Plat:
• None was included in the utility plans. Please provide a copy of the plat in the
revised utility plans. Comments will be made with the next round of review.
Traffic Study:
• Staff is discussing this development's traffic impacts on Lemay and Trilby with
the Pavement Management group in the Engineering Department to decide the
extent of any overlay/reconstruction necessary with this development.

1/10 Title Sheet
• Provide a reference copy of the plat in the utility plan set
• Add Battsford Circle to the vicinity map
• Add General Notes for the Fort Collins Loveland Water District/South Fort Collins
Sanitation District
2/10 Horizontal Control
• Since we had no copy of the plat, I am not sure what the boundary.of the
property is shown as on the plat. On the original Provincetowne plat, Tract B
included the area between lots 57 and 58. The boundary of this project including
the plat should match the originally platted Tract B. The area between lots 57
and 58 cannot be left as a "no-man's land". It needs to be owned and
maintained by someone or some entity. The City will not maintain it.
• There is a Ei foot wide utility easement dedicated with the Provincetowne plat that
crosses the area between lots 57 and 58.
• Access ramps must be constructed at the driveways at the returns so
pedestrians; cross in front of any vehicles stopped at the intersection.
• Submit design/calculations for the retaining walls
• Driveways must be concrete to the property line
• Parking stalls must be 100 feet from the travelway on arterial streets. There are
3 stalls at the south entrance that are too close to Lemay Avenue.
3/10 Overall Utility Plan
• Same comments as previous sheet
4/10 Sanitary Sewer P&P -No comments
5/10 Grading Plan
• Label existing contours in the channel along Trilby
• Show ramps at driveway

• Same comments on boundary of project as noted previously

• Eliminate first 3 parking stalls off Lemay Avenue as noted previously
• The standard detail for a City bridge is shown on the detail sheets - where is this
proposed to be used ? It is only required on public streets - private street
crossings can utilize different wall and railing design if the developer chooses to.
• Construct driveway concrete to the property line. Concrete must extend to the
high point if there is sheet flow out to the r.o.w. or construct inflow curb and
gutter around the island and drain nuisance flows to the inlet.
• Maintain a 2 foot area behind the sidewalk at 2%
• A variance is needed for the 3:1 slopes on the channels along Trilby and
Harmony since the City's standard is 4:1. (See Stormwater comments).
• Construct access ramps at the driveway in the proper location for a crosswalk
• Need to show design for sidewalk connection to the south - grading, radii, ties to
property line

• Access ramp detail needs to be modified to locate ramps at returns (proper
crosswalk location)

1/10 Title Sheet: No Comments
1/1 Plat:
• Public Service Company has requested that all areas outside the building
envelopes be dedicated as blanket utility easements in addition to drainage
easements. This gives the various utilities, in particular, gas, electric, phone and
cable t.v. more flexibility in locating their facilities in tight areas and among
buildings and landscaping.
• Dedicate the r.o.w. necessary for the return at the intersection of Trilby Road and
Lemay Avenue.
• 1 will discuss the dedication statement regarding the District's easements with the
City Surveyor and the City Attorney's office. Typically, easements being granted
to the District cannot be dedicated on the plat, since all easements on the plat
are dedicated to the City. Easements dedicated to the District (or other non -City
utility agencies) are dedicated by separate document and shown on the plat with
a reference to the reception #, book and page of the recorded deed of easement.
* Be sure the building envelopes shown on the plat are adequate to accommodate
all anticipated roof overhangs, bay windows, patios, decks, stairwells, minor
shifts in building placement, etc. so that there are no encroachments into the
easement areas created during construction. Frequently, the Developer and/or
Owner has to go back to the Planning and Zoning Board for easement vacations
if encroachments occur. The best way to avoid this extra cost, time, and
paperwork is to allow plenty of room for the items noted above.
2/10 Horizontal Control:
• Please submit calculations for the retaining wall with next submittal. The
calculations will be part of the City`s file.
• Recommend minimum 60 foot centerline radius on sidewalk connection to
Battsford Circle since that is the minimum on public sidewalks to eliminate abrupt
changes in alignment
3/10 Overall Utility Plan:
• The cut on Trilby Road should extend and be patched all the way to the lip of
gutter on the north side
4/10 Sanitary Sewer Plan and Profile: No Comments
5/10 Grading Plan:
• Please add flow arrows at the driveway and label grades through the driveway to
show the ties to the existing curb and gutter grade are smooth.
6/10 Grading Plan:
• 60 foot minimum centerline radius on path leading to Battsford Comments
7/10 Drainage and Erosion Control: No Comments
8/10 through 10/10 Details: No Comments
