RE: Planning Objectives for M&O Tire and Automotive Service Center
Preliminary/Final P.U.D.
The proposed M&O Tire and Automotive Service Center P.U.D. is located south of
Kensington Drive and east of Mason Street. The project as planned, serves two
functions. The north half of the 1.36 acre site will include a 4,000 square foot
automotive center with associated parking, while the south half of the site is designed
as a parking lot intended to serve the existing McDonalds restaurant. The two land
uses are separated by a small detention facility.
Surrounding land Mies include Mini U Storage located north of Kensington Drive,
Jiffy Lube is located east of the site, McDonalds restaurant borders the property on
the south and BMC West Building Materials Center is located to the west across
Mason Street. The project utilizes shared access drives with McDonalds off of Mason
Street and with Jiffy Lube off of Kensington Drive. The project scores 52% on the
Auto -Related and Roadside Commercial Point Chart D gaining points for not locating
at the intersection of two arterials, taking access from a non -arterial street, providing
joint parking opportunities and for being contiguous to existing urban development.
City Land Use Policies that support the proposed development include:
64. Alternative transportation modes such as pedestrian and bike access shall be
planned .......
65. Neighborhood service centers should locate in areas served by existing water
and sewer facilities ....
66. Neighborhood service centers should locate at the intersection of a collector
and an arterial.
We believe the proposed M&O Tire and Automotive Service Center P.U.D. is well

Dear Planning and Zoning Board Members:
Maken II Final P.U.D. is located west of College Avenue and north of Harmony Road between the
existing McDonald's and Jiffy Lube. The 11,600 square foot building is proposed as three retail spaces.
Big A Automotive, an auto parts store, will occupy the west space. Leases have not been established for
the other two retail spaces.
Access to the infill site is via an existing right-in/right-out on College Avenue shared with McDonald's
and internal access is from Mason and Kensington Streets. The building is situated to provide visibility
from College Avenue for each tenant. The 43 parking spaces are evenly distributed to provide convenient
and safe vehicular circulation. Parking areas are attractively landscaped and screened from College
Avenue.
The project scores 56% on Point Chart E, Business Service Uses, gaining points for being part of a
planned center (Harmony Gateway P.U.D.); for being larger than two acres (Harmony Gateway P.U.D.);
for providing direct vehicular and pedestrian access between parking areas, and; for being contiguous to
existing development. The project also scores 63% on Point Chart D, Auto -Related and Roadside
Commercial, gaining points for not being located at the intersection of two arterial streets; for being part
of a planned center (Harmony Gateway P.U.D.); for taking its primary access from a non -arterial street;
for being larger than two acres (Harmony Gateway P.U.D.); for providing direct vehicular and pedestrian
access between parking areas, and; for being contiguous to existing development.
City land use policies that support this application include:
3a. The City shall promote maximum utilization of land within the city.
22. Preferential consideration shall be given to urban development proposals which arc contiguous to existing development
within the city limits...
26. Availability of utilities shall be used as a criteria in determining the location of higher intensity areas in the city.

Dear Ms Wamhoff,
This letter is to request an extension of the active status of the
Gateway at Harmony PUD (lot 3) Amended Preliminary and Final, (Maken II
PUD)-#1-88J. This is for the 11,685 square foot one story retail building
between McDonnell's and Jiffy Lube at the Northwest corner of College
Avenue and Harmony Road.
We have been delayed due to a restructuring of a corporate tenant
who would be occupying more than half of the building. They are now in a
position to move ahead, and therefore we would like to be assured that our
project approval status is on course.
If there is additional information you need or action required on my part
please let me know. I have recently alerted the engineer to proceed with the
utility plan submittal reflecting the changes requested by the City staff.
