.
Each individual home shall be under covenant to assure the most
beneficial use of energy efficient materials and site orientation.
C'he area features sloping ground oriented to the south and east for
optimum solar exposure and the availability for garden Tavel living
spaces. Each lot has views over lower lots below. A natural drainage
way through the middle of the tract has been preserved as an additional
amenity.
The expected start of construction of homes an this tract is summer
1934. The projected build -out, dependant on market absorption .'s
expected to be completed by mid 1986.

This letter is to request several variances to Fort Collins
Street Design Criteria for the referenced project. As is shown
on the accompanying map three requests are made.
Minimum tangent distance on the intersecting street at the
intersection of SouthRidge Green Boulevard and Green Ridge Court is
not adequate criteria #1.02.03.04. However the intersection
as shown maintains 200' stopping sight distance. Moving the
intersection southwest to increase this tangent would steepen the
approach grade on Green Ridge beyond 2 percent. We feel the
acute angle is more desi-rable than the steep grade.
Two curves on the site have 165 foot radii allowed in Table 2 for
25 mph streets. we request the streets be designated 25 mph.
The traffic justification is that the volume is on the affected
streets below 200 ADT and no through traffic will use the
streets. The planning constraint that requires tight radii is
the narrowness of the site (440' wide). This width does not
permit a large radius turn from the road at the top of the ridge
to the one at the bottom of the ridge.
Finally a double entry cul-de-sac is shown at the extreme
terminal of the road system. This cul-de-sac creates a 900 bend
with a very smal l radius. Table 2 of the Criteria allows no
radius smaller than 165'. Because of the location there will be

no through traffic. Local traffic will generate much less than
100 trip ends per day. The concern of high speed traffic running
past the bend onto private property is reduced by a central
landscape island which may be signed for further protection. The
alternate to a double entry cul-de-sac would be a pain of cul-de-
sacs both in excess of 650 feet. The two cul-de-sac alternative
would _provide worse emerqencv access and would create a larger
number of flag lots. Neither of which is desirable.

Dear Bonnie:
As submitted the preliminary plat of Greenridge at SouthRidge
Greens P.U.D. shows a horizontal offset between road centerlines
of 173 feet. Since the minor road forms an "L" intersection and
not a "T" or "X", I am not sure of how street criterion 1.02.03.O1e.
is to be interpreted.
Criterion 1.02.03.O1e. requires streets intersecting opposite
sides of a local street to be offset by 200 feet. If the 900
bend at 34 foot centerline radius of a GreenRidge Circle is
considered an :intersecting street and not a continuous street
then we request a variance to the referenced requirement.
The "L" intersections are an attention demanding slow speed
manuver, but they do not involve the traffic conflict points that a
"T" intersection would. Therefore the hazard is not as great as
having two true intersections on a through street.
Greenridge Circle serves only 11 lots with direct access.
For the low volume of traffic expected on the circle the 100 foot
tangent between streets should provide adequate stacking. Cars
waiting to turn onto SouthRidge Greens Boulevard won't stack up
back to the "L".
In our belief that an "L" and a "T" does not present the same
hazard that 2 offset "T" intersections produce we request a
variance to allow 173 foot centerline offset for the street
alignment shown.

To whom It May Concern:
we have analysed the water system to and within SouthRidge Greens
to determine the available fire flow to Tract J. Under peak hour
flow conditions approximately 1800 gpm fire flow would be
available without completing the 6" loop to the northwest of
Tract J. That loop would be closed during the development of
Tract I.

According to the development agreement between the City of
Fort Collins and the Bucain Corporation for Greenridge
Subdivision, 150% of the estimated cost to extend SouthRidge
Greens Boulevard to the SouthRidge Greens south property line is
required to be escrowed with the City. This requirement can be
found on page 6 under Special Conditions in the agreement, a copy
of which is attached.
Our estimate to complete the street is also attached.
Concrete and paving prices used were from the Flatiron Paving
Company quote dated September 10, 1984 which is also attached.
Since the money for extending SouthRidge Greens Boulevard
must be paid to the City prior to the release of any building
permits, we would like to get it paid. Please review the cost
estimate we have prepared and ].et me know what we need to do from
this point so building permits don't get held up.

estimate worksheet dated January 11, 1985.
The Street Extension is estimated to cost $14,888.23.
The Development Agreement recuires an escrow of funds
in the amount of $22,332.34 for the future development
of the street extension (one and one half times the
estimated cost).
As it is probable that this extension will not be
required in the foreseeable future, we would request
that the payment of the cost of the roadway in the
amount of approximately $14,900, be paid in cash at
this time. The interest accumulated on the funds
tendered will more than offset the cost of the
roadway extension.

Attached is our Memorandum to you dated
January 17, 1985, concerning the escrow of
$14,900 for the extension of South Ridge Greens
Boulevard which you later confirmed for us.
Also attached is a copy of our Draw Request
to Columbia Savings and Loan requesting they
issue a check in the amount of $14,900 to the
City of Fort Collins for this escrow required
for the Street Extension.
It is our hope that Columbia will process
this check through their system in the next
7 to 10 days. In the interim, however, we
respectfully request that you approve the
building permit for Lot 30 at GreenRidge,
Tract J.
