Dear. Reid:
Recently we inspected the trench left by crews from Allen
Plumbing & Heating where they had tied sanitary sewer service
from the Assembly of God Church into your Stonehenge 6th
subdivision sanitary sewer. It became apparent during
this inspection that the 8" sewer main which comes off of
Solstice Drive north into what was called Aries Court
between Manhole Nos. 5G-6 and 5G-7 is directly beneath
the west curb and gutter in that cul-de-sac. obviously
either the sewer or the curb and gutter have been mislocated.
This configuration of the sanitary sewer cannot be maintained
by the City until it is installed as shown on approved utility
plans for Stonehenge 6th. Because this might necessitate
relocation of the sewer we will be unable to release
certificates of occupancy on any building which ties into
this line,.

Please have your engineer submit a set of plans on this area
to the City Development Engineer showing the existing con-
figuration of curb and gutter, water main, and sewer main so
a determination can be made as to how to best correct the problem.

Legal Description of the Site
A tract of land situated in the Northwest 1/4 of Section 19, Township 7 North, Range 68 West
of the 6`h P.M., Fort Collins, Colorado, which considering the West line of the said Northwest
1/4 as bearing due North and with all bearings contained herein relative thereto is contained
within the boundary lines which begin at a point on the West line of the said Northwest 1/4
which bears North 873.40 feet from the West 1/4 corner of said Section 19, and run thence
North 445.00 feet along said West line; thence East 535.00 feet along the centerline of Stuart

Statement of Planning Objectives
This project is consistent with the Land Use Code and City Plan. The lot is within the Low
Density Residential District (R.L.) zoning. Public and private schools for elementary,
intermediate and high school education is a permitted use subject to review by the Planning
and Zoning Board.
Ridgeview Classical School is a charter school for kindergarten thmugh 12`s grade. The total
allowed enrollment is 750 students. Current enrollment is 585 students.
This addition is not intended for increasing allowed enrollment but for providing adequate
physical facilities for current students. Classrooms presently are being used for two separate
classes or functions. Orchestra, band and music practice rooms and karate are current
functions occurring in the existing building but need to be more isolated for sound purposes.
These are to be located in this proposed addition.
The current playground will be located to the north of the proposed addition. This will help
screen and provide more of a sound buffer to the residential neighbors to the east.
The building exterior will be brick and EFIS to match the existing materials and colors.
Bicycle parking is provided. A new sidewalk is proposed to connect to Stuart Street.
The nearest fire station is located one mile west at Spring Creek and College Avenue.
3.2.1 Landscaping and Tree Protection
A partial Landscape Plan is included. This is an established lot which currently has mature
landscaping. New foundation plantings are planned around the new addition. No existing
landscaping will. be removed except at the new sidewalk connection at Stuart Street. No
parking area chemges are planned.
3.2.2 Access, C'.irculation and Parking
A new sidewalk. will be constructed at the south and east sides of the new addition. This will
connect the existing sidewalk from the school entrance to the sidewalk along Stuart Street.
The existing traffic pattern diagram is included on the Submittal Plan. This identifies drop off
and pick up areas during periods of classes beginning and ending.
A traffic study its being prepared and will be available.
146 parking stalls plus 5 handicapped stalls totaling 151 exist now. No additional parking is
planned.
Schools require; 1 parking space per 4 seats in the auditorium. There is a 400 seat auditorium
which equals ID0 stalls or 1 space per 1,000 s.f., 59,120/1,000 = 59, which ever requires the
greatest number of parking spaces.
101-150 stalls require 5 handicap stalls.
Bicycle parking requires 5% of total auto stalls, 151 x 5% = 8 bicycle parking spaces
required. 17 spaces are provided.
3.2.3 Solar Access Orientation, Shading
The existing entrance is located at the south, taking advantage of the solar access to keep
sidewalks clear in winter.
The planned addition will not cast shadows on adjacent properties.
3.2.4 Site Lighting
Existing site lighting is by wall packs. This will remain the same. No additional site lighting
is planned.
3.3.1 Plat Standards
This lot is currently not a platted lot.
3.3.2 Development Improvements
No off site improvements are planned.

3.4.1 Natural Habitats and Features
This lot is not located near any wetlands or natural areas.

No noxious, toxic or corrosive particles created.

Impervious surface on the site will be decreased by removal of the pavement in the area of the
relocated playground and the grassed play area.

In response to the City of Fort Collin's questions in regard to Ridgeview Classical Schools
and the Timberline Church facility, outlined here is a phased use master plan that will
address the time line and scope of the proposed project and hope to address the scope
concerns and submittal to date.
The site plan submittal presented to the city was intended to inform and answer basic
scope questions of the project. The time line for the project is very condensed, due to
various circumstances, and as a result, has forced a scenario where the project will be
required to be broken into several phases. Asa result, design consultants have just come
on board, focusing on the first phase of the project. Standard submittal components- such
as building elevations, can not be addressed at this time because they have not been started
and will be pan of a later phase. Further, a charter school is a public school but funding
for all components comes from a per student allocation. The budget pays for staff,
curriculum and the facility and as a result the budgets are very limited and all
improvements must be carefully evaluated on a priority basis. The design team is familiar
with standard submittal procedures, the standards for design and the requirements for
public schools. The hope is to address the critical issues that can be reasonable addressed
within the limited scope of the project and acknowledge the city's desires as a long-term
plan for the future.
PROJECT PHASING:
❑ Phase I: Shared use with the church for Fall 2001
This phase consists of limited use of the existing church facility and limited use of
the site for location of temporary classrooms. Specifically, a portion of the second
floor classrooms will be remodeled for 4 high school classrooms along with use of

DIVISION 3.6 "TRANSPORTATION AND CIRCULATION
Existing curb cuts to remain.

DIVISION 3.7 COMPACT URBAN GROWTH STANDARDS
A traffic study is being prepared.
Adequate water, sewer exists at the site. Electrical service will be upgraded. Existing
services are shown on the site plan. In that no new utilities will be brought into the site, no
engineered utility plans are submitted.
A storm drainage letter is included with this submittal.
DIVISION 3.8 SUPPLEMENTARY REGULATIONS
A new 6' high chain link fence is proposed around the play area and at the southeast property
line to the neighborhood.
Development Schedule
Construction of this facility is planned for Spring and Summer 2004.

This is regarding the proposed addition at the Ridgeview Classical School at 1800 South Lemay Avenue,
Fort Collins, CO.
The area where the two-story addition will be built is on historic impervious surface. The area was
asphalt parking and playground. Therefore, there should not be additional detention required for the
proposed building addition.
There is an existing detention pond in the Northeast comer of the lot that discharges into Stuart Street.
The high water line of the pond is 71.2. There also is a small pond on the West side of the school that
discharges into Lemay Avenue. The finish floor of the school building is 73.85.
The site does not increase runoff due to the proposed addition.

current code for E-occupancy such as installation of fire alarm will be done at this
time The church has asked for no changes to the site until after the church has left
in Summer 2002.
❑ Phase II: Classroom Addition - Spring 2002
Due to the late start date, the classroom addition will follow the Phase I remodel
and begin as soon as design and drawings are complete, approximately August
2001. The classroom temporaries will fill some of the schools needs until
completion and other uses will be postponed until Summer 2002 when the church
has moved out. The addition design is at the concept master plan stage as
illustrated on the site plan. Building design has not been developed at this time.
Conceptually, the addition will be complementary to the existing brick masonry
building conveying the new use of the facility. Using contrasting materials, color
and brick masonry to give the building a new. updated facade along Lemay Ave,
the addition will be an important phase to this project. To address the city's
concerns, elevations will be made available for comment as soon as they are
developed and will represent the level of quality expected by a facility of this kind.
❑ Phase III: Move -Out of the Church. Full Use of the Facility - Summer 2002
Once the church has moved, upon completion of their new facility, the school will
have full use of the site. Remodel of the remaining church facility will occur at this
time to satisfy the schools requirements. The temporary classrooms will be
removed, Summer 2002. Any other improvements can be analyzed at this time.
Site Issues:

Parking Requirements: The existing parking lot contains 201 spaces. 187 spaces
will lDe available after the temporary classrooms have been located and will satisfy
all the shared parking scenarios.
Weekend Use: 187 spaces existing total.
• Existing Sanctuary: 700 seats/4spaces = 175 spaces required.
(Evening/Weekend use.)
Weekday Use: 120 Spaces Total
• Church: Limited Staff- 10 spaces
• School: 25 staff and parent volunteers,

❑ Site Circulation:
Drop -Off and pick-up will occur on the south side of the building. Cars will be
required to enter from Stuart St. only, drop-off at the south walk and loop the
parking lot and exit on the existing Stuart St. exit. The loop will provide plenty of
interior site circulation to eliminate any backup on Stuart St. and potentially Lemay
Ave. The school will also have a staggered start time with High School starting at
7:35, Elementary at 7:45 and Intermediate at 7:55 to eliminate any traffic
congestion.
We hope this clarifies some of the issues and concerns. It is the intent of Ridgeview
Classical Schools to provide the community with a quality, education alternative and that

This letter is conceming the proposed addition the Ridgeview Classical School and how this
addition will impact the site drainage and detention. The addition consists of 6700 square
feet of classroom space to the west side of the existing building. During construction of the
addition, five temporary trailers will be arranged on the site. These trailers will serve as
classrooms until the addition can be completed They will be installed in the summer of
2001, and removed after the church moves to their new facility in the spring/summer of
2002.
The site currently has two detention ponds, one on the west of the site, and one on the east of
the site. Based on the calculations of Phillip 1. Robinson, P.E. & L.S. of Stewart &
Associates, the total required storage for the site is 32,918 cubic feet. The west pond
volume is 1782 cubic feet, and the east pond volume is 32,010 cubic feet, for a total of
33,792 cubic feet.
The temporary trailers will not impact the existing site drainage. Of the 7200 square feet of
trailers, 2160 square feet will be located on existing hard. surfaces. The remaining 5040
square feet will be placed on landscaped areas, and will be elevated, allowing site drainage
to flow undisturbed. The addition, however, will encroach upon the west detention pond, as
well as require approximately 3000 cubic feet of additional storage. We propose re -grading
both ponds. The west pond will be re -graded along the west elevation of the proposed
addition to a depth of approximately 15 inches, and store a volume of 2563 cubic feet. A
trickle channel will be added to the west pond. The slope of the west bank of the east pond
will be increased, so that it will store a volume of 33,075 cubic feet. The combined volume

of both ponds will be 35.638 cubic feet. This is an increase of 2700 cubic feet.
Modifications to the detention ponds will not alter the existing site drainage.

Dear Jeanne,
The Board of Directors of Ridgeview Classical Schools has been very conscious of the potential traffic impact
that the school may have. We are staggering start times to spread out the drop off and pick-up traffic. We are
planning to start High School at 7:35, Elementary at 7:45 and Intermediate at 7:55. Our Intermediate school
serves a small number of students, 51, therefore lessening the impact the school's traffic will create during the
heaviest volume time. The current configuration of students shows that 192 students will he arriving at 7:45.
Considerably less, 31 will arrive at 7:35 These staggered start times also play a role in safety for our students.
The oldest students wi11 be in class when our youngest students arrive. New drivers will arrive prior to our
younger students.
The church has attendance of appros- 700. Ridgeview Classical Schools will serve between 350-480 students.
The intersection of Stuart and Lemay handles traffic generated by these, churchgoers. Even at our maximum
capacity this year Ridgeview Classical Schools traffic will be dealing with at most 530 Students, staff and
volunteers. This is less than 75% of the Church's population. The school will organizes and strongly encourage
carpooling, thus lessoning the impact of the traffic. Since our school will serve students in grades K-11, most
students have siblings that will also attend the school.
The actual figures using the students enrolled thus far, 350 students represent 230 families. This again reduces
the impact on traffic, the close start times allow families to drop off all students at the same time. Our
kindergarten students attend school two full days and one half day each week. Therefore the noontime traffic is
affected on one day of the week only. There are 30 Kindergarteners per class so some will be picked up at
approx. 10:45, while others will be dropped off at about 11:45.
Ridgeview Classical Schools will not impact in a significant way the parking availability to the medical offices
on the north side of Stuart. At most Ridgeview Classical Schools will have 15 students that are able to drive. At
any given time is seems unlikely that Ridgeview Classical Schools will occupy over 50 parking spaces,
combining Students, Staff and Volunteers. We will have a closed campus, therefore students are not allowed to
leave campus for lunch. There again will be little or no impact on lunchtime traffic.
If you have any suggestions or know of any other ways that we could adjust our schedule to reduce traffic let me
know. It does appear that the traffic generated by Ridgeview Classical Schools will be significantly less than
that of the church, and the roads that access 1800 South Lemay were designed in order to handle a much higher
level of traffic.
Note: all numbers used are based on currently enrolled students. As enrollment grows the spread of students
will be proportionate. There are potentially 139 more spaces in the elementary school, 39 spaces available in the
Intermediate School and 59 spaces in the high School.
