Dear Mr. McLennan,
City Staff has reviewed your submittal for Ethan Allen PUD at Arbor
Plaza, Pad 2- Preliminary and Final, and offers the following
written comments:
1. Review of these plans should not be construed as a commitment
that telephone facilities sufficient to serve this project are
presently available. US West will provide telephone service
in accordance with the rates and tariffs on file with the
Colorado Utilities Commission.
2. The owner is responsible for provision of all trench, street
crossings, and ditch crossings for telephone facilities within
the project, and the owner provides terminal room space and
power for the main terminal at one building, generally in a
janitor's closet or utility room. Contact Susan Peterson, at
US West (303-224-7473) for conduit specifications for the main
telephone entrance cable.
3. Any relocation of existing telephone facilities required by
these plans will be paid for by the developer.
4. Please see attached letter from Terry Farrill regarding
comments from the water and waste water districts.
5. The building exceeds 5,000 sf in area. An automatic fire
sprinkler system is required in accordance with Sections 3802,
UBC, as amended by the City of Fort Collins. If you have
questions about this, please contact Sharon Getz, at the
Building Department, at 221-6760.
6. If the gravel area is to be used for circulation or parking,
it must be paved at this time. Otherwise, barricades, wheel
stops, and no parking signs must be installed to prevent
parking in this area. Barricades must meet access
requirements of the Poudre Fire Authority. If this area is
needed -to satisfy your parking demands, it must be paved.
Staff strongly encourages you to pave this area as it is very
likely to be used daily by customers and delivery vehicles.

7. The site shall be accessible to persons with disabilities in
accordance with Uniform Building Code Section 3103 and UBC
Appendix{ Section 3106. Provide designated and marked
accessible routes between building and public way. Both
parking and building doors and interior must be accessible.
Two handicapped parking spaces are required in accordance with
UBC Appendix 3107 and Table A-31-A. Show all ramps on the
site plan.
8. Additional street trees (3 to 4 shade trees) should be
provided on College Avenue (see redlined plan). Foundation
plantings are desirable along the north wall. Staff believes
that Compact Pfitzer Junipers are on the small end of the
spectrum to provide adequate screening of parking lots along
the two street frontages.
9. What color will the awnings be? Are these awnings
illuminated? If so, the illumination shall not be internal.
Please describe the proposed lighting, of both the site and
buildings. Parking lot fixtures should be on low poles and
should have a sharp cut-off with no off -site light spillage.
10. Please describe the texture, color, and materials of the
building on the architectural elevations. What does EIFS
stand for? Please describe how these materials and colors are
compatible with existing buildings at the Arbor Plaza Planned
Unit Development? If there are accent colors, what are they?
11. What materials and colors are the pillars? The overhead door
should not be painted a stark white. Please specify colors.
12. Please submit a one page Planning Objectives for this specific
project. The 1985 letter to Joe Frank is useful background
information, but it does not tell us what your objectives are
for this project. Statements about land use and design
compatibility, traffic impacts, pedestrian connections, etc.
would be appropriate. You can also use some of the policies
listed :in the 1985 letter, if they apply to this specific
proposal.. Because you are amending the preliminary, it is
very important for you to address the objectives.
13. There ax.e two new point charts. The ones you have submitted
are out of date. I will include copies of the new charts. It
would be good to fill out a shopping center point chart as
well. You are claiming points for energy conservation, yet
there is no explanation. Please refer to the energy
conservation worksheet and explain on the site plan, how the
project earns the points you claim. This must be documented
on the plans.
14. Additional engineering and utility plan related concerns have
been sent to your engineer.
15. Prior to filing of the documents, you will be required to
enter into a development agreement with the City of Fort
Collins. Please fill out the attached form and return with
your revisions. If you have questions, please contact Kerrie
Ashbeck at 221-6750.
16. Have your engineer check site distances, regarding landscaping
or obstructions to site, at the Mason Street entrance.
17. Please contact Basil Hamdan at the City Stormwater Utility
(221-6589) to discuss storm drainage issues. There was no
erosion control section in the report or plans, there may be
water quality issues which need to be addressed, storm sewer
connections are awkward, and there were other problems with
the drainage submittal.
This concludes staff comments at this time. In order to stay on
schedule for the May 23, 1994 Planning and Zoning Board hearing,
please note the following deadlines:
Plan revisions are due May 6th by 8:30 am (3 sets of plans and
one copy of written documentation responding to the above
concerns),
PMTIs (one PMT of each plan sheet), colored renderings, and 8
sets of prints are due May 16th.
Final mylars and other documents are due as soon as possible
following the hearing.
Please be aware that the development agreement and utility
plans must be signed prior to the Planning and Zoning Board
Hearing, for all PUDIs. If not, a condition will be placed on
the project giving you 30 days to finalise the plans and
agreement, after which time, you must submit a request for an
extension, to the Planning and Zoning Board.
