Staff has reviewed your request for consideration of the Greenbriar
Village P.U.D., First Filing - Final that was submitted on May 3,
1993. The Planning Department received 25 copies of a Final Site
Plan and 16 copies of a Final Landscape Plan, both dated May 3,
1993. No utility plans or drainage report and plans were received
with this submittal. My comment letter to you, dated April 21,
1993, indicated that the original submittal of Greenbriar Village,
First Filing on April 5, 1993 was not adequate for a combined
Preliminary & Final request. A complete final submittal package was
required on May 3, 1993 to enable the request to stay on the agenda
for the June 28, 1993 Planning and Zoning Board hearing. The
submittal material received is considered incomplete; therefore,
this request will not be included on the June 28, 1993 P & Z Board
agenda.
I have no other comments to make at this time. Please contact me at

RE: Greenbriar Village and the overhead distribution power line.
Dear Mr. Laughren:
This letter is to confirm that Poudre Valley Rural Electric
Association (Poudre) does own and operate the overhead distribution
feeder line that runs north -south along the west side of Redwood
Drive and east -west along Willox Lane. As per our discussions
regarding the disposition of this line, Poudre is willing to offer
the following as a method of resolving what could be done regarding
this line.
Along Redwood. Drive on the east side is a 69 kV transmission line
that is overhead and does not have a requirement for
undergroundir,.g. This transmission line will be required to have
maintenance work that will necessitate the replacement of the poles
in our next Construction Work Plan. This work plan will be
formulated during the next two years. Poudre will underbuild this
transmission line with the overhead distribution feeder at the time
the maintenance work is done and you will be required to pay the
differential cost of that work. I believe this would be a
reasonable solution to undergrounding this line as there will be
the overhead transmission line and the underbuild of distribution
does not appreciably affect the aesthetics.
As you know, the east -west portion of this line along Willox Lane
is mostly on the north side of Willox. The portion of this line
that is south of Willox and therefore or. your development, is less
than 100 feet and would not be practical to underground such a

small portion. Additionally, the installation of the down -guys and
anchors that would be required for dead -ending the lines to allow
undergrounding that small portion would be more objectionable
visually than leaving that portion overhead. Additionally, the
continuation of this line to the west across Sundance Hills was not
required to be placed underground and therefore will not be altered
anyway.
Hopefully this will be an acceptable compromise to your dilemma of
undergrounding power lines that result in large expenses for you,
little or no aesthetic benefit and operating difficulties for
Poudre.

RE: (11reenbriar Villag REA Lines
Attached is a copy of a proposal from Poudre Valley REA to Jeff Laughren, the
developer of Greenbriar Village, regarding REA lines along the development. The
letter proposes that the existing REA line along the west side of Redwood be
integrated with their overhead electric transmission line on the east side of
Redwood during a near -future REA line rebuilding project. The existing line
would then be removed. The developer would participate in the cost of the line
integration. This would be done in lieu of undergrounding a small section of the
overhead line along its' current route.
We recommend the solution proposed be accepted for this particular situation as
a practical and reasonable compliance with the intent of Section 29-677,
Paragraph 7 of the City Code. Conditions of development approval would have to
require a guarantee or other means of assurance of the developers participation
in the future REA project. A bond or other guarantee should be effected prior
to plan approval.

Ladies and Gentlemen:
This letter is to serve as an assignment by Sundance Hills
F.C., Ltd., a Colorado Corporation ("Sundance"), to Community
Affordable Residences Enterprise, Inc., a Colorado non-profit
corporation ("CARE"), of all interests of the undersigned in and to
a $3,100 deposit and rights to the refund thereof in regard to
erosion control matters related to Greenbriar P.U.D. First Filing.
Such deposit is under the name "Sundance Hills -Jeff Laughgren", and
any refunds duce in regard thereto should be paid directly to CARE,
which now has all right, title and interest in and to such funds.

Re: Water line damage at Greenbrair Village for Care Housing
project
Dear Mr. Rogers:
In our Telephone conversation of June 28th you indicated to me that
Public Service trenched through a City water line that the City
failed to locate properly. Please find enclosed a City claim form
for the water line damage that was incurred at the Greenbriar
Village development as a result of Public Service installing their
utility. Along with the claim form, please include a brief history
of your understanding of the events which occurred, including the
City's failure to locate the line correctly.
