Collins, CO 80522 Dear Mr. Frank: We have reviewed the Gateway at Harmony Rd., 1st and 2nd Final Filings, and we have the following comments. This P.U.D. has been reviewed by this office on several occasions dating back to January 1988. our comments have addressed a number of issues involving S.H. 2'87, including: additional highway right of way, access to S.H. 287, surface runoff control, landscaping along S.H. 287, and new utility line connections. More recently this P.U.D. has been discussed in relation to the Draft South College Access Control Plan. Since utilities,we willand Filing limitt plans do not address surface runoff, landscaping, or the following comments to the access and right of way issues. our District Engineer, Douglas Rames, has re-evaluated the proposed right -in -only access to this P.U.D. based on a 1/30/89 memorandum by Matt Delich. Due to this analysis and his concern about potential left -turn conflicts on Kensington St. without the requested access, he is now willing to allow it as shown on the Final P.U.D. plans with certain conditions. These conditions are as follows: 1. A southbound right -turn deceleration lane shall be provided for Kensington St., then continue to the Harmony Rd. intersection. In addition to the above conditions we are requesting that the necessary ltimate long-range highway width and detailed design right of way for the u plans be provided. Additional right of way to achieve the 75- or 76-foot width identified by Matt Delich should be dedicated. This is especially important at Harmony Rd. due to the existing signal poles, curb and gutter, and guardrail which will be affected by this highway widening and the transition south of the intersection. These plans will be required for an Access Permit to be approved by this office. We look forward to continued coordination with the City on this project and the South College Access Control Plan. As noted in our 2/8/89 letter to Mike Davis, we hoPe to meet with the City to achieve a mutually acceptable plan. Please contact me at 350-2168 if you have any questions. Swallow Road Fort Collins, CO. 80525 Dear Jim, The Staff has reviewed the application for final approval of Harmony Road P.U.D., 1st and 2nd filing, and offers the following comments: lst Filing I. The development of this phase of the overall P.U.D. will require the installation of raised medians in College A,c.^.ue between Kensington Strcot and Harmony Road. This median shall allow for double southbound left -turn lanes at Harmony Road and a northbound left -turn lane at Kensington Street. Also, a southbound right -turn deceleration lane shall be provided for Kensington St., then continue to the Harmony Road intersection. These improvements should be indicated on the site and landscape plan. As you are fully aware, the installation of a raised median is a controversial issue that will require City Council approval. This approval is not expected until April or May of this year. Any approval of this phase of the project will be conditioned on installation of these improvements and gaining State approval of an access permit. 2. Additional ROW will be required to achieve the ultimate long-range high- way width. Matt Delich identified that a ROW of 75- or 76-foot would be required. Detailed design plans for the ultimate highway and interim design plans should be provided as part of this development request. 3. The applicant and staff need to discuss the extent of improvements that will be required along College Avenue between Kensington St. and Harmony Road. 4. Mike Herzig, Development Coordinator, should be contacted for detailed comments on the utility plans. In general, the various utilities made the following comments: a. A sewer main is existing in Mason Street and the sewer services must be connected to that main. A repay is due for the Warren Lake Trunk sewer. 300 LaPorte Avenue • P.O. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 Page 2 b. A water main is existing in Kensington Drive and the water service should be connected to that main. c. Any proposed tree plantings in the front lot line utility easements must be coordinated with the affected utility agencies. In general, P.S.C.O., will require a minimum six foot separation between any proposed natural gas lines and tree plantings. The City's Light and Power utility will require that trees will need to be located 7' to 8' behind the sidewalk. d. The drainage report and plans do not address the drainage resulting from the new right turn lane along College Avenue. Please correct. e. The drainage report does not address how the required detention volume is divided amongst the site. More detailed analysis must be done. f. Undetained street flows have not been addressed. g. Clarify on the drainage plans the specific drainage facilities that will be constructed with each filing. If any off -site drainage facilities must be constructed to serve the filings, easements must be provided. h. Erosion control measures must be addressed. i. Clarify for each detention pond where water will spill if outlets become plugged. j. Freeboard requirements for some ponds do not meet the City's criteria. k. Orifice plate locations and details are not shown on the drainage plans. 5. The applicant should contact Bob Poncelow of the Poudre Fire Authority to get local underground tank regulations. 6. Detail of ground mounted sign should be provided. 7. An additional sidewalk connection between the public sidewalk along College Avenue and the sale building is recommended. 8. Elevations should be provided for all sides of all buildings. The color of the facia on the sale building should be identified. The elevations of the Car Wash appears to also indicate some sort of facia along the top of the building. If so, please indicate color and materials. Lastly, the staff would recommend that the posts holding the canopy be wrapped in the same brick as the build- ing. Page 3 9. Some additional shrub planting beds are recommended along Kcnsingc _ Drive and College Avenue. Height of berms should be indicated on the lands- cape plan. Two additional street trees are recommended between the curb and the sidewalk along College Avenue. Additional shrub plantings should be provided in the area of the trash enclosure. 10. The "Spring Snow" and "Radiant Crab" should be a minimum of 1 1/2" to 1 3/4" caliper. Please revise. According to Code, the proposed plant materials should be indicated at ten years maturity and in appropriate relation to scale. Is this rceuirement 'reir. net in the ,_ndsccpc plan? 11. A note should be added to the site plan indicating that a free permit will be required from the City Forester before any trees are planted, pruned or removed on public right-of-way. end Filing 12. See comment #1 above. In addition, this phase of the development will require the installation of the right turn -in -only access from College Avenue. State Highway Department approval and an amendment to the South College Access Plan will be required before any building permits may be issued. These requirements will be placed as conditions of any approval of this project. 13. See comments #2 and #3 above. In addition, the site plan should indicate alignments of existing traffic lanes on Harmony Road, east of College Avenue, and; College Avenue south of Harmony Road. 14. See comments #4 a - k above. A water main is existing in Mason Street and the water service should be tapped to that main, or to a new main con- structed within the development and looped between Kensington Drive and Mason Street. 15. The Poudre Fire Authority will require that an additional fire hydrant be provided interior of the site. 16. All common access drives throughout the project must be dedicated access easements. 17. I would urge you to contact Anne Fernan in the Zoning Office to discuss the proposed signage. In particular, the directional signs may not exceed four square feet per face and must limited solely to giving directions. There are also problems with the menu board meeting the sign regulations. 18. See comment #6 above. 19. A sidewalk connection should be provided between the public sidewalks along College Avenue and Harmony Road and the fast food building. Special paving treatment should be indicated where these sidewalks cross driveway areas. Page 4 20. There have been earlier agreements regarding the intensity of lighting of the roof beams. Please note these conditions on the building elevations. The east elevation of the building should be noted on the plans. 22. See comment #10 and #11 above. 23. Deciduous trees should be provided in the three islands along the north property line. In addition, 4 shade trees should be provided between the sidewalk and the curb along Mason Street and College Avenue. I would recommend we meet as soon as possible to discuss the above comments. Any revisions to the plans must be submitted no later than March 1, 1989. Five copies of the revised site and landscaped plans will be required. On March 20, 1989, ten full sized copies of the site plan and landscape plans will be required. Also on that date P.M.T. reductions of the site, landscape plan and subdivision plat will be needed. Lastly, on March 23, 1989 a signed "Site and Landscape Covenants", signed mylars of all plans and plats, and a signed Development: Agreement must be submitted.
