HomeMy WebLinkAboutENGLISH RANCH SOUTH OCTOBER 1995 - Filed CS-COMMENT SHEETS - 2003-07-31Commu '1-y Planning and Environmental Current Piannina City of Fort Collins September 15, 1995 Bartran and Company, Inc. c/o Frank Vaught Vaught -Frye Architects 1113 Stoney Hill Drive Fort Collins, CO 80525 Dear Frank, Irvices Staff has reviewed your documents for the English Ranch South O.D.P., that were submitted on August 21, 1995, and would like to offer the following comments: L At the time of submittal of any Final PUD's and prior to any phase of construction, please contact Myrna Hanson with the Larimer County Health Department regarding the need for a State of Colorado Air Quality Permit (for control of fugitive dust associated with construction). 2. The Poudre Fire Authority states that fire hydrants capable of providing 1,000 G.P.M. with 20 psi residual pressure must be located within 400' of all dwelling units. The preferred location is at proposed intersections. 4. Please make the following revisions to the GENERAL NOTES: a. The word "procedures" is misspelled in General Note 1. b. General Note 2 should state: "Existing zoning is EP - Employment Park." 5. The proposed east/west collector street should align with one of the two east/west collector streets of the; approved Woodland Park Estates development. 6. A connection between the Kingsley Drive north/south collector street and Corbett Drive is needed in the future. Please reflect the proposed connection on the Overall Development Plan. 7. County Road 9 is labeled as "English Ranch Road". A bike/pedestrian connection along the western boundary of parcels F to the future park site is needed. [ believe that the layout shown at the neighborhood meeting proposed such a connection from the end of a cul-de-sac. If this is to occur, the lots adjacent to the path should not be allowed to have a 6' wooden privacy fence along the side yard property lines. 9. The Water and Wastewater Utility Department stated that the irrigation lateral on the north side of the property must be piped underground. This will require approval by the ditch company. 10. The Stormwater Utility Department stated that the drainage basin master plan shows all flows released from on -site detention going into a future channel on the Hewlett-Packard property. An interim plan for the release of these flows must be used until H-P expands and builds the future channel. Staff suggests that the applicant contact Hewlett-Packard regarding their time frame for building the channel and the potential of this developer working with H-P to construct the channel now. Further comments from the Stormwater Utility are forthcoming. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates and'. deadlines to assure your ability to stay on schedule for the October 23, 1995 Planning and Zoning Board hearing: Plan revisions are due by 5:00 p.m. on October 4, 1995. Please contact me for the number of folded revisions required for each document. PMT's, renderings, and 8 folded copies of final revisions are due by 3:00 p.m. on October 16, 1995.
