Dear Randy:
In recent weeks, we have been experiencing an unusual rise in ground
water elevation in the northerly cul-de-sacs located in our subdivision,
Golden Meadows, 3rd Filing. The source of the increase has not as yet
been officially determined, but observation of severaltest pits, and
generalexperiences in the Fort Collins Area leads us to believe that the
underdrain does not have adequate capacity to handle this uncharacter-
istic increase in ground water levels.
In an effort to provide some relief for the underdrain system, we are
proposing to provide an additional outfall pipe. The location of this
pipe would be as detailed on the accompanying sketch. The proposed
underdrain outfall will parallel the exi_stiny, sanitary sewer line even-
tually daylighting in the vicinity of the culverts underneath the rail-
road tracks. The pipe will not encroach on the railroad's property,
however, a small amount of grading may have to be done on their property
in order to provide an adequate Swale for proper drainage. The end of
the pipe willbe encased by a small headwall., and erosion control will be
provided for by the placement of rip -rap.
All areas which, are disturbed by the construction of this line will be
returned to their original condition. and Medema Homes will provide the
City with an asbuilt drawing of the new underdrain outfall.

Another related problem which arose during our discussion of this problem
was the realization that no easement has been granted to the City of Fort
Collins for the sanitary sewer outfall line located on the common
property line between lots 22 and 23 of block 5 in Golden Meadows, 3rd
Filing. Our engineer is presently drawing up a legal description, and an
exhibit for an easement between these two lots. Dave Stringer, with the
Inspection Department, felt that due to the shallow depth of the sewer
through this area a 15' easement would be adequate. The paperwork should
be forwarded to the City by the end of next week.

which have been approved by the City and which have passed all
required guarantee periods. This includes the water main,

pavements, street lights, and street signs.

We have supplied precast concrete manholes to Nelson
Pipeline on the Golden Meadows Subdivision, 3rd filing job.
There seems to be some question as to the structural
integrity on 6 of the base sections of these manholes. The
problem arises that on these manholes the wire fabric has
"bled" through the concrete and a shadow outline can be
noticed and on one of the sections the fabric is exposed in
one spot.
I do admit that it is out of tolerance to the A.S.TM.
C-478 standard. The depth on these manholes is less than 7
feet. The problem was caused during the placement of the
concrete in the forma causing the wire cage to shift at the
bottom at one point.

I would like to point out that our concrete is above the
A.S.T.M. specification (most of our 28 day breaks are at 5000
and the wall thickness is 5" instead of Vas required.

We were unaware of any problems with our manholes until the
job was completed, and the city was doing a final inspection of
the job. If the manhole sections were rejected before they had
been installed or backfilled and compacted the cast of replacement
would have been minimal.

Adams City Mfg, has been producing manholes since 1950. To
my knowledge there has never been a failure after the manhole
section had been backfilled. The most extreme structural stress
that the section is exposed to is, when it is removed from the
form and the! concrete strength is about 2000 psi.
I am sure the manhole sections in question will never have
a problem. Perhaps theinspection is being too critical and
the function on the manhole has been overlooked, to give an
access to a sewer line. All manufacturers have problems in
one area or another. We have taken corrective steps to insure
that this problem will not happen again.
Adams City Mfg. will stand by its products and if the City
of Fort Collins insist on the replacement of these sections of
course, we will do so. However, because of the considerable ex-
pense that will be incurred we will be reluctant to furnish any
additional material unless it is inspected and approved prior to
installation.
An alternate solution might be a performance bond that will
replace any one of these manholes if there is ever a failure in
the future due to the manufacturing defect specified.
Please review all the facts and let us know if you sincerely
feel that these sections must be replaced. Thank you for your
time and consideration in this matter.

I have reviewed your letter of January 2nd with Mr. Matt Baker our
Construction Inspector, Mr. Duane Davis, Water & Sewer Transmission Super -
intendant, Mr. Dave Stringer, Chief Construction Inspector, and Mr. Mauri
Rupel, Development Engineer.

We are of uniform opinion that the manhole barrels which have evidence
of the reinforcing being exposed must be replaced. After reviewing this
problem and Pair. Baker's letter to Nelson Pipeline of October 30, 1979, it
appears that this is just one of several problems on this project.
Presently, we have in excess of seventy subdivisions in some phase of
developrrent. our staff of five construction inspectors does not have time
to haRrrer-tap every manhole barrel. Consequently, we put great faith in the
stamping A.S.T.M. C-478. Obviously, your manhole barrels do not meet these
specifications even though you have taken the liberty to so stamp them. In
view of these obvious discrepancies, we must insist that these be replaced
in accordance with Mr. Baker's letter of October 30, 1979.

At the request of the President of The Warren Lake Reservoir
Company, I am writing this letter to confirm and further detail
Mr. Preston's discussion with Mr. Mike Herrick.
where the Warren Lake Outlet Ditch crosses over from Collindale
Golf Course into property now owned by Medema Homes, the presently
developed area between Ticonderoga Street and the boundary of
the golf course has now been totally developed and fences placed
on the west. side of the ditch to preclude access for maintenance
purposes by the company along the ditch.
Presently, development is commencing on the east side of the
ditch, and it is imperative that the company maintain its access -
ability to the ditch and that the letter agreement of October 31,
1977 between The Warren Lake Reservoir Company and K. Bill Tiley,
as representative of Collindale South, be honored. This letter
agreement states in part, "Permanent access to all ditches for
maintenance purposes is necessary. A fifty (50') foot easement,
off -centered to one side, will be adequate for. the Warren Lake
Canal." Therefore, we must insist that a total distance of
fifty (50') feet from near or on the west boundary of the ditch
extending east be kept open, permitting a road for maintenance
of this ditch from the east side between the golf course and
Ticonderoga Street. It is inconvenient but possible for our
ditch personnel then to cross the bridge on Ticonderoga Street
and then have our ditch road run on the westerly and southerly
side of the ditch to the Union Pacific Railroad property.
There is not presently an established or recognizable road right-
of-way along the ditch bank since, when this was open land, our

ditch personnel entered and drove at random as necessary to
maintain this section of the ditch. Now that development will
restrict this unfettered access, it would be preferable that
an established roadway exist along the east side of the ditch
from the golf course to Ticonderoga Street and the road then
continued along its western and southerly edge. However, if,
as other developers have chosen to do, you would wish to grass
the ditch banks on both sides as an amenity, the ditch company
has permitted this so long as there is a written agreement recog-
nizing our right to enter upon the grassed area along the ditch
for all reasonable emergencies and maintenance purposes.
Please advise us in writing as to your intentions concerning
your future plans within the scope of our request.
Parenthetically, we would like to point out to you, so as to
avoid future problems, that in developments of this nature,
utility companies often feel free to place risers, stations,
metering boxes, etc. within our needed access right-of-way.
Please make sure that none of the several utility units attempt
to do this.
