Dear Dick:
Staff has reviewed Greenbriar Replat (Case #198-78C) and offers the
following comments:
1. Some of the property line dimensions are not shown -- please add these
to the plat.
2. The drainage analysis is inadequate. Staff needs a thorough report that
clearly states the impacts on the planned basin improvements including
resizing of culverts.
3. Off -site street improvements are required, the extent of which to be
determined by traffic generation figures. Please contact Bonnie Tripoli
for specific information.
4. There are a number of items on the plat to be discussed with the
engineer. Bonnie Tripoli is the person to speak with concerning these
matters.
5. The phasing of Bramblebush may limit the number of structures due to
emergency access requirements.
6. New utility plans will have to be prepared to show revised locations of
water and sewer mains and services.
7. The elimination of Quail Run is unacceptable. Subdivision regulations
prohibit individual access onto an arterial. The approved preliminary
plan has the island and Quail Run.

8. The cul-de-sac needs to be named.
9. The following utility easements are needed and should be shown on the
plat:
a. 8 foot adjoining south right-of-way line of Bramblebush and west
right-of-way line of Briarcliff through Tract A.
b. 15 foot adjoining northeast right-of-way line of Willox Lane
through Tract A.
C. 15 foot adjoining south right-of-way line of Willox Lane through
Tract B.
10. Existing underground utilities in this area will need to be modified at
applicant's expense.
11. Need owners signature block. The City must sign as an owner if the
park land is purchased by this time.
12. A condition of preliminary approval was that the landscape plan address
fence treatments for lots 23-29, 54-62, 64, 30-34, and 38-53, and
fencing along the Willox-Lemay intersection and Lemay Avenue (please
consult my letter to you of May 8, 1985). Fencing guidelines should
include materials and designs of fencing such as lattice or other open
design, two-sided fencing, varying height, etc. Please discuss this
issue with Staff at your convenience.
13. As the City will be accepting maintenance responsibility for the common
areas, the following notes need to be added to the landscape plan:
a. All plant materials shall be in accordance with AAN specifications
for Number One Grade.
b. All seeded turf areas shall be adequately irrigated for establish-
ment period of grasses.
c. All trees and shrubs shall be adequately irrigated during esta-
blishment period. This shall include individually irrigating trees
every 1.4 days from May 15th to August 30th for two growing seasons.
d. Tree planting, seeding and soil preparation to be done to City of
Fort Collins specifications. Specifications to be provided by the
City Forester's office.
e. Developer to maintain landscaping for two years before final
acceptance.

14. Please submit variance request for lots 55 to 58. These lots do not
meet the 150 foot minimum lot depth requirement in the subdivision
regulations.
Revisions addressing the above comments are due in this office July 5, 1985
at noon. PMTs, colored renderings, and ten (10) copies of the plat and
landscape plan are due July 15, 1985, by noon. If you have any questions
concerning the above comments, please feel free to contact me.

Dear Mr. Dougherty:
The irrigation system along Willox Lane and Lemay has been reviewed. On
page one of the landscape plan of the Replat of Greenbriar it states that,
"An underground automatic irrigation system shall be installed in
accordance with City codes and requirements." The following are items that
do not meet codes or requirements.
1. Vacuum breaker not installed a minimum of 12" above highest outlet
point.
2. Water is being thrown into and/or over sidewalks and streets.
3. Blowout tube is 1" fitting rather than 3/4" and is being used for
irrigation without any backflow prevention.
4. Lateral lines are 80 psi polyethylene pipe rather than class 160
SOR-26 poly vinyl chloride.
�5. Automatic controllers and circuit breaker are not housed in a 3/16"
boiler plate cabinet.
6. Valve boxes are 6" or 10" round ametek rather than 12" superflexion
ametek.
7. 1804 pop up spray heads are on nipples rather than swing pipe with
spiral -barbed elbows.
8. Spacing of 1804's exceeds 55% of rated diameter of throw within
manufacturer's published figures.
9. Head pressures of 1804's exceeds manufacturer's recommendations.
10. A mainline valve was not located upstream of the vacuum breaker and
blowout tube.

11. There is no quick coupler system for native grass as indicated on
drawings.
-12. Valve box in detention area was under water on October 2, 1987.
13. With existing pressures, flows in lateral lines may exceed the 7' per
second limit.
14. Plans and designs were not shown to, nor approved, by the City of Fort
Collins Parks and Recreation Department before constuction started.
15. Backfilling of mainline trench in the detention area is very shoddy
and suspect because of the rock present in the backfill.
These changes and requirements will have to be made before the City Parks
and Recreation Department can consider any maintenance responsibility for
this site. Please contact us with any questions.

Staff has reviewed Greenbriar Replat and offers the following comments:
1. Please submit utility plans for all lots.
2. Street design (horizontal and vertical alignment) in areas not yet
constructed must meet current City standards.
3. Brambiebush Street will have to be constructed through to Willox Lane
prior to issuance of building permits for lots 1-17.
4. Some existing utilities may need to be relocated (mainly services).
5. Off -site street improvements on Lemay Avenue will be required.
6. Ditch company approval may be required at final.
7. Please show fire hydrant locations.
8. Existing underground utilities will be very expensive to re -do --
developer must coordinate revisons with the utilities involved. Require
10' easement. on all streets and 15' easement on Lemay. (Light and Power)
9. You may want to consider rear lot utility easements.
10. Staff is concerned about the treatment of edges between the lots and the
park and along streets. Please illustrate and/or note treatment of the
following:
a. The backs of the double frontage lots along Willox Lane.

11. Who will be responsible for maintaining the islands at Peregrine Run,
Quail Run, and Pica Run, as well as the common area to the SE where the
detention area is located?
12. Remove garden apartments, Ted Rose property from plat.
13. The park site should be called out as a tract as the City has not yet
purchased it.
14. Lots 54 to 56 do not meet the 150' lot depth requirement of the
subdivision regulations.
Staff may have additional comments which will be sent to you next week if
they require further revisions of the plat. Revisions addressing the above
comments are due by noon April 10, 1985. PMT and color renderings are due
April 19, 1985 by 4:30 p.m. If you have any questions or wish to meet and

Staff has reviewed the revisions submitted concerning Greenbriar Replat and
Breakwater Estates and has the following comments.
GREENBRIAR REPLAT -- Staff will support approval of Greenbriar Replat
preliminary with the following conditions:
1. A landscape plan will be required at the time of final submittal which
addresses the following concerns: First, landscaping requirements along
Lemay Avenue (Lots 23 to 29), Willox Lane (Lots 54 to 62, 64), and along
the proposed Greenbriar Park (Tract A), (Lots 30 to 34, 38 to 53). This
plan will address landscaping varieties and placement as well as fencing
treatment along the same lot boundaries. Staff suggests that specific
fencing guidelines be written which are effective and are reasonable to
the homeowner.
The landscape plan must also address the three islands along Willox Lane,
Staff strongly suggests you consult with Tim Buchanan about planting
xeric or native landscaping which you will be responsible for maintaining
for two years until it is established. The City would assume
responsibility for maintaince after this two year period. Tim would also
be able to help you decide on irrigation techniques for these islands.
The City will not maintain these islands without established vegetation.
The City is responsible for maintenance of the detention area.
2. Add note to plat: "No lots to gain access via curb cuts on Lemay Avenue
or Willox Lane."
3. Show six foot rear lot utility easement on site plan. Also, Light and
Power requires a 10 foot, not 8 foot easement on all streets.

Variance from subdivision regulations. The Planning and Zoning Board may
authorize variances from these regulations upon findings stated in
Section 99-7 (A), (1) and (2) of the suhdi vision regulations. Please
re -write your variance request addressing these criteria.
All these concerns must be addressed before Staff will support the final
plat.
BREAKWATER ESTATES
Staff will support a zoning of R-L on the condition of the establishment of a
homeowners associaiton to maintain tracts B and C, and enforce fencing
guidelines which may be adopted by the association. Specific guidelines for
Breakwater Estates may be applicable in this case also. Staff would urge you
to look into the possiblilty of joining the Landings Homeowners Associaiton
as this may provide a less expensive alternative to establishing your own
associaiton and would also provide continuity of architectural, fencing, and
landscaping treatments. The landscape plan must also address the transition
along Lemay Avenue from Tract F at Whalers Cove to the detention area. Most
desirable would be to control fencing and maximize landscaping along lots 3
to 5.
The following comments still need to be addressed on the preliminary plat:
1. Show building envelopes and dimensions.
2. Storm drainage comments 2a and 2d in my letter to you of March 18,
1985. Please contact Tom Gathmann to resolve these questions.
PMT and any supplemental materials (such as the re -written variance request)
must he submitted no later than April 19, 1985 at 4:30 p.m. If you have any
questions concerning the comments presented in this letter, please feel free
to contact me.
