Re: Drainage letter 1400 Riverside Ave., Fort Collins, Colorado.
Dear Jeff:
This letter is written according to your request to verify the drainage conditions for
1400 Riverside Avenue, Fort Collins, Colorado. A site visit was conducted on July
25, 1996, to inspect the surface drainage conditions for the existing building and
parking lot. The proposed new addition which consisted of four door garage, will be
built on an existing asphalt parking lot, which is also an impervious area.
Consequently, no additional flow will be added to the historical drainage runoff. The
drainage pattern and the historic flow of this site will stay the same. The new
addition will have a gutter along the east side with two down spouts at the northeast
and southeast corners. Although the gutters and down spouts will generate
concentrated flow at two point, the runoff will follow the same pattern of the existing
drainage.
Fort Collins Housing Authority should be aware that in case of any further
development, change or addition to the exiting conditions, a drainage report (study)
and a drainage easement will be required at the time of development.

LETTER OF INTENTION
July 25, 1996
The Fort Collins Housing Authority will close the purchase of 1400 Riverside on
August 1, 1996.
After proper zoning approvals are obtained, we intend to use this building as a maintenance
facility for the upkeep of the Fort Collins Housing Authority properties. Once in full
occupancy, the Housing Authority will solicit for a retail/office space use of the front
commercial space. The potential use has not been identified.
The maintenance operation consists of residential repairs (i.e. painting, vacancy cleaning,
lawn care and building repair). We have a full-time staff of 8 maintenance personnel and we
have occasional part-time and seasonal workers. The Housing Authority work sites are
scattered in predominantly North Fort Collins and Wellington.
The staff utilizing the facility are all field workers. They will be at 1400 Riverside to report
to work, pick up a service vehicle and leave for the day. They return at 4:00pm to take their
personal vehicles and leave for home.
The site at the on set will be unmanned with occasional trips to pick up supplies. As the
Housing Authority develops, a maintenance assistant will be stationed at the facility during
working hours.
We would like to develop the property with a parking structure attached to the existing
building to keep our service fleet out of sight and secure during our off work hours.
During working hours, staff's personal vehicles will occupy the parking structure while
service trucks are in the "field".
The building will warehouse household type repair components, cleaning and painting
supplies. We will have work space for screening, table saw and a radial arm saw. Lock
Smithing space will be designated. Staff office space will be provided. The majority of use
is warehouse with a computerized inventory. Flammables and hazardous household materials
will be housed in an approved cabinet.
TRAFFIC IMPACT ANALYSIS
The Fort Collins Housing Authority Maintenance Operation has 8 full-time employees. They
will report to work: week days at 7:30am. Their personal vehicles are parked in the building
garage and service vehicles are taken to the off -site job site. They report back to the
maintenance site at 4:OOpm to trade vehicles and leave for home.
We have occasional trips to pickup supplies during the day.
We would have approximately 32/40 trips per day from the site. If retail is developed at the
front of the building, this could generate additional traffic. We have not solicited for renters
and its future use has not been identified.
I have discussed our situation with Fred Jones, in Traffic, and he is aware of our usage.
UTILITY PLANS
The Fort Collins Housing Authority will make no changes to the existing utilities at 1400
Riverside.
Water, sewer and electrical service will remain the same.
DRAINAGE REPORT
I have consulted with an engineering firm and Glen Schlueter from Storm Water. We will
not affect the historical drainage from this property and a letter stating such is attached.
