18. The ownership certificate on the O.D.P. should be titled
"Owner" and the attest by the City Clerk should have a
standard notarial block.
19. On sheet two of four, please label the landscaped area south
of the new administration addition.
20. On sheet four of four, please indicate the surface treatment
around the water man facility. Is this gravel or hard
surface? If hard surface, directional arrows should be
painted to channel traffic.
21. The architectural sheet should indicate the materials of the
existing salt storage building.
22. Please indicate the color of the garage doors on the south
elevation.
23. It is recommended that the four windows on the new
construction on the east elevation be treated with arches that
reflect the arches on the existing building's north elevation.
24. With the architectural sheet, and two landscape sheets, and
the plat, the package totals eight sheets. However, the
O.D.P. and the plat will be filed separately. Consequently,
the O.D.P. should be labeled sheet one of one. The plat is
already correctly labeled as sheet one of one. The P.U.D.,
with landscape and architectural sheets, should be labeled a
series of six sheets. This will help after all the sheets are
filed in their respective areas.
This concludes Staff comments at this time. In order to remain on
schedule for the April 26, 1993 Planning and Zoning Board meeting,
please note the following deadlines:

Dear Rex,
Staff has reviewed your documents for the CDOT Region 4 Fort Collins Maintenance
Facility PDP, that were submitted on May 6, 1998 and would like to offer the following
comments:
1. The Water Conservation Specialist offers the following comments:
a. The landscape plan shall contain a general note calling for the review and
approval by the City of Fort Collins of any required landscape irrigation
system, prior to the issuance of a Building Permit. Please add this note to
the landscape plan.
b. The landscape plan shall include the total area (in square feet) for each
landscape category. Landscape categories are distinguished by their water
requirements and intended maintenance level. Examples of possible
categories include, but are not limited to, high water turfgrass, low water
turfgrass, low water planting beds, moderate water planting beds, and non -
plant areas (paved areas, etc.).
2. The Light and Power Utility stated the developer needs to contact the electric
utility engineering division to coordinate electric facility (including transformer)
locations, electric service requirements, and electric development charges.
3. The Zoning Department offered the following comments:
a. What is the purpose of the drive around the building? It does not appear to
meet accessibility requirements for a fire truck and there are no doors on the
west building elevation.
b. Please indicate the proposed use for the building within the building footprint
on the Site Plan.
C. Please indicate building envelope dimensions on the Site Plan.

d. Please dimension the length of the building (north to south).
4. The Poudre, Fire Authority offers the following comments:
a. Fire apparatus access roads shall be provided for every facility, building or
portion of a building hereafter constructed or moved into or within the
jurisdiction when any portion of the facility or any portion of an exterior wall
of the fires story of the building is located more than 150 feet from fire
apparatus access as measured by an approved route around the exterior of
the building or facility. This fire lane shall be visible by painting and signage
and maintained unobstructed. Any building not meeting this criteria shall
be fire sprinklered.
The proposed building exceeds 5,000 square feet in size for Type V
construction and therefore must be fire contained or fire sprinklered.
The tum-around at the end of the emergency access must have an outside
turning radius of forty (40) feet or more, and an inside turning radius of
twenty (20) feet.
Fire hydrants are required with a maximum spacing of 500 feet along an
approved roadway. Each hydrant must be capable of delivering 1,000
gallons per minute at a residual pressure of 20 psi. Hydrants shall be of an
approved type as defined by the water department and the fire department.
No commercial building can be greater than 300 feet from a fire hydrant.
5. The Building Inspections Department offers the following comments:
a. Accessible exterior wheelchair routes and parking facilities shall be provided
with each phase of the development in accordance with Uniform Building
Code Chapter 11, Appendix Chapter 11, Division I and the American
National Standards Institute Publication A117.1-1992 titled Accessible and
Usable Buildings and Facilities. Accessible parking spaces are eight feet
wide with a five feet wide adjacent access aisle. Slopes for parking and
access aisles shall not exceed 1:50 in any direction.
b. Buildings larger than 5,000 square feet shall be equipped with an automatic
fire suppression system throughout in accordance with Uniform Building
Code Section 904.2.2 as amended by the City of Fort Collins.
C. Buildings shall be designed to comply with the Fort Collins Energy Codes.
The residential code is an amended version of the 1995 Model Energy Code
and the nonresidential code is based on ASHRAEPES (American Society of
Heating, Refrigerating and Air-conditioning Engineers/Illuminating
Engineering Society) 90.1-1989.
6. The Current Planning Department offers the following comments:
a. Deciduous trees at 40 foot spacing are required on the north and south sides
of the: Streets Facility Access Drive as noted on the redlined landscape plan.
Please refer to Section 3.2.1 [E][5][d] of the Land Use Code.
According to Section 3.8.11 [2] of the Land Use Code, chain link fencing with
or without slats shall not be used as a fencing material for screening
purposes. A wooden fence is needed along the north, south and west sides
of the: property as noted on the redlined landscape plan. Landscaping (trees
and shrubs) should be placed on the exterior side of the fence in order to
provide visual integration of the fence in accordance with Section
3.2.1 [E][1 ][d] of the Land Use Code.
C. The proposed spacing of the ornamental and deciduous trees needs to be
in accordance with Section 3.2.1 [D][1 ][c] of the Land Use Code.
A 6' wide sidewalk detached 6' from the back of the curb is needed from
Linden Street across Lot 5-A and 4-A on the north side of the Streets Facility
Access Drive. Please contact Ron Mills to discuss the City's willingness to
contribute to the cost of constructing the walk across Lot 5-A. Please refer
to Section 3.2.2[C][5][a] of the Land Use Code.
e. 6' wide attached sidewalks are needed on the west side of the CDOT access
drive and the north side of the parking lot as noted on the redlined Site and
Landscape Plans. Please refer to Section 3.2.2[C][5][a] and Section
3.2.2[D][1] of the Land Use Code.
f. Patterned colored concrete crosswalks are needed as shown on the redlined
Site and Landscape Plans as per Section 3.2.2[C][5][b] and Section
3.2.2[D][1] of the Land Use Code.
g. Curbcuts and ramps are needed at all pedestrian crosswalks and handicap
parking spaces as per Section 3.2.2[C[[2] of the Land Use Code.
h. Please clarify the parking ratio used for the proposed facility. Industrial uses
are permitted a maximum of 0.75 spaces per employee.
I. The drive aisle of the parking lot must be a minimum of 20 feet wide as per
Section 3.2.2[L][1] of the Land Use Code.
j. Lighting levels shall not exceed 0.1 foot candle at a point 20 feet beyond the
property line as a direct result of on -site lighting as per Section 3.2.4[D][8] of
the I -and Use Code. Please note the highlighted areas on the Lighting Plan
and revise accordingly.

k. Per Section 4.23[E][1 ][c] of the Land Use Code, new building color shades
shall be neutral, with a medium or dark color range, and not white, bright or
reflective. Please revise the roof color.
I. Please revise the City' Planning certifications and signature blocks to
reference approval by the Director of Planning rather than the Planning and
Zoning Board. The proposed use is a Type 1 Land Use and is not subject
to Planning and Zoning Board review unless modifications to standards are
requested.
M. Please provide an Attorney Certification and Signature block on the Plat
regarding the ownership of the property. This certification is unnecessary on
the Site Plan and can be deleted.
n. Please revise General and Planting notes on the Site and Landscape Plans
as noted on the redlined plans.
o. Please provide a plant list in the format noted on the redlined landscape
plan.
P. Please revise the plan set in accordance with the miscellaneous changes
that are noted on the redlined plan set.
q. Please number the sheets of the plan set consecutively (Site Plan = sheet
1 of 4; Landscape Plan = sheet 2 of 4 ; Building Elevations = sheet 3 of 4;
Lighting Plan = sheet 4 of 4).
r. Please return all redlined plans with the plan revision submittal.
7. The Transportation Planning Department requests that a sidewalk be constructed
on the north side of the Streets Facility Access Drive from Linden Street to the
eastern property line of Lot 4A.
8. The Engineering Pavement Department stated that if public street construction
is required along Linden Street, a pavement design and final soils report will need
to be submitted prior to construction.
9. The Mapping Department offers the following comments:
a. The Basis of Bearing, calls the line "North Line of the Northwest 1/4". It
should be the Northeast 1/4.
b. In the dedication, the legal should be "Lots 3, 4, 5 of East Vine Streets
Facility PUD", not what is shown.
10. Comments and redlined utility plans from the Engineering Department are
attached. Please return all redlined documents with plan revisions.
11. Comments and redlined utility plans from the Stormwater Utility are attached.
Please return all redlined documents with plan revisions.
12. Comments and redlined utility plans from the Water and Wastewater Utility are
attached. Please return all redlined documents with plan revisions.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to review this

Staff has reviewed the request for a Master Plan and Preliminary P.U.D. for the East Vine
Drive Streets Facility and offers the following comments:
Master Plan/Overall Development Plan Comments:
1. Based on the L.D.G.S. audit that was completed in 1990, the Planning Department is
responding to a concern that, semantically, the term "Master Plan" generically refers to the a
grand scheme for the entire city. In order to avoid confusion with the lay public (at least those
responding to the survey), the old term of "Master Plan" is now hereby referred to an "Overall
Development Plan". While "O.D.P." may become common shorthand usage, please note, in full
text, the new term.
2. Utility mains should be included on the O.D.P.
3. Are there any plans to alter the exterior of the buildings that will be preserved? If so,
a note on the O.D.P. should so indicate.
4. The term "Future Asphalt Operation" could mean that a batch plant could be operable.
Perhaps more detail should be provided so that the term "Operation" is more specific. Is this
area where recycled asphalt will be stored? Will a crusher be in operation? If so, please
specify.
5. Parcel D should be given a rough list of anticipated uses.
6. Under "General Notes", please provide a brief "Planning Objectives" for the project.
7. The Ninth Street employee and public access should be tied down with more restrictive
language as to the extent of allowable truck traffic. At the neighborhood meeting, the
expectation was set that this access will be used by trucks and heavy equipment only during
emergency or snowstorm conditions.
Preliminary P.U.D. Comments:
8. Please be aware that lighting, fencing, and security in general will be an important
concern. The County Shops have experienced theft and vandalism. For further information
on deterring crime, please contact Ken Kirchoff with Police Services.

9. The site is located in the Dry Creek Drainage Basin. The drainage fees are $4,043 per
developed acre.
10. The detention area should be landscaped with native grasses, wildflowers, trees, and
shrubs. The Department of Natural Resources can assist in a design that promotes wildlife
habitat values through landscaping. In addition, the water quality enhancement area should
be landscaped with wetland plant species as appropriate.
IL Trees should be kept away from underground gas facilities by a minimum of four feet.
12. Existing natural gas service and meter should be checked for adequate capacity once
total loads are known.
13. An eight foot wide utility easement is requested by Light and Power along the southerly
property line.
14. Occupancy classification of the wash/paint building must be determined in relation to
proposed uses of hazardous materials and flammable liquids. Please provide information to the
Poudre Fire Authority as to the quantities and uses of these materials.
15. There is a concern about the proximity of the Linden Street access to the Vine Drive
intersection. This access should be moved back from the intersection so there is a 200 foot
separation.
16. The right-of-way dedication for the future alignment of Linden Street should be
discussed with the Engineering Department.
17. It is suggested that the Streets Department begin discussions with the Engineering
Department about the extent of street improvement obligations. Street improvements should
be constructed where necessary to mitigate the impact of the operation on the public street
system.
18. Finally, any utilities crossing the railroad will need a permit from the Burlington
Railroad.
This concludes Staff comments at this time. Both the O.D.P. and the Preliminary are scheduled
for the July 22, 1991 Planning and Zoning Board hearing. In order to stay on track for this
hearing, please note the following deadlines:
Plan revisions are due Wednesday, July 10, 1991.
P.M.T.'s, 10 prints, colored renderings are due July 15, 1991.
Signed mylars (O.D.P.) are due Thursday, July 18, 1991.

Dear Joe:
Staff has reviewed the request for East Vine Streets Amended
Overall Development Plan, Lot One, Three, Four, Five, and Tract A
Final P.U.D., and Plat. The following comments are offered:
1. On the plat, the width of the P.R.P.A. easement should be
indicated.
2. On the plat, the approval block should not be for the Planning
Department but rather the Planning and Zoning Board.
3. On the plat, the dedication statement is incomplete.
4. U.S. West has commented that not all telephone cables are
shown on the drawings. Please contact John Hagge for further
information. Also, U.S. West would like to redesign the cable
entrance to coincide with new development.
5. The Public Service Company has commented that there is
currently only one natural gas service line supplying
buildings on this site. This service line feeds a multiple
meter header located at the northeast corner of the existing
building on Lot 2. Any proposed building additions that
result in increased natural gas demand will require that
separate natural gas service lines be installed to each
building by PSCo. Utility easements will have to be provided
on the plat for these service lines since the buildings are
located on separate lots.
6. The sidewalk along Lemay should continue to the south property
line, south of the driveway. For the portion of the sidewalk
along Lemay that is outside the right-of-way, an easement
should be provided. Generally, a 15 foot wide easement is
granted next to the right-of-way line of arterial streets for
utilities and sidewalks.
7. The Engineering Department requires a Soils Report.
8. What is the status of the driveway cut on Linden Street
adjacent to the railroad tracks? This driveway is indicated
on both sheet one of four O.D.P. and sheet four of four, Final
Site Plan for Lots 3, 4, and 5. There was discussion that
this driveway would be eliminated at some time in the future.
If so, a note should be added to both sheets indicating future
closure of this driveway due to its proximity to East Vine
Drive.
9. The Poudre Fire Authority requests that the western fire
hydrant be moved an additional two feet from the building and
protected from vehicular damage.
10. The design of the paint storage area must conform to both the
Uniform Building Code and the Fire Code.
11. If the quantities of hazardous materials exceed the limits for
long term hazardous materials management plan (see enclosed
information), then a Hazardous Materials Impact Analysis may
be required.
12. On sheets one of four and two of four, please correct the
zoning designation from Planned Industrial to Industrial Park.
13. Please indicate the colors of the tube steel picket fence.
14. Please provide information on the sign along Lemay. The
P.U.D. should indicate height, width, pedestal material, and
source of illumination. This information will be the
specification on which the sign permit will be issued. If a
duplicate sign is already in existence, please tell us so we
can take a look.
15. The P.U.D. should indicate that all perimeter pole mounted and
building mounted light fixtures will be equipped with down
directional luminaries to minimize light spillage, especially
on the east. It is further recommended that security lighting
be high pressure sodium lamps, not mercury vapor. Light and
Power is encouraging h.p.s. due to energy efficiency and
because it casts a softer illumination rather than the "bluish
white" of mercury vapor. A specification sheet, if available,
of the light fixtures would help evaluate the impacts of
perimeter security lighting.
16. Because the P.U.D. is a City project, the City Forester has
carefully reviewed the landscape plan. The comments are
extensive and are attached as a separate enclosure.

17. The approval block for the City Engineer is not needed on the
Overall Development Plan, sheet one of four.
