City staff has reviewed the 1216 Maple Multi -Family Site Plan and
has the following comments to make:
1. US West will require a utility easement (see attached) to
provide phone service to 1218 and 1220 Maple. This easement
can be dedicated by separate document.
2. Columbine Cable TV has noted that there are no plans shown for
providing cable tv service.
3. The proposed four-plex exceeds the 150' fire access
requirement and therefore, must be provided with an approved
fire sprinkler system. The new water service must be sized to
provide both sprinkler and domestic use or a separate fire
service must be provided. -
4. The driveway to the parking area needs to be constructed of
asphalt.
5. A landscape plan must be submitted, indicating the location
and size of existing trees and shrubs and their disposition
(being retained or removed), as well as proposed landscaping.
This plan must also meet the minimum size requirements for
proposed landscaping materials (see attached).
6. Existing trees on the site must be pruned to the City
Forester's medium prune standards. A note to this effect
should be placed on the landscape plan.
7. The site plan with the drainage report must be upgraded to be
a Grading, Drainage and Utility Plan showing all utilities and
public improvements existing and to be constructed. The plan
needs to show all applicable City details, general notes,
etc., including driveway detail. The signed Utility Plan will

then become the permit to construct the new driveway.
8. Any damaged existing curb, gutter or sidewalk must be
repaired.
9. If a utility cut in the street is required, show the limits
and the City patching detail.
10. The following comments relate to the drainage report and
plan:
a. Include a vicinity map with the Drainage report:
b. Include rip rap calculations and type to be used;
C. On the Erosion Control calculations sheet, the
effectiveness calculated appears to be for the finished
project - we are interested in the worst -case scenario
during construction;
d. Explain how the time of concentration was calculated -
basin delineations would help;
e. Contours must extend a minimum of 50' off -site;
f. Show off -site flows on plans or document them better. The
statement made in the drainage report does not appear to
be true, based on a recent site visit;
g. Additional comments are on the redlined report, which
needs to be re -submitted with the revised report;
h. An off -site easement is needed for drainage purposes. A
signed deed for this easement must be provided prior to
the Planning and Zoning Board review of this request.
11. The following items pertain to, or are needed on the site
plan: _
a. The final mylar size must be 24" x 36";
b. Add title block;
C. Add vicinity map;
d. Add maximum building height;
e. Add land use information (ie. 4-plex with four one -
bedroom units and total number of parking spaces);
f. Add lot breakdown for each use;
g. Add area beyond site within 150' (including existing
structures and land uses); and
h. Add signature blocks for property owner and Planning and
Zoning Board.
12. Clarification is needed regarding whether a trash receptacle
is needed on site and if so, where it will be located.
13. The landscape plan needs to address how buffering of the four-
plex from adjacent single family homes would be accomplished.
A combination of fencing and landscaping is preferable to the
fencing aligning both sides of the proposed driveway. A shade
tree, selected from the City Forester's tree list, should be
provided on the front portion of the site.
14. Treatment of the deck or patio areas should be addressed (ie.
will there be privacy screening? if so, how high and of what
material?)
15. The neighborhood meeting minutes indicate an intent to
restrict tenancy of these units. What is the status of this?
16. Additional comments are on redlined Utility Plans to be sent
under separate cover.
17. Building elevations or good photographs of the proposed four-
plex need to be submitted.
Revised plans and documents addressing the above comments must be
submitted to my office on the following schedule:
Wednesday, July 1, 1992
Monday, July 20, 1992
Five sets of all

Ten folded sets of the site
plan, landscape plan and
elevations, 8-1/2 inch PMT

Dear Jim:
We have reviewed the revisions of the 1216 Maple Street Multi -
Family Site Plan and have the remaining comments to make:
1. To date, no revised utility plans or revised drainage report
have been submitted. Failure to submit such plans immediately
may result in the project being removed from the July 27
Planning and Zoning Board agenda.
2. An off -site easement is needed for drainage purposes. A
signed deed for this easement must be provided prior to
the Planning and Zoning Board review of this request, or the
project may be removed from the agenda.
3. A trash receptacle location has been identified and it appears
there is some type of enclosure around the receptacle. The
height and materials of the enclosure need to be specified on
the plans. If there is no enclosure proposed, other forms of
screening need to be provided.
4. -We still question the need to line both sides of the driveway
with fencing. An indication of the number and size of the
proposed Yucca and Irises needs to be placed on the landscape
plan. We would strongly recommend that additional shrubbery
be added along the driveway and the building foundation. You
may want to consider a combination of Wilton Carpet Junipers
along with hardy deciduous shrubs (such as Dwarf Lilacs or
Potentiila) for the foundation plantings, as well as along the
driveway.
5. The neighborhood meeting minutes indicate an intent to

plex need to be submitted.
7. Based on the landscape plan, we are assuming all existing
trees'shown on the plan"are being retained. If not, this
needs to be clearly indicated on the plan.

be submitted to my office on the following schedule:

July 17, prior to your submitting the ten sets of plans on the

comments. I will be at a City retreat from Monday, July 13, until
the afternoon of July 15. In the meantime, questions or comments
regarding the utility plans or drainage report may be directed to
Kerrie Ashbeck or Glen Schlueter.
