TIME CErATFR C7F TILE WORLD CITY OF FORT COLLINS Mvmn R AND1 TM TO Don Parsons, City Engineer FROM: Tom Hays, P.E., Water Utilities Engineer i RE Cottonwood Subdivision After reviewing the plans for Cottonwood Subdivision in more detail on November 24th, the Water and Sewer Utilities Department would like to point out some problems which arise from the revision, dated 10-19-76. In particular, I would like to point out the sewer line on sheet 5 from Manhole 28 to Manhole 29. This particular sewer line crosses the back of lots 89, 90, 91, 92 and 93 on an easement. From strictly an engineering standpoint, this might be the best solution to serving these lots, particularly if there is a desire to avoid curb and street cuts on Stover Street. However, looking at the situation from a practical and long range view point, having a sewer cross back lot lines can lead to great difficulties if the line has to be repaired. In a few years the property owners will probably have erected fences and planted shrubs along the back of their properties. A better alternative I feel would have been to extend the line between manholes 27 and 28 to the west approximately 55 feet before turning north to Manhole 25. This would have placed the sewer line behind the curb on Stover where it is readily accessible. This approach would have cost the developer approximately $550 addition- al. This additional cost would not even approach the cost of making one repair in someones back yard if fencing and shrubs have to be removed and replaced. We feel :strongly that, while we should cooperate with local developers to a reasonable extent, we should never allow a developer to install a water or sewer main that has the potential of giving us a maintenance problem in the future. Additional costs incurred by a developer to eliminate such potential problems can be passed directly to the property owners who purchase property in the area and thus become the direct beneficiaries of the system. Long term maintenance costs become a burden upon all users of the systems. We would also like to bring to your attention the sewer service lines to those houses which face on Stover, south of Cambridge. Bringing these sewer services to the west through existing lots appears to be a reasonable engineering solution. Sewer service lines are no longer a responsibility of the Water and Sewer Department, however, we in the operation and maintenance area, believe we have an obligation to comment on this matter. Don Parson November 26, 1976 2 It appears again that the developer has been spared additional costs at the expense of someone else, in this case the potential owners of the lots 7-29. The long term legal, practical, and social effects of this type of sewer service could be enormous. Potentially as many as four separate properties could be involved if a service line becomes blocked. We believe that a less harmful solution could be found. In conclusion let us say this, while final authority rests with you to approve utility plans, inherent within that authority is the responsibility to insure that the present and future citizens of Fort Collins as a whole and individually are not unfairly burdened with potential problems or unsafe conditions. We feel that if we had been consulted before the revision was approved, that some of the problems pointed out above could have been avoided. Streets, curbs, gutters and sidewalks • Columbia Road: Southside from Stover Street to Amherst Street. • Cambridge Drive: From Stover Street to Amherst Street. • Vanderbilt Court: From Marquette Street to Amherst Street. • Amherst Street: From Columbia Road to cul-de-sac bulb. • water mains, sewer mains, storm sewers • All water mains have been installed and accepted with the exception of Queens Court and Hartford Circle. • All sanitary sewer mains and laterials have been installed and accepted except for Queens Court and Hartford Circle. 9 All stoi_m sewer mains have been installed and accepted. The following items have not been installed as of this date: • Streets • Queens Court: From Marquette Street to Amherst Street. • Hartford Circle: From Queens Court to cul-de-sac. • All roadways servicing the multiple dwelling units. • Curbs, gutters and sidewalks • Queens Court: From Amherst Street to Marquette Street. • Hartford Circle: From Queens Court to cul-de-sac including six (6') foot sidewalk from cul-de-sac southeast into green belt area. • Amherst Street: Six (6') foot wide sidewalk from cul-de-sac bulb southwest into green belt area. Water and sewer mains with laterials • Queens Corm : Water main from twenty (20') feet east of fire hydrant at Marquette Street intersection to twenty (20') feet west of fire hydrant at Amherst Street intersection. • Hartford Circle: Water main from Queens Court to cul-de-sac with blow off at end of main. • Sewer mains and laterials on Queens Court from Marquette Street to Amherst Street, Hartford Circle from manhole number fourteen (14) to manhole number fifteen (15). • Detention Facilities • Six (6') foot concrete pan through small pond on east side of project. • Remaining ng thirty (30") inch C.M.P. connecting ponds. • Four (4") foot concrete pans throughout entire mnil.ti-dwelling unit areas. • Drainage swell from Stover Street to Marquette. This open ditch with a catch basin on Stover street (2400 Block) was to take care of water run off from South ':ollege Heights. For approval of this, subdivision, this ditch had to be covered and an underground 48" steel pipe installed and connected to an existing storm drainage pipe on Drake 'toad. The strom drainage line which we installed serves only South College Heights and no storm water from Cottonwood Sub- division enters this line. At the time of subdivison approval we were advised by the City of Fort Collins when a ston-�n drainage plan was approved we. would be reimbursed for this underground pipe. Ae to your correspondence of November 19, 1980 for the installation of the storm sewer in the In your correspondence you advised the City that the entire construction cost of the 48" steel pipe was to be reimbursed to the developer. However, the subdivision agreement, dated September 20, 1976, in Section 5, Paragraph e, states when a drainage fee is established, the cost of the facilities :installed by the developer will be a credit against the established drainage fee. If the cost by the developer exceeds the total fee for the development, then the developer will be reimbursed for such excess amount when funds are available in the storm drainage fund for that purpose. The City of Fort Collins has not yet established the drainage basin or drainage fee pursuant to the provisions of Sections 93-6 and 93-7 of the code of the City of Fort Collins for the basin in which the Cottonwood subdivision lies. At the time the fee is established, the City will then review the requests for reimbursement and when funds are available for that purpose, reimbursement will be made for approved requests. At the moment, basin studies are in progress and the establishment of fees is anticipated in the later part of 1981. Sincerely, Robert W. Todate there has not been a basin fee established in the basin in which the Cottonwood Subdivision is located. At this time a financing plan is scheduled for the later part of this summer for the basin. In January 1982 a basin fee was established for the three southern most basins, which the Cottonwood Subdivision is not a part of.
