Howes Fort Collins, CO 80524 Dear Dick: Staff has reviewed the Granada Heights Replat of Lots 6-29 PUD Preliminary and Final and has the following comments: 1. Normal Light and Power development charges (minus any credit for charges previously paid) will apply. Any relocation of existing Light and Power facilities will be at the expense of the developer. 2. The following items need to be added or clarified on the site plan: a. site plan needs to reflect "Preliminary and Final"; b. the area, purpose and maintenance of Tract B should be specified; C. maximum building height needs to be added; d. site plan needs to reflect the 150 foot information (uses, vegetation, densities); e. any existing vegetation (trees and shrubs) on the site needs to be shown and identified as to species and size; f. any plans for perimeter or on -lot fencing need to be shown; and g. any proposed signage needs to be shown. 3. This site receives 60% on the Residential Density Chart, which supports the proposed gross density of 5.95 DU/acre. 4. Is there a typical floorplan and building elevation that will be used for this project? If so, this should be shown on the site plan. Clarification is needed whether the developer intends stick - built or modular construction, double -wide mobile homes, and/or zero lot line construction. Based on the building envelopes shown on the site plan, it appears that any of the above types of units may be proposed. Due to the narrow width of many of the proposed lots, it is important to clarify as much of this as possible, so that we can verify that the intended building product fits on the proposed lots. 5. A traffic study needs to be submitted for the proposed plan. 281 ;forth Collc_c .A\enuc • P.(). The Solar Orientation Ordinance requires that 65% of single family and duplex lots (less than 15,000 square feet in area) be oriented with the front lot line oriented to within thirty degrees of a true east -west line. All lots meeting this definition should be identified on the site plan with shading and a note identifying the number of oriented lots should be added to the site plan notes. If fewer than 65% of the lots are oriented, a variance must be requested. 7. A connection to the future trail planned along the railroad property to the north should be considered, in the vicinity of Lots 22-25. 8. A final drainage report and erosion control report need to be submitted. Since these items are late, we may not be able to keep this project on the review schedule for the March Planning and Zoning Board meeting. These two items should be submitted as soon as possible. 9. Access to the detention pond, for maintenance purposes, must be addressed. 10. A primary concern that needs to be addressed in the drainage study is the proposed imperviousness and present detention pond size. 11. Clarification is needed regarding whether there will be any disturbance (including grading) of the existing wetlands with this development proposal. If there is disturbance, the area of disturbance needs to be shown on the site plan. 12. Comments on red lined utility plans are being returned under separate cover. 13. A soils report must be submitted, with the following information: - soil boring log and boring data; - groundwater level; - soil bearing capacity; - corrosiveness; and soil classification. As noted in #8 above, our receipt of this information after the submittal deadline may result in a delay of this project. 14. Madera Court should be platted as a 36' wide street on a 54' right-of-way. 15. Any existing damaged curb, gutter or sidewalk must be repaired. 16. The intersection of Alameda and Hanna should be platted as an "L" shaped intersection with a 20' inside radius, to improve sight distance and reduce speeds. Revised plans and documents addressing the above comments must be submitted to my office on the following schedule: Wednesday, March 4, 1992 Monday, March 16, 1992 Five sets of all revised plans and documents Ten folded sets of the plat and site plan, 8-1/2 x 11" PMT and colored rendering of the site plan Please call me if you have any questions regarding these comments.
