streetlight pole and an ornamental tree. A minimum of 40' is
required for a shade tree. Please see attached print for
location of planned street lights.
7. A easement is required for the 8" sanitary sewer main located
at the SE corner of the property. Please see redlined Utility
Plans for additional Water and Wastewater Utility comments.
8. A minimum of 4' of horizontal clearance must be maintained
between trees and natural gas lines. Please review the
location of street trees in the 12' utility easement for
compliance with the requirements of the various utilities.
9. Future connection of Glenmoor Drive for future development
must be considered. Have you contacted the surrounding
property owners to coordinate future development activity?
10. Please consult with Tim Buchanan on the choice of shade tree
along Taft Hill Road. There have been problems with Kentucky
Coffee Trees in the past. Tim's number is 221-6361.
11. Please make a note on the Landscape Plan that all existing
trees are to be pruned to City Forestry Department's medium
prune standards.
12. Is it possible to relocate the existing trees to the north
property boundary? If at all possible, healthy existing trees
should be relocated on site rather than removed. Additional
plantings should be provided along the north property line to
provide additional buffering for the single family lots. This
landscaping should be put in by the developer to be maintained
by the lot owner or by a Homeowner's Association.
13. Foundation plantings should be included in the plans. Please
put a "typical foundation plantings" detail on the landscape
plans, for the front entry and rear patio areas of the
buildings. Foundation plantings should be provided for the
west elevation of the western most building, as this building
impacts the Taft Hill streetscape.
14. There should be a statement on the site plan and landscape
plan to explain when the landscaping will be completed or
stating that a letter of credit will be posted for 125% of the
value of the landscaping prior to pulling any building
permits.
15. Have you contacted the property owner to the south about
planting street trees on the south side of Glenmoor Drive. It
would be ideal if all of the street trees were planted at the
same time so they would be maturing at the same time.
16. Include a note on the site and landscape plans indicating that
all landscaping, including that in the public R.O.W. on Taft
Hill, shall be maintained by the Homeowners Association.
17. The developer of this property should build the
pedestrian/bike path connection to the Moore School property.
Please coordinate with the City Transportation Department and
the School District on the exact location of this connection.
18. Traffic data was not received.
19. The soils report states that based on traffic data, the
pavement section may be different from that submitted. Please
provide the requested traffic information.
20. Please refer to the redlined Utility Plans from engineering
and other Utilities for further engineering comments.
21. Please submit to the Engineering Department, a written
variance request for the non-standard reverse curve and any
other non-standard items.
22. Off -site easements will be required for the temporary turn-
around. Please submit the appropriate documents as soon as
possible.
23. The site plan and plat should match. The site plan shows the
entire walk in the right-of-way, but on the plat it does not
appear that sufficient right-of-way has been dedicated for the
entire walk. The utility easement should be called out as an
access easement if the walk will encroach into it.
24. Subdrains will be required for street paving, as per
recommendations of the soils report, and should be shown on
the utility plan.
25. It appear that this project will impact some small portions of
the wetlands. Because of a recent Federal Directive, the Army
Corps of Engineers Nationwide permits have been suspended
until impacted sites have been surveyed for a plat that has
been identified as federally threatened. In Colorado, that
plant is an orchid named, Ute Ladies -tresses (Moan
diluvialis). Since the site has to be surveyed between July
loth and August 31st (when the plant is blooming), it is
important that the site be surveyed immediately if work is to
be completed this year.
26. This site should be visited by the Corps of Engineers.
Please contact Terry Mckee with the U.S. Army Corps of
Engineers in Littleton at 979-4120 to discuss your site and
how the new directive effects your site. If you have general
questions about the City's involvement in this directive,
please contact Rob Wilkinson with the Natural Resources
Department at 221-6288. (See attached memo from the US Fish
and Wildlife Service).
27. The plat, site plan, and wetlands location maps should match,
particularly with respect to the location of the street,
sidewalk, and temporary cul-de-sac. Please submit a revised
wetlands location plat. Please label the long, linear shapes;
are these irrigation channels, subdrains, swales, or what?
28. If it is possible to relocate the temporary turn -around, or
modify the size with approval from the Fire Authority, you may
be able to stay out of wetland areas completely. Staff
suggests that you take the wetlands plat with you when you
visit the site with the Corps of Engineers to see if you can
identify a location for the street and temporary turn -around,
which does not impact any of the wetland areas.
29. Please indicate where the Dryland Grasses will be used.
30. More information and details are required concerning fencing.
Where will fencing be allowed? What height will be allowed?
What materials will be used/allowed? Will there be side yard
fencing? Staff suggests that you consider the concept of a
large commonly owned open space tract instead of long, narrow
fenced lots. Small private patio areas could be fenced behind
each unit if the majority of the area is left as open space.
31. On the site plan, the proposed use under "Land Use Data"
should read multi -family townhouses rather than single family
townhouses.
32. The land use of the property to the south should be called out
as the Dayspring Minor Subdivision, as this property is
platted.
33. More information is needed on the architectural elevation
sheet concerning construction materials, siding material,
colors, roofing materials, and trim details. The rear
elevations are not very exciting. Staff suggests that these
elevations be spruced up with additional windows, brick
wainscoting, decks, patios, and other architectural details.
The rear elevations will directly impact the single family
neighborhood to the north.
34. Off -site drainage easements will be necessary. Additional
Stormwater comments will be forwarded to you as soon as they
are available.
35. Please contact the Moore School principal to coordinate access
to and from school during the construction phase.
36. Please be aware that although this was submitted as a combined
preliminary and final PUD there is no guarantee that the
project will be able to proceed as such. If utility plans and
engineering concerns can not be worked out prior to the
hearing date, Staff may have to break up the submittal, taking
only the Preliminary to the Board in September, with the Final
following in October, provided that all of the concerns have
been addressed.
37. Please be aware that the Development Agreement and Utility
Plans must be signed prior to the Planning and Zoning Board
hearing in September. Please contact Kerrie Ashbeck for any
forms that will be required in order for the City to draft the
Development Agreement.
This concludes staff comments at this time. In order to stay on
schedule for the September 28, 1992 Planning and Zoning Board
hearing, please note the following deadlines:
Plan revisions are due September 2, 1992 by 12:00 noon.
Please submit a letter with the revisions explaining how you
have addressed Staffis comments.
PMTIs, colored renderings, and 10 prints are due Sept. 14th.
Final mylars, signed development agreements (for Final PUDIs) ,
and other documents are due Sept. 17th by 12:00.
Please make sure that all mylars are good quality,
reproducible, and that all signatures are in black, permanent
ink.

Dear Mr. Rutherford,
City Staff has reviewed your submittal for Glenmoor PUD, and offers
the following written comments:
1. Control and outer boundary monuments need to be described on
the plat.
2. The triangular piece of ground at the southeast corner should
be dedicated as an access easement for the bike/pedestrian
path to Moore School. This piece of property is likely to
create a future maintenance/ownership issue since it is
"hanging out" by itself and not in front of any lot. It
should probably be deeded to the school by separate document.
Or you could trade if for another similar piece of school
property to create a cleaner property line. If it is deeded
over, the utility and access easements dedicated with this
plat, must remain.
3. If the existing path is in an easement currently, please make
a note on the plat to vacate all prior easements and
rededicate all new ones. It may also be necessary to call out
the 12' utility easement along the south lot lines as an
access easement as well, if the entire width of the pedestrian
path can not be accommodated in the public right-of-way.
4. See other comments on the plat included with the redline
Utility Plans.
5. If existing electric facilities, including street lights on
Taft Hill, need to be relocated, it will be at the developer's
expense. This will be in addition to normal development
charges.
6. Light and Power's trench will be 3 1/2 feet behind the
sidewalk along Glenmoor Drive. Street trees need to be a
minimum of 4 feet from the L & P trench. Light and Power also
requires a minimum lateral clearance of 15 feet, between a
