LAND USE DATA:
Request for a 39,100 square foot warehouse and storage facility on Colorado State
University -owned property located north of West Plum Street directly west of the CSU
Housing Services Building. The property is not zoned in the City of Fort Collins.
COMMENTS:
1. Monica Moore of the Light & Power Department offered the following
comments:
a. A C-1 (Commercial) Form should be completed and submitted to the. City
Light & Power Department to help determine your electric needs for this
facility.
b. The transformer location should be coordinated with the City Light &
Power Department.

2. Roger Frasco of the Poudre Fire Authority offered the following comments:
a. This would be an S-1 rated building. The City still operates under the 1991
Fire Code.
b. Due to its proposed size, the building must be equipped with an automatic
fire sprinkler system.

C. A fire hydrant must be provided near the entrance to this site, as close to
the existing utility easement as possible.
d. A Knox Box must be installed for this facility.
e. A Hazardous Materials Impact Analysis may be necessary for this facility,
depending on the nature of the storage in the building. The Poudre Fire
Authority will need more information about this.

Jeff Hill of the Water/Wastewater Department offered the following comments:
a. No domestic water service is proposed for this building; however, CSU
has requested a 4" fire line connection.
b. Poudre Fire Authority is requiring a fire hydrant near the entrance to the
site.
C. Both the fire line and the fire hydrant would be connected to the existing
8" water main.
d. Utility plans must be submitted to the City for review and approval by the
Water Utilities.

Glen Schlueter of the Stormwater Utility offered the following comments:
a. The property is in the Canal Importation Basin, which has a new fee of
$6,181 per acre. All development in the basin is subject to the runoff
coefficient reduction.
b. The standard drainage and erosion control reports and plans are required
and they must be prepared by an engineer registered in Colorado.
C. The standard detention requirement, which detains the difference
between the 100-year developed inflow and the 2-year historic outfall, will
apply to this development.
The New Mercer Ditch Company is required to approve the plans. The
one question they may have is concerning their access to the ditch. They
usually have an access road on at least one side of the ditch.
e. There are concerns about how the coordination and development review
will be completed and if there will be a chance for the City Stormwater
Utility to really accept the design. Past dealings with_ CSU have, at times, - -
left unanswered, unresolved issues. At concept review there was a
commitment made to submit progress drawings to the City, without
conceding "approval" of the project, since CSU does not want to give up
their right of courtesy review only by the City.

5. A letter addressing the projected vehicle trips per day to this facility must be
submitted to the City Transportation Department for review.

For your information, attached is a copy of the Staffs comments concerning the request
for the Colorado State University Warehouse/Storage Facility, which was presented
before the Conceptual Review Team on February 10, 1997.
This is a request for a 39,100 square foot warehouse and storage facility on Colorado
State University -owned property located north of West Plum Street directly west of the
CSU Housing Services Building. The property is not zoned in the City of Fort Collins.
The comments are offered informally by Staff to assist you in preparing the detailed
components of the project application. Modifications and additions to these comments
may be made at the time of formal review of this project.

I have received your review comments by way of Sear -Brown group, and first must
apologize for taking so long to respond to them. Getting this building out of the ground, or at
least attempting to do so, has taken up a great deal of my time of late, which has caused me to be
tardy on several items, this included.
Steve Keiss in the CSU Facilities Management department is serving as the project
manager for this project, and he can be reached at 491-0017 should you have any additional
questions.
I will attempt to address your comments, both from the original meeting, and from the
comments from the Sear -Brown civil drawings, at the same time.

Steve Keiss will be submitting (if not already done) a form to Light and Power for the
installation of a new transformer, pad, and related items for the requisite power for this
building. Chris Sample, who is our Electrical Engineer, has calculated loads, etc., and
forwarded them to Steve for inclusion in the required application. Transformer location
has been coordinated between Chris Sample and one of your engineering staff as part of
our design work.
I will be forwarding a copy of the building plans to the Poudre Fire Authority for their
use. The building will be equipped with a fire sprinkler system, per their design
recommendations. A new fire hydrant will also be placed on the east side of the entrance
to the site, as shown on sheet A-1 of the contract documents. Line size shown is per the
recommendations of your staff. Line size for the fire sprinkler system (8") is as
recommended by our Fire Sprinkler system designer, (John Gregory at Gordon, Gumeson
and Assoc. of Englewood, CO., (303) 779-1222.) A Knox Box will be installed as
directed by PFA.
There is no domestic water tap required for this building, and none is being applied for.
We are treating this building, per standards identified in the 1994 UBC (as adopted by
CSU) as an accessory use to the existing building.
Site drainage and design were prepared by a registered Engineer (Sear -Brown group) here
in Fort Collins, and to the best of my knowledge, meet the recommendations made by
staff relating to 100-year developed inflow and the 2-year historic outfall. Water

accumulating on the site will drain across the parking lot to the southeast corner of the
site, where it is detained and released at historic rates. The concrete entry pan to the site
is being modified to create a raised section (approximately 4" above the flow lines
shown) so that there will not be any premature or uncontrolled discharge onto a city
street. (The street shown directly south of the entrance is a private street, i.e., a CSU
street, under CSU maintenance.) The overall grade of this site is a gentle slope from
Northwest corner to southeast corner. The residential site to the north of our site is
physically higher than corresponding areas to the south of the common lot line. We do
not have topographical information available to show off -site drainage, since none will be
exiting to the north from our site. There are no off -site basins contributing to flows on
this site. The new building is lower than the east ditch bank of the New Mercer Ditch, so
most surface run-off on the site will be detained on site, and will not drain into the ditch.
The only exception to this condition is that water running off the west roofs will be
channeled by a swail on the west side of the building to a catch basin, and then the water
from this area only will be discharged into the ditch. We have received verbal approval
from the New Mercer Ditch representative for this scenario, and are in the process of
finalizing an agreement with them. Construction details shown on the drawings are
sufficient for CSU usage, so we see no reason to require greater detail than what is
already shown.
5. The projected number of vehicle trips to the new warehouse is less than 20 per day above
the current traffic flow. These trips should be somewhat evenly distributed between Plum
street, City ]Park Avenue, and Constitution Avenue. In addition, even though there will
be a minor increase in local traffic, these increases will probably be offset due to
consolidation of activities, and removal of off -site storage on Prospect and Lake streets.
Local trips by our employees should be reduced on Prospect street, and possibly on
Shields and Lake streets as a result of constructing this project. These assumptions seem
to be consistent with the traffic study that was done by Matthew Delich, P.E., in
conjunction with the development of the CSU Student Family Housing Complex, dated
November, 1992, that specifically related to these streets and this geographic area.
I will be forwarding a copy of the project plans along with this letter for your files. Any
outstanding items not covered should be forwarded to Steve Keiss, or to me, as necessary.
