1 have reviewed the Storm hater Drainage report for Drake Crossing
Shopping Center and have found that indeed the 10 year flood
should have been analyzed in lieu of the 5 year flood which is in
the Report. I apologize for this error and have corrected the
figw-c:s in the Deport where required. Although the 10 year flood
igures have noT., been evaluated and are shown in the 1,eport, the
design for Drake Crossing Shopping Center will still remain the
I The design outlined in the report incorporated a release
from the site of the two year developed storm. The difference
between the 100 year developed and the 2 year developed storm will
;, retained ili the retention areas shown on Exhibit C in the
Drainage Report. The reason for this is that the existing 36" RCP
is now under Drake Road and discharges to Spring Creek. It is
onlv large enough to handle an additional 50 C.'FS. The Report:
shows the 2 year developed storm is the maximum storm which can be
released from the site into the existing 36" RCP.
Due to this fact, the change in the figures in the report of the 5
year storm to a 10 year storm do not affect the overall design of
the drainage system for Drake Crossing Shopping Center. The size
of the 11-Lroat openings of the storm drain inlets for this project
will rerain the same and -the amount of water that the new storm
will be able to carry is also as it was originally designed. The
only change that has occurred in the storm drainage design is the
realignment of the 24" storm drain in the 40' drainage easement
along east edge of the property the to the existing ma-nhole. k,

just be-1-re the entrance of the niai;iiole has been increased such
that the top of the: 36" pipe and the new 24" pipe are at the same

Re: Drake Road Crossing Subdivision
Dear Dave:
I have been informed by Jim Hibbard of the City Water Department
that the red Mueller fire hydrant installed at the Drake Road
crossing subdivision is not acceptable.
Jim is requiring that this hydrant be painted the yellow color
currently in use within the City. Jim has suggested that your
firm notify the Water Department for clarification as to the type
and color of paint which will be acceptable.
Initially it was thought that the color of this hydrant would be
acceptable if it was used in the shopping center parking lot.
However, the fire marshall does want to maintain color consistency
throughout the City.

Re: Experimental Concrete Repairs - Drake Road Crossing
Dear Tom:
Per our meeting of Thursday, August 18th, we discussed the use of an
epoxy type bonding agent to repair the damaged curb radii on Hampshire
Road adjacent to the shopping center. As I indicated to you yesterday,
you are encouraged to try this method of repair but, this work will be
subject to the same warranty period as is presently required for public
right-of-way concrete construction.
The north radius is to have straight saw cut edges with repairs to the
south radius as it exists after the damaged concrete has been removed.
The procedure for repair of both radii is to be the same except for the
saw cutting.
Please forward the appropriate data to me for my review as soon as possible.

STATEMENT OF PLANNING OBJECTIVES
The Auto Center is a Planned Unit Development within Drake Crossing
Shopping Center. At Present Drake Crossing has been developed as a
neighborhood retail/service center. The auto center which includes a
six bay self serve car wash and a self service gas station is compatible
with existing uses at Drake Crossing and will provide the surrounding
community with a beneficial service.
Primary design objectives are to maintain the existing quality of archi-
tectural aesthetics and landscape treatment, and to allow for safe and
efficient traffic control. The carwash and gas station constructed of
brick siding and copper roofing, will be similar to the structures in the
existing retail center.
Vehicle access to the site will be gained from the internal circulation
of the shopping center, there by mitigating adverse traffic conditions
on Taft Hill Road.

This letter is in reference to Storm Drainage considerations for the Drake
Crossing Auto Center. This project. is located in the Drake Crossing
Shopping Center, Parcel "B".
The original drainage report for the Drake Crossing Shopping Center
included this parcel as well as parcel "C" in the southeast corner of the
shopping center_. A copy of this report is on file with the Storm Drainage
Department for your reference.
This report notes the overland flow into the existing drainage Swale along
the east edge of the site which precludes the need for additional drainage
study for Tracts "B" and "C". By referencing the attached grading plan,
the previously discussed drainage swale has partially been filled in and
built upon. One very stringent guide line to follow in the layout of
drainage and detention considerations was the provision of 0.40 acre-feet
of detention. This detention amount was determined in the previous
drainage report for the Shopping Center. We have met, or exceeded this
amount in the preparation of the grading plan and detention pond.
The release from the detention pond will be the 18 inch RCP culvert at the
south end of parcel "B". Due to the regrading in the area, this culvert as
well as the culvert under Valley Forge Drive must be extended. The profile
of these pipes is included for your review.
In mentioning the 18 inch culvert as the release point for the pond, the
release rate should be reviewed. As outlined in the previous report,
parcels B and C, area 4, and Valley Forge P.U.D. can release into the
36" outfall storm sewer at a rate not to exceed 19 cfs. By examining the
percentage of storage volume as a ratio to the total volume allowed for
these areas (0.4 ac.-ft. vs: 1.4 ac.-ft.) we are able to size the release
rate. Taking 28 percent of 19 cfs allows 5.3 cfs at a maximum release

rate from our detention area. By examining the characteristics of the
outlet pipe (0.2% slope, 18 inch diam. RCP, n = .014) we find the pipe will
carry approximately 4.8 cfs. As the pond fills the head developed will
allow additional flow which would approach 5.3 cfs.
I sincerely hope this letter outlines the storm drainage considerations as
referenced by tre Storm Drainage Report previously prepared for the Drake
Crossing Shopping Center.

Car Wash
1.) Bay Openings
The car wash bav openings were expanded from 10' x 12'
to 14'-8" x 12'-4". This change was to provide a safer
vehicular circulation through the bays.
2.) Windows
The elimination of the window is for the prevention of
vandalism.
3.) Pear Door
The rear door is not required for equipment as previ-
ously intended.
Gas Station
1.) Lengthen Structure
The structure presented at the original P.U.D. presen-
tation is in no way fire -code legal. The dispensing
unit hoses when fully extended (approximately 12 ft.)
must not reach within 5 feet of the office structure.
This clearly happens with the original structure.

2.) End Fascia
The materials and shape of the end fascia reflects a
charge to more closely match existing structures
(mini -bank) shapes.
We have eliminated the arches used at both structures in
favor of providing an elevation look similar to the existing
structures closest to this development (Safeway, Raskin
Robbins, Mini -Bank). The arches used in the existing devel-
opment were used as pedestrian walk -way cover supports.
Obviously we have no pedestrian walkways or the commercial
clustering that the archway ties together.
We maintain a fascia look (shape, materials and color), that
is in continuity with the existing structures (Safeway) in
the shopping center. tide provide highly detailed brickwood
around the entire structure similar to existing structures.
The changes in no way lessen the visual appeal of the struc-
tures or causes distraction from the entire development.

Dear Linda,
This letter is in response to your request to verify the date of
the Development Agreement for the Drake Crossing P.U.D. The date
of the original agreement is March 17, 1982 and an Amendment
Agreement was executed on December 8, 1983. The date of final
Planning and Zoning Board approval of the P.U.D., per the records
of the Planning Department, is March 22, 1982.
At the time the project was approved, final documents, such as the
site and landscape plans, utility plans, plat, and development
agreement, were typically executed by the developer and turned in
to the City prior to the final Planning and Zoning Board hearing.
Therefore, it is likely that the project planner for the City used
the Planning and Zoning Board approval date, March 22, 1982, as the
filing date for all final P.U.D. documents, including the
development agreement, although the agreement was actually executed
by the developer prior to the Planning and Zoning Board hearing.

RE: First National Bank Plaza at Drake Cr ssing
The First National Bank Plaza at Drake Crossing has proposed a drive -through facility on the
Northeast corner of Drake Road and Hampshire Road. The drive -through facility will consist of three
drive -through lanes and a shared drive -through and ATM lane. We have required the developer to
provide a Transportation Impact Study (TIS).
The Scope of the Study was to evaluate the potential impacts that would be created by the proposed
development. The study area was determined to be Valley Forge on the north, Hampshire Road on
the west, Drake Road on the south and Taft Hill Road on the east. The initial report was completed
on January 10, 1997, and submitted to the City of Fort Collins.
The proposed development and associated TIS was evaluated against the all development criteria:
chart A-2.1, vehicular, pedestrian and bicycle transportation. Can the additional traffic generated by
the land uses in the project be incorporated into the neighborhood and the community transportation
network, without creating safety problems? Can impacts from the additional vehicular traffic meet
the city traffic flow delay policies? Can pedestrian and bicycle needs be addressed so that
opportunities for these travel modes are integrated into the overall city and bicycle system?
Safety is considered in all projects, and is a judgement based on accident data, as well as national and
local standards. Anticipated traffic volumes on collector streets range from 2,500 to 5,000 vehicles
per day. The existing traffic volume on Valley Forge is 1,350 vehicles per day, and on Hampshire
2,900 vehicles per day, and these volumes are well within this standard. In the original TIS, the trip
generation for this development was estimated to be 1,233 vehicles per day. This volume was
calculated using the Institute of Transportation Engineers (ITE) Trip Generation Manual and is very
conservative when estimating trips for this type of land use. In addition this type of land use located
within a neighborhood center, could be estimated with a 15% trip reduction for trip chaining and was
not evaluated as part of this original study. The traffic volumes generated by this project could be
incorporated into the existing transportation network without creating a safety problem.

The Planning and Zoning Board discussed the proposed development at its March hearing. During
citizen input, area neighbors stated that pedestrian and bicycle safety problems currently exist on
Hampshire Road north of Drake Road. With the increased traffic generated by the proposed
development, neighbors contend that the safety problems will also increase in the area. The Board
at that time directed City Staff to work with the neighborhood to assess the current problem, and
identify the impacts the proposed development would have on pedestrian and bicycle safety.
The Traffic Operations Division conducted a number of studies in the area. Vehicle volumes and
speed studies were compiled for Hampshire and Valley Forge. Pedestrian volumes and gaps in traffic
were measured. On the day the pedestrian count and gap study was conducted, it was observed that
there were adequate size and quantity of gaps to allow pedestrians to cross the street with minimal
pedestrian delay. The studies indicated that the existing vehicle volumes on Hampshire Road, and
the necessary gaps in traffic for pedestrians or bicyclists to cross the street, are well within the safety
standards for a collector street. The studies did, however, indicate a speeding problem on Hampshire
Road. Traffic Operation staff met with the developer's architect and traffic consulting firms, to
discuss the scope of a follow-up TIS, which would be more specific to pedestrian and bicycle safety
issues.
City staff met with neighborhood representatives who spoke at the P&Z hearing. The purpose of
the meeting was to share the information and to see if their concerns could be mitigated. The
neighborhood representatives provided suggestions they felt would address their concerns. One
suggestion was to have the exit from the drive -through be required to make a right -turn only; this
would then reduce the number of vehicles entering onto Hampshire at the west access point. This
option was presented to a representative of the bank. The bank was not in favor of this option, the
reason being that it would force all vehicles to go through the drive -up lanes to access the shared
parking area, and would negatively impact those businesses on the east side of the development. The
second suggestion was to improve the pedestrian crossing on Hampshire Road.
Kimley-Horn and Associates prepared a follow-up traffic study dated April 15, 1997. The follow-up
study was directed to primarily address safety issues associated to the impacts of this proposed
development. See attached report.
This proposed development does meet the criteria in the LDGS, Chart A-2.1, for the following
reasons: the additional 500 to 600 vehicle trips per day, and an anticipated 36 vehicles at peak -hour,
can be incorporated into the transportation network without creating safety problems. The impacts
from the additional vehicle traffic do meet the traffic flow delay policies. The improvements that are
currently being proposed will improve the pedestrian access to the neighborhood center. This
proposal also develops patterns of land uses which decrease trip length of automobile travel and
encourage trip consolidation.

Speeding is a major concern in our community. The Neighborhood Traffic Safety Program, (NTSP)
was created to help neighborhoods identify problems and identify solutions to mitigate speeding.
The Traffic Operations staff, through the NTSP, will continue to work with this neighborhood to see
if improvements can be made along Hampshire Road.

Enclosed are five (5) sets of the revised final Utility Plans, which reflect changes made as a
result of the Planning and Zoning Board hearing on March 21, 2002. The revisions are outlined
below for consideration prior to the April 3 design review meeting:
1. Sheet U-1 -- A note has been added to the proposed 20' utility easement for the curb
stop located on the north side of the Walgreen's building stating, "easement to be
dedicated by separate document. A draft deed of dedication is enclosed for your review
pending the attorney's signature, which will be executed upon the real estate closing.
2. A new landscaped island has been added in the parking area along the Drake Road
frontage. This will slightly increase the pervious area. There will be no impact to the
proposed drainage report and plan as previously submitted. We will be happy to provide
you with new calculations for this additional landscaped island if required.
3. The grading plan has been adjusted to accommodate the addition of the landscaped
island discussed above.
We trust these revisions will still allow approval of the Utility Plans at the completion of your
review on April 3. Please let me know if I can answer any questions or provide additional
information at this time.

Dear Glen:
On Behalf of Safeway Inc., we would like to re -state that Tract B, Drake Crossing Shopping
Center, PUD, City of Fort Collins, County of Larimer, State of Colorado does not require the re -
issuance of a drainage report.
We have compared the proposed site plan to the existing site plan and have the following
results:
The total site area 49,407 SF
Existing Site Impervious Area 26,406 SF
Proposed Site Impervious Area 23,243 SF
'The proposed Safeway fueling facility will decrease the impervious area from the existing site
conditions by 3,163 SF'
In Summary, by reducing the impervious areas on the site by 3,163 SF the 100-year flows have
been reduced from that of the historical flows for this site

Fort Collins Storm Drain
Design Criteria for Drake
Crossing Shopping Center P.U.D.
We are requesting a variance to the storm drainage design criteria
for Drake Crossing Shopping Center. We are asking that the
requirement of having to drain the 10-year developed flood
off of the property be changed to allow us to drain only
the 2-year developed flood. The requirement of having to
drain the 10--year flood is because the area will be built
out as a commercial development.
The existing 36-inch R.C.P. storm drain to which this project
drains has a limited capacity of 50 c.f.s., which is not
large enough to drain the 10-year developed flow from this
site along with the required flows from Valley Forge P.U.D.
and the RP zoned area to the West. This is detailed in the
Drake Crossing Shopping Center Storm Water Drainage Report.
Retention is therefore required. A large retention area
borders this property to the East. To drain the 10-year
storm from the commercial site to this retention area would
require a bubbling system operated on low head pressure from
flood waters to get the drainage into the retention area.
In other words, drainage would have to flow out of the drainage
inlet in the retention area on a temporary basis after it
had come through the storm drain. We believe that this type
of system is not acceptable because it is difficult to
properly model the exact flows which can be expected to bubble
up into the :retention area. This system could also affect
the Brown Farm Third Filing retention area. In addition,
larger pipe sizes and throat openings at the inlets would
be required, increasing the project costs. Finally, the
available volune in this retention area is limited to the
storm water which will flow into it from Tracts "B", "C",
Area 4 and Valley Forge P.U.D.

The alternative we propose is to allow somewhat greater retention
in the Drake Crossing Shopping Center parking areas. By
reducing the inflow into the storm drain system to the 2-
year developed flood, we have eliminated the need to design
for a bubbling system. None of the depths in the on -site
retention areas will be greater than 12-inches using this
scheme, which is within City standards. Minimal foot traffic
will be affected by the increased retention, and no major
pedestrian lanes are obstructed. our proposal and the areas
affected can be seen on Exhibit "C" in the Storm Drainage
Report.
If there is any additional information I can provide to clarify
this request for a Storm Drainage Variance at Drake Crossing
Shopping Center, please do not hesitate to contact our office.

Regarding your request for a variance in the design criteria

of the 10-year as required for a commercial development, I have
the following comments.
As I indicated after reviewing the utility plans during our talk
on Thursday, March 17, 1982, I can see no problems with your request.
Releasing the 2-year flows instead of the 10-year should not create
any major ponding problems in the interior streets.
Approval of the design variance request for Drake Crossing Shopping
Center P.U.D.. is hereby granted provided the proposed storm sewer
facilities are built according to the approved plans.

Enclosed is the revised storm water drainage report,
mass accumulation data for Area 1 and determination
of reinforced concrete pipe class for use on the site.
The above items have addressed each of the outlined
questions or items I received in our meeting eariler
this date.
The questions or revisions addressed are as follows:
1. Question regarding means of discharge of 1 c.f.s
from Safeway building rooftop, has been addressed
by a 10" reinforced concrete pipe which will enter
storm drain No. 5. This storm drain has been
shown on our utility plans for the site and have
constructed a profile to go with it.
2. I have addressed the retention in Area 3 and have
revised it to go in accordance with the revised
grading and drainage plan. We are calling for
approximately 1.25 feet of depth which is less
than the 1.8 feet maximum allowed by the City of
Font Collins
3. In conjunction with the mass flow diagram for Area
1, we have allowed for approximately 3,540 cubic
feet of storage. As is illustrated in the revision
No. 1 to the drainage report for Drake Crossing
Shopping Center, we have outlined that approximately

4. We have addressed the concern for the slopes
changing due to the lengthening or shortening
of the storm sewer lines. We have reviewed this
again and have not changed the slopes of the
lines due to the fact that the inlet elevations
have changed also. Therefore, the anticipated
discharges for each of the storm sewer lines
shall remain the same as was originally planned
and designed.
I believe the above mentioned items, in addition to
a correction on Data Table 3-A, will sufficiently
address your concerns.

In calculating the stake -out for the fire hydrants; in the Drake
Crossing Shopping Center, I_ discovered there wasn't enough room Ix -,hind
the back of walk and the north property line of Tract "C" as shown on
the utility plans. I informed Rick Pickard of the problem and he
decide( to mve the fire hydrant across the street from the: location
;shown on the plan. Rick then checked with Bonnie Tripoli of the City
of Fort Collins Engineering Department and also with La=7 Danner,
Poudre Valley Fire Authorit,!, both of whoi;� approved of stick's
decision. I then called Pon Fal.ide of LVFK Architects to see if
there would be ary problem with anv landscape design. He told me that
as far_ as he could. see there would be no problems and suggested that
the fire hydrant be placed 4 or 5 feet behind the back of the curb for.
the sake of appearance. I checked with Rick Pickard, who said the
distance behind the back of the curb would be no rroblem.

As discussed on this date, the Water Utility agrees to allow a 12-inch by 8-
inch tapping sleeve and valve to be installed on the existing 12-inch water
line at the intersection of Hampshire Thad and Valley Forge Avenue.
Installation of the tap will allow an 8-inch water line to be stubbed to the
west for future connection. Approved utility plans for Valley Forge P.U.D.
will have to be revised to show the tap and stub. A sketch of the proposed
tap is enclosed.
Your contractor should plan on making the excavation for the tap, and
providing all necessary material. Arrangements for tapping the water main
should be made with Bruce Fisher, 484-4220, Tact. 355.
