Dear Jim:
Staff has reviewed the request for Coventry Subdivision, Final, and
offers the following comments:
1. The Soils Report recommends subdrains where basement
construction is within three feet of bedrock/groundwater. If
a subdrain system is installed in the public right-of-way, it
must be designed to City guidelines and be shown on utility
plans, and accompanied by a hydrologic study.
2. The design for widening of Harmony Road was submitted. The
widening of Harmony Road is considered part of this project.
3. The Public Service Company has an existing 1 1/4 inch diameter
plastic gas main 14 feet west of the east right-of-way line of
Crest Road. Since this line will be under asphalt, any taps
needed to serve the homes along Crest Road should be made
before further street improvements are done.
4. Public Service Company has an existing three inch diameter
plastic gas main along the west side of Hinsdale Drive that is
four feet west of the west right-of-way line.
5. The City, of Fort Collins Light and Power is concerned about a
potential conflict between electrical and stormwater
facilities. The proposed storm sewer lines are shown at the
edge of the asphalt. The electrical system is installed
approximately 3 1/2 feet behind the attached sidewalks and
approximately 3 1/2 feet behind the curb for detached
sidewalks. Vaults and streetlights and installed directly
behind the curb or sidewalk.
Up to 10 feet of horizontal clearance is normally required
between the electric system and the storm sewer. The
clearance will vary based on the depth of the storm sewer.
There should be coordination between Light and Power and the
Stormwat:er Utility for acceptable clearance in this area.

• HAVE THE GAS LINE AND WATER LINE BEEN POTHOLED? IS THE 16° MIN COVER
ACCURATE?
• IN PLAN VIEW SECTION D-D, LABEL THE WIDTH OF THE CHASE.
• ISOMETRIC VIEW - THIS COULD BE MISLEADING, PLEASE REDRAW THIS ISOMETRIC
SHOWING WHAT WOULD BE HIDDEN IN DASHED LINES.

6. The following comments apply to the plat document:
A. Please provide an ownership signature block, with
notarial block. (Be sure the notarial block includes
lines for the notary's address.)
B. The: dedication statement does not follow our format.
C. The: 30 feet of additional right-of-way for Harmony Road
should be labeled as such.
D. There is a 20 foot U.E. and L.E. in the lots along
Harmony Road. What is an L.E.?
E. Marty of the easements, both existing and to be dedicated
with this plat, are missing bearings and distances.
F. Please show the recording number where Hinsdale Drive was
dedicated.
G. The centerline of Harmony Road east of the North 1/4
corner of Section 2 should be labeled as the North Line
of N.E. 1/4 with proper control shown.
H. The chord bearing and distances should be provided for
curves.
I. The! "second" part of the legal does not close.
J. Please change "City Engineer" to "Director of
Engineering."
K. Please add acreages to the legal description.
L. A "County Clerks Certificate" is not needed.
M. Do the front lot utility easements along Crest Road need
to be adjusted to allow for the landscaped areas and
looping access drives? Should these access drives be
dedicated as access easements?
7. The City's Stormwater Utility has provided comments to the
consulting engineer under separate cover. There are three
major comments that are summarized here:
A. The Mail Creek Tributary Floodplain Study is being
revised. As discussed, the timing of this study is such
that a portion of Coventry cannot be designed until there
is further documentation. It is our understanding that
this will cause the project to be phased, with Phase One
being the area south of the Mail Creek study area.
B. The submittal documents are missing the erosion control
section. Erosion control performance standards and
effectiveness calculations need to be provided with the
Final Report.
C. The floodplain encroaches onto Lot 89. This lot,
therefore, should be deleted. Further, elimination of
this lot will help protect the water quality of Mail
Creek. In its place, an eight foot wide, concrete
pedestrian connection should be made from the sidewalk on
Crest Road leading into the park.
8. It is anticipated that extensive discussions will have to
occur with Mr. Bouchard, the downstream property owner, in
order to keep him informed of the drainage plans for the area.
9. The Department of Natural Resources advises that Smooth Brome
or Crested Wheatgrass not be used to re -seed disturbed areas.
It is preferred that native grasses be used such as Western
Wheatgrass. Other sterile non-native grasses may be used
also.
10. The landscape plan should indicate existing trees on the site,
and which are to be removed.
11. The status of the street connection from East Bentley Place to
Crest Road must be addressed. A meeting to discuss this issue
with the affected parties has been scheduled.
This concludes Staff comments at this time. In order to remain on
schedule for the April 25, 1994 Planning and Zoning Board meeting,
please note the following deadlines:
Plan revisions (three prints) are due April 7, 1994.
P.M.T.'s, 10 prints, colored renderings, are due April 18, 1994.

Re: Utility Plans - Coventry Subdivision
Dear Mr. Waterman;
I have reviewed the plans you have provided for the
reconstruction of Crest Road. I understand that the road is
being reconstructed for a land development project to be
developed within the corporate limits of the City of Fort
Collins. I have the following comments:
1. Please place the following language with the Larimer
County Engineering Department signature block:
"Approval of these plans by the Larimer County
Engineering Department is for purposes of design review
only and does not constitute acceptance of the
facilities contemplated herein for maintenance by
Larimer County. Approval of these plans by the Larimer
County Engineering is limited to the reconstruction of
Crest Road."
2. The typical sections for Crest Road do not show the
structural section proposed for the reconstruction of the road;
nor do they state how the existing surface will be prepared
prior to placing surfacing materials for construction of the
new road. This office will require that the plans contain a
full specification along with the typical sections for crest
Road. Such specifications must include at a minimum, treatment
of the existing pavement surface, depth of scarification,
degree of recompaction and moisture relative to optimum for
recompaction. Finally, they must state the thickness of each
structural section placed on the road.

3. The typical section does not show the cross slope you
are proposing for Crest Road, for either of the two typical
sections.
4. I am enclosing our standard general notes for
development construction plans. While I realize that some of
the notes duplicate material that is covered by the notes
required by the City of Fort Collins, I would like to see the
notes placed somewhere along with a note that says they are
only for Crest Road. Please make a note of the fact that this
office will require an inspection of the road upon completion
of subgrad.e before approval for the placement of surfacing
materials. The inspection is for general geometric conformity
with the plans, and determination of stability. A proofroll
test will be conducted to ascertain stability.
5. At the transition from the old asphalt to the newly
constructed: asphalt, add a note stating that the old surface is
to be neat.line cut, excavated square, and coated with tack
material before placing the new asphalt mat to match the
existing grade.
6. What is your plan for traffic control signage along Crest
Road during construction? I presume that one lane can be kept
open aloncr all parts of the road during construction. I would
recommend a note providing this information.
7. What is the plan at the south end of the reconstruction
of Crest Road for the transition from the curb and gutter
section into the roadside ditch section?
This completes the comments I have at this time. Please

The following comments are in direct response to the letter received from you, dated October 25,
1994, requesting additional information be provided on the plans pertaining to Crest Road. I
have numbered our responses to correlate with the comment numbers provided in your letter.
The language you have requested to be placed with the Larimer County Engineering
Department signature block has been added to all plan sheets which apply.
2. A note has been added to Sheet 40 of 40 providing specifications for subgrade
preparation along with a table providing four options for the structural roadway section.
Also reference Notes 6 and 7 of Sheet 38 of 40. Note 6 references the subgrade
inspection required by the Larimer County Engineering Department. Note 7 references
the treatment of the existing asphalt prior to placement of the newly constructed asphalt
section.
3. The typical roadway cross slopes have been added to the roadway sections on Sheet 40 of
40.
4. The general notes provided by yourself have been added to the Cover Sheet (Sheet 1 of
40) under the heading "Crest Road General Notes, (For Crest Road Only)". Also, Note 6
on Sheet 38 of 40, as stated above, references the subgrade inspection required by the
Larimer County Engineering Department prior to placement of surfacing materials.
Note 7 on Sheet 38 of 40 references the treatment of the existing asphalt at the transition
to the newly constructed asphalt section.
6. Note 5 on Sheet 38 of 40 references the traffic control signage required along Crest Road.

7. On Sheet 38 of 40, riprap (10' long x 5' wide x 12" thick, class 6) has been added to the
south end of the newly constructed curb and gutter. This is intended to prevent erosion of
the existing roadside at the transition from the curb and gutter section into the roadside
ditch section.
Thank you for your swift response to our plan submittal. We hope that with this additional data,
the utility plans for the Coventry Subdivision will be sufficient for your approval. If you have any

Comments on the Crest Road revision - culverts under road November 2, 1995
The design as shown appears adequate. We would prefer that the inlet structure be
extended out on the bottom so that the 4:1 slope is continued to the bottom of the
channel. We realized that this would push the construction into the natural resources
land where there is; currently no easement for any such work.
In addition to the information already presented, the following items need to be
addressed:
Show the limits of disturbance for the construction and the fencing and for
erosion control measures that will be needed. Address how this work will affect the
trees, the fence, and the existing inlet box.
Identify the limits of the wetland disturbance. Natural resources will need to sign
off on this.
Indicate whether the sidewalk culverts can still be used for drainage from the \
street and how they are to work.
Flow running under the driveway and along the side of the road on the east
needs to be taken into consideration and addressed.
Provide a traffic plan, to address how this is to be constructed and still maintain
access for the residents.
