Re: Coventry Subdivision, Harmony Road at Crest Road
Dear Mr. Kellogg;
I have received your letter requesting a variance from
the requirements of Larimer County regulations for the
reconstruct: ion of Crest Road. Your client is constructing a
subdivision along the west side of the road which subdivision
will be located within the City of Fort Collins. The
subdivision will require reconstruction of Crest Road to serve
lots which will be located on the west side of the road. The
variance would allow reconstruction of Crest Road with a 28
foot width from flowline to flowline instead of the normal
standard of 36 feet. Curb gutter and sidewalk would be
constructed on the west side of Crest Road and curb and gutter
only would be placed on the east side of the road the
reconstructed road would be reconstructed slightly east of the
center of the right of way.
I have reviewed this request and will approve it with
the following conditions:
1. The president of the homeowner's association or other
representative of Brookwood Subdivision must sign off on the
final construction plans for the reconstruction of Crest Road.
The approval of this variance is with the understanding that
the reconstructed road may not meet development standards if
the east side or other part of the area is developed or
redeveloped.
2. Final construction drawings and specifications will be
presented for review and approval by this office prior to

commencement of construction.
3. During construction, this office will conduct an
inspection of the road at completion of the subgrade prior to
placement of road surfacing material.
4. As an alternative, this office is receptive to a
four foot gravel shoulder- roadside ditch section for the east
side of Crest Road, provided that the homeowners association in
Brookwood approves the plans. This would allow greater
flexibility if the east side of Crest Road should be proposed
for development or redevelopment.
5. The east side of Crest Road must be signed for no parking.

PROJECT: The Coventry Subdivision DATE: March 22, 1994
TOPIC: Continuation of Review Process TIME: 9:00 A.M.
In a telephone conversation with Mr. Glen Schleuter, City of Fort Collins Storm Water
Management, he informed JR Engineering, Ltd. that the City was not entirely satisfied with the
completeness of the RBD Report for Mail Creek and that an additional scope of work was going
to .be issued to RBD to further investigate the flows on the south side of Harmony Road, and the
possibility of detaining them in a regional pond, location to be determined at a later date.
Glen wanted to inform us of this since it would affect the review of THE COVENTRY
SUBDIVISION by City Engineering. Glen suggested that we might consider phasing the
construction of this project in such a manner that the construction could continue except for the
lots.along the north side of East and West Bentley Place, these lots could be constructed after
RBD completes the additional study on Mail Creek.
Mr. Jim McCory was approached with this idea and is agreeable to phasing this subdivision at
this time.
Glen also indicated that the City would probably be willing to pick up the cost of the additional
36" storm pipe under Harmony Road and share the expense of the new proposed drainage
improvements under Hinsdale Road and Crest Road.

October, 199.5, or sooner, weather permitting at Coventry, Filing No.
1, Phase II.

This letter is a follow-up to our telephone discussion on Friday, October 6, 19951
which time I presented a possible change in the approved configuration to the th of
Harmony Road at the intersection of Crest Road. The change to the interse ion would
realign the curb, gutter, sidewalk, and associated tapers four feet to the we This request
was based on retaining existing trees on the east side of Crest Road which were planted
and have been maintained by the adjacent property owner. This same property owner
also has planted and maintains similar trees on the west side of Crest Road. Attached is
an I I" X 17" schematic plan showing the "Original Plan" approved by Larimer County,
and the "Redesigned Plan" discussed with you. (A copy of this drawing was submitted to
your office on October 10, 1995, by the undersigned.)
At the time of our telephone conversation on October 6, 1995, you stated that the
realignment woLLld be acceptable assuming that both sight distance with respect to the
retained trees and drainage conditions were still met. I told you at that time that I would
investigate both conditions and respond.
Sight Distance - The sight distance triangle would be viewed from northbound Crest
Road onto eastbound Harmony Road. The existing tree locations allow for adequate
sight distance both to oncoming traffic on Harmony Road from the west to departing
traffic eastbound on Harmony Road. Additionally, this intersection is a stop condition,
which allows for increased sight distance without impeding Harmony Road vehicular
traffic.
Roadway Drainage - Due to the minor change in the horizontal roadway alignment, no
changes were required to the vertical alignment. Therefore, no changes in surface runoff
have occurred from the original approved plans.

Since a four -foot sidewalk was proposed along the west back of curbs, the trees on the
west side were removed and set back and replanted to allow for the realigned sidewalk
location.
We have included the general quantities as they relate to the "original" and "redesign'
plan. As you cart see, no significant changes in quantity have occurred.
Based on your verbal approval on October 6, 1995, the contractor was advised of the
changes, field survey relocated construction stakes, and the '`Redesigned Plan' has been "
implemented.��
We appreciate your concern for the adjacent property owners request to retain the
location of the trees on the east side (the trees on both the east and west side do lie within
the roadway right-of-way) and your immediate approval and direction which allowed
construction to continue. We will provide "As Constructed" plans for your files upon
construction completion.

Dear Mr. Stringer,
After much discussion and several meetings, TAC is providing
our understanding of remedies to the combination curb/walk that is
not within specification. The non-compliance is not enough flow
in the curb pan caused by only 1/2 to 5/8 inch difference between
lip and flowline instead of 1-3/8 inch per City Specifications (too
flat) .
The City has agreed to allow us to try to increase the flow
by cutting an additional one half inch at flowline. A test section
will be cut and sealed with a sand grout epoxy, inspected by the
City for approval prior to continuing.
If for whatever reason the above solution is not acceptable,

saw, remove off -site and replace with an acceptable cast in place
curb per specs. This operation will also be inspected and approved
by the City.
The final least desireable option is complete removal and
replacement of the entire existing combination curb/walk.
The process to create an instrument to cut the half inch of
the existing pan is being created by our people. The test section
will occur as soon as weather allows. All repairs will be
completed within 90 days from the date of this agreement (April
15th) .

It is also agreed that the home builder will be allowed to
obtain permits, but certificates of occupancy will only be given
until work is complete and accepted. This should not conflict
since repair, will be done by April 15th.
