17. All intersections must be designed in accordance with details
D-18 and D-19 in Design Criteria and Standards for Streets.
18. Further utility comments are red -lined on the utility plans.
It will be necessary to resubmit the 10 sets of utility plans
for the final review in complete form. This re -submittal may
cause the Final to be delayed until the January Planning and
Zoning Board hearing.
19. Please relocate the fire hydrant on Lot 10 to the lot line
between Lots 10 and 11. Also, please add a fire hydrant at
the end of Rochdale Drive.
20. Street trees should be added along Horsetooth Road. These
trees should be two inch caliper deciduous shade trees and
space every 40 feet, but should be kept 40 feet away from
streetlights. Ornamental trees may be placed within the 40
foot separation area but must be kept 15 feet away from
streetlights.
21. The crabapple varieties should be specified to be "Radiant"
and/or "Springsnow".
22. Please add the following notes to the landscape plan:
"A free permit must be obtained from the City Forester
before any trees or shrubs as noted on this plan are
planted, pruned or removed on the public right-of-
way ,. "
"All landscaping must be installed or secured with an
irrevocable letter of credit, performance bond, or escrow
account for 125% of the valuation of the materials prior
to :issuance of a Certificate of Occupancy."
23. The plat and landscape plan should contain notes that clearly
state that maintenance of the detention pond tracts will be by the
homeowner's association, not the City of Fort Collins.
24. The shrub locations, type, and size should be indicated on the
plan.
25. Please include the attached detail on dryland planting on the
plans.
26. Enclosed please find the recommended seed mixture for dryland
areas. Please add this mixture to the landscape plan.
27. The proposed entry signage does not presently comply with the
Sign Code. Only one sign per entrance is allowed. The plan
shows one sign on each side of each entrance meaning there are
two signs; per entrance. Signs can be no larger than 35 square
feet. Sign area is calculated by including that portion of
the sign structure which exceeds 1.5 times the area of the
sign face. As calculated, each sign is approximately 100
square feet. Please contact Mr. Peter Barnes, Zoning
Administrator, for details on allowable signage.
28. Please include a vicinity on the Final. Also, please correct
the page numbering to one of two and two of two.
This concludes Staff comments at this time. As mentioned, the
extensive comments related to the utility plans on the Final will
likely result in the Final being considered at the January, not
December Planning and Zoning Board hearing. In order to keep the
Preliminary on schedule for the December 16, 1991 hearing, please
note the following deadlines:
Plan revisions are due November 27, 1991.
P.M.T.'s, 10 prints, and renderings are due December 9, 1991.

Dear Mr. Rutherford:
Staff has reviewed the requests for the English Ranch, Preliminary
and Final filings, and the following comments are offered:
Preliminary:
1. The intersections of Antelope/Wescott, Antelope/Chipperfield,
Antelope/Bromley and Kingsley/Newgate should be modified so
that they align at 90 degrees.
2. Staff is concerned about corner sight distance along Kingsley
at Appleton and Newgate. Lots 52, 51, 31, and 30 may need to
dedicate sight distance easements. The fencing and
landscaping within these easements must be restricted so as to
not cause: sight visibility problems for motorists at these
intersections.
3. Staff is also concerned about the seven double frontage lots
on Stratford Court and the two on Rochdale Court (Lots 147,
148, 169 - 175). Section 29-658 (b) of the Zoning Code
states:
"Lots with both front and rear frontage on a street shall
not be permitted except where necessary to provide
separation from arterial streets or from incompatible
land uses."
If at all possible, this situation should be corrected to meet
the requirement of the Zoning Code. If double frontage lots
cannot be avoided, then a variance request must be submitted
by the applicant and forwarded to the Planning and Zoning
Board.
4. If a variance is requested to allow double frontage lots, then
vehicular access from Kingsley Drive must be prohibited. Such
a prohibition must be noted on the document. In addition, a
non -vehicular access should be indicated across the rear of
the affected lots.

5. Similarl,y, if double frontage lots are desired, then common
fencing should be provided along the Kingsley streetscape.
Such fencing should be designed to match the proposed fencing
along the rear of lots along Antelope Road. The landscape
plan indicates six foot shadow box design with 1 x 6 cedar
pickets with dog eared tops, with 1 x 2 batten board between
pickets. Brick pillars are indicated at certain intervals.
Also, the continuous fence should be broken up with
indentations which also allow space for plant material. These
indentations will minimize the "stockade" or "canyon" effect.
Please :indicate the fencing treatment for the Kingsley
streetscape on the current plans.
6. Back in 1987 , there was an issue with attached versus detached
sidewalks along Kingsley. The standard for collectors is to
detach the sidewalk for pedestrian safety since speeds are
higher on collectors, and to provide a place for snow storage
during plowing. These standards are on page D-2 of the Design
Criteria and Standards For Streets.
7. The standard parkway width for detached sidewalks is five
feet. This width is adequate for underground electrical
facilities but is not adequate to allow street trees. At the
developer's option, the parkway width may be increased to 10
feet to allow separation of street trees from underground
electrical facilities. The City Forester will assume
responsibility for street trees after the subdivision has been
completed. This is an optional design that is suggested based
on the value of providing street trees (two inch caliper
deciduous trees every 40 feet) along the primary collector
street. The additional five feet required for utility
separation may be dedicated as right-of-way or an easement.
Please keep in mind that Kingsley will act as an important
design element in the English Ranch and may eventually lead to
neighborhood park.
8. Columbine Cable requests that rear yard utility easements be
indicated.
9. The Parks and Recreation Department is interested in acquiring
a neighborhood park site in this area. It is advantageous to
both the City and the School District to locate facilities
adjacent to each other for maintenance and parking efficiency.
The size of the park is undetermined at this point. The Parks
and Recreation Department would like to begin the acquisition
process by discussing the purchase of 25 lots south of Bison
Road and. west of Kingsley Drive (Lots 80 -99, 103 -107).
Since this area is in Phase Two, negotiations should not hold
up the Final request. Please contact Leslie Bryson or Randy
Balok at 221-6640 for further details. If preliminary
discussions are favorable, please list "Possible Neighborhood
Park" as an alternative land use for the area south of Bison
and west of Kingsley.
10. Staff is: concerned about pedestrian access to the Linton
Elementary School and the future neighborhood park. The route
from Appleton and Newgate Courts to the school and park
destinations is circuitous and includes a section along a
collector street. In order to promote pedestrian circulation
and safety, a pedestrian path should be provided along the
west property line within the 20 foot drainage easement.
Since the easement is for an existing underground pipe, and
not swale, it would be a logical and safe location for a six
foot wide concrete path. Such a path was constructed between
Sunstone and Fox Meadows and was supported by the residents
and the school officials, and provides safe, direct access to
the Linton School.
11. Connections to the aforementioned path should be made between
Lots 42 and 43 on Appleton Court and between Lots 61 and 62 on
Newgate Court. These connections could be five feet wide and
flanked by side yard fencing. The northern terminus would be
the sidewalk on the south side of Antelope Road. The southern
terminus would be the north side of Bison Road. The design of
a transition into the existing Sunstone detention pond would
be based on field conditions. Ultimately, a path could be
connected into the playground area of Linton School.
12. It should be noted on the preliminary that a temporary second
point of access will be provided from Fox Meadows along the
Bison Road alignment.
13. Please replace the vicinity map as it is out of date. Newer
maps will show Sunstone Subdivision, Caribou Drive, and
current annexations and zonings. Also, please provide street
names that are legible.
Final:
14. The utility plans need extensive work to complete the design.
It is not: clear which utilities will in the easement along the
west side of Lots 70 - 76 (east side of Kingsley Drive). It
may be that this easement will need to be larger. The same
concern relates to the north side of Lots 70, 84, 85, 91, 92,
and 98 (s;outh side of Antelope Road) . Will these easements be
large enough to accommodate the necessary utilities?
15. Antelope Road will require some offsite improvements to the
west n order to connect to the proposed development with Fox
Meadows.
16. The dead -ends should be designed to have temporary turn-
arounds which should be dedicated as offsite easements. This
may be done on the plat if the owner is one of the signatures
on the document.
