Edora Acres P.U.D. is located in the Northwest
Quarter of Section 19, Township 7 North, Range 68
West of the Sixth Principal Meridian, City of Fort
Collins, Larimer County, Colorado. It is bounded
on the North by Prospect Road, on the South and
West by Edora Road, and on the East by Edora Acres
First Filing.
Edora Acres P.U.D. is part of an original plat-
ted area known as Edora Acres First Filing being
approximately 13 acres in size. All portions of this
area have been developed, primarily as Multi -Family
housing, except for this parcel. The current site
plan proposes that Edora Acres P.U.D. be developed
as Multi -Family units as well, but in a different
cinfiguration from the original plan.
The site lies adjacent to the North of a major
Fort Collins drainageway known as Spring Creek. Minor
drainage from the site is carried through a 24-inch
storm drain which discharges directly into Spring
Creek. This line is capable of handling the estimated
2 year developed flow of 12.5 cfs. Major drainage flows
overland in an easement to Spring Creek when the water
surface elevation exceeds current ground topography
at the storm drain inlets. It is known that no detention
was originally designed for this site and it is assumed
the reasoning for allowing this to be done is because
due to the close proximity of Edora Acres First Filing
to Sprincr Creek, letting flows enter this floodway un-
detained theoretically reduces the overall peak flows
in the major drainageway. �F<,

Regarding the paving on Prospect Street at Edora Road adjacent
to Edora Acres Subdivision, First Filing, we prefer that the paving
on East Prospect Street be coordinated with Prospect Estates and
Highlander Heights Subdivisions, so that we get a better job. If
we were to permit you to go ahead with individual pieces of paving,
I don't believe we would end up with a very good job.
We will permit occupancy of the house based on your paving the
full frontage of Prospect Street adjacent to Edora Acres next spring.

The existing grades on our project fall north to
south onto Edora Road. No change in this natural pattern
will occur upon completion of development. The undeveloped
flows from this site have been calculated to be:
Q2 = 1.0 cfs
Q100 = 3.5 cfs
The developed site has been designed to release flows
undetained into Edora Road. This is in accordance with the
intent of the original site plan which did not call for
detention. and allowed direct release into Edora Road at that
time as well. Developed flows for this site have been
calculated as:
Q2 3.6 cfs
Q100 = 13.8 cfs
The developed flow from our project is consistent with
the overall expected Q2 developed flow of Edora Acres First
Filing of' 12.5 cfs in relation to their areas.
We request that the original status of providing no
on -site detention bergYetained for the development of this
project. If you have any questions, please contact our
office.

for Edora Acres P.U.D. and find there are some problems that need
attention.
You will find highlighted in yellow on the attached copy of these reports
the items that need fixing. These repairs should be made as soon as possible.

It is standard policy for the City of Fort Collins to accept
for perpetual maintenance those public right-of-way constructions
which have been approved by the City and which have passed all
required guarantee periods. This includes the water main,
sanitary sewer mains, storm sewer lines and facilities, street
pavements, street lights, and street signs.

line to be installed in East Prospect Street adjacent to
Edora Acres Subdivision, from 8 inch to 12 inch. The City
will pay the regular oversize cost for a 12 inch line.

Dear Mr. Nichols:
In regard to the flood flows on Spring Creek at Edora Acres Subdivision,
the City is in the midst of a storm runoff study for the Spring Creek area.
The initial report for Spring Creek indicates a flow of 2150 cubic feet
per sec. at Edora Acres. This flow will be reduced considerably, however,
in the final design by adding additional retention along the creek; this is
necessitated by restricted conditions at other points along Spring Creek.
I would anticipate that the final design for a 50 year storm will have a
flow of approximately 1600-1800 cubic feet per sec. at Edora. Acres. The
Spring Creek channel and dam at Edora Park has been designed for 2000 cubic
feet per sec. in anticipation of the improvement of the entire Spring Creek
channel.
The Edora Acres Subdivision is thus protected now from flooding, and
will be protected in the future from such a flood potential.

Gentlemen:
As indicated in the enclosed letter, under the existing
conditions of water service to Ldora acres Subdivision, we
must limit the number of water taps. Because of this, the
requests for water service that you now have in with the Public
Works Department must be held up at this time, pending the
installation of the 12 inch line in Prospect Street with a
connection to the Welch Street b inch water line.
You will be able to obtain the Building Permits to proceed
with the building construction, however, connection to the
water system will be held up until the line in Prospect is
installed and operating. Please let me know when you plan on
proceeding with the water line construction in Prospect Street.
