In reference to the street entering the subdivision from Timberline Road, the alignment appears acceptable with the exception of t_Iie corner located at the extreme southeast corner of the development. It is suggested that with the High possibility of truck traffic in the development that this corner be aligned to provide a more mane Live rabl-e turn. You have indicated a desire to place roadbase on this road. The normal construction sequence would be to place all underground utilities prior to street construction. Tlwrefore, you should be aware that if the roadbase i.s installed at this time, it will he necessary to remove the base prior to installation of underground utilities or the base will be lost during construction. Should you proceed the street construction at this time you should be informed that the. City may impose minor changes on final plats for any portion of the development consistent with the general scheme of development shown on the master plan. FORA' COLLINS M-NOWAIDUM DATE: February 24, 1982 TO: Tom Hays, City Engineer FROM: Dave Stringer, Chief Construction Inspector RE: Centerpoint Park Sanitary Sewer Following is the sequence of events as it pertains to the enlargeiim--nt and addition of the sanitary sewer mains on Broken Point Road and Midpoint Drive in the Centerpoint subdivision. This information was obtained from the inspector's daily log book dated September 29, 1981 and from the memry of Craig and myself. September 29, 1981 A.M. Loveland Excavating started constructing new 8" sewer main. 2:30 p.m. Chuck Inghram arrived on site. Observed Loveland Excavating (approx.) installing 8" sewer main from existing manhole on 42" sewer trunkline south to MII148. Chuck informed Loveland Excavating's supervisor (Dave Simpson) that the sewer department would not accept the new sanitary sewer main as it was being constructed dur� to the proposed invert elevation. 3:30 p.m. Chuck called the inspection unit. I talked with him and he :indicated a problem with the way Loveland Excavatuzg was :ins;talling the new sanitary main. 4:00 p.m. I contacted Inspectors Matt Faker and Tom Gathmann by radio and :i_nfon�t ,d them of the possible problem and asked that the situation be looked at. 4:30 p.m. Matt .u-id Tom returned to the office and s"rated that the construction appo-aced to be as per the approved utility plans. At this the c.:ontractor had installed 3 or 4 joints of pijx�. -2- Septcjil-x_,r 30, 1981 1.0:00 a.m. Craig arrived on site and met with Dave Simpson. The contractor had .installed approximately 140 feet of 8" main with ballast material on top. Craig informed the contractor that he should discontinue work until a solution could be found to eliminate the sewer department's concern. October 1, 1981 8:00 a.m. Met on site with Craig Farver, Chuck Inghram, Dave Simpson, Dick Rutherford. Discussion consisted of alternatives to the existing design. Dick (of Stewar_ts) indicated that raising the invert approximately 2-feet �,,ould be p�)ssible with an increase of pipe size. In addition, Chuck requested an 8" sanitary seTvrer line be laid between the existing man'zoles on the 42" line. This would eliminate all service taps off the 42" main. 1.1:00 a.m. After discussing the suggested alternatives and the City's responsibilities with Roger, I called Stewarts Engineering and informed Dick that this a.m.'s discussions would be okay. 1.:00 P.M. Contractor started removing previously laid 8" main and compacted (appr_ox.) trench to new invert elevation. On site equipment and labor consisted of front-end loader, compactor, bac},1ioe, 3 operators and 3 laborers. October 2, 1981 A.M. Loveland Excavating started laying 10" sanitary se%..er_ main at new invert elevation. From existing bg1 on 42" main south to IU1448. Equipment on site: backhoe, loader, with 2 operators and 3 laborers. October 5, 1981 A.M. Contractor started backfilling and compacting previous day's work. P.M. Started laying 10" sanitary sewer from IVU38 to M[1#7. October 6, 1981 A.M. Contractor_ backfilling and compact]- between ITI's #7 and 8 and started laying 10" main from NEV to 6. P.M. Laid 10" main to MIi#6. Oc: toter 7, 1981 A.M. Contractor backfilling and compacting between H07 and 8. Tied in Jail. site sewer service to 10" Imam at M1I1; 6 . P.M. CITY OF FORT COLLINS MEMORANDUM TO: John Arnold, City Manager FROM: Don Parsons, City EngineerF:�, ,t THROUGH: Roy Bingman, Director of Public Works °t { DATE: January 25, 1979 r RE: Prospect -Timberline Improvements G Recently a number of developers have made inquiries regarding the use of City resources in conjunction with development along arterial street rights -of -way. The improvements are primarily street and drainage related, ranging from the Creger Depression storm sewer to the proposals for the South College Properties. In the case of Prospect and Timberline, adjacent to Centerpoint Park Subdivision, the improvements concern the existing bridge on Prospect over Spring Creek. The FIA study has designated a substantial portion of Centerpoint Park ` as the floodway of the Spring Creek Overflow. This overflow is the result of the inability of the existing bridge to pass the anticipated flood flows. The developers of the subdivision have indicated they feel the City should undertake the improvement of the bridge in conjunction with this development to eliminate the overflow floodway through their property. While this may appear to be the most obvious and logical solution to the developers, from the City's point of view it deserves serious consideration. To begin with,, the reconstruction of this bridge by the City is not the only solution,. It might be possible for the developers of Centerpoint Park to provide a channel, with overflow into parking areas for example, which would allow the passage of the flood flows. A surface overflow on Prospect or a partial reconstruction are other alternatives which the developers might consider. If it becomes necessary to involve the City, this bridge has not been included in our present schedule for public improvements. Revising our priorities in the capital improvements program for the purpose of facilitating the development of a particular site may become a significant and undesirable precedent. It might be possible to obtain federal funds available for the reconstruction of "sub -standard" bridges. Although neither of the bridges at Timberline and Prospect have been scheduled for improvement up to this time, an analysis of traffic considerations would probably assign greater priority to the Timberline bridge. The most desirable alternative and the extent of the City's responsibility in providing that alternative are not clearly defined. And in resolving those matters, it will be necessary to address the overall question of the City's role in the future in developments along arterial streets and storm drainage rights -of -way.. John Liou MIA - Building 710 Denver Federal Center Denver, CO 80225 Mr. Liou: The following matters are areas of concern the City of Fort Collins has in regard to the floodplain insurance studies for the City. On November 8, 1979, a meeting was held at the City of Fort Collins regarding the floodplain delineation in the Centerpoint Subdivisi2n- Attending the meeting were representatives from Rhodes Limited Reality World, James H. Stewart & Associates, the City of Fort Collins and the Federal Insurance Administration. During the meeting a question was raised why the area in question (see attached man) was classified as a floodplain with flood fringe and floodwav areas and was not classified as an overflow area for Spring Creek. An overflow classifi- cation for an area is classified as those areas that are subject to flooding due to overfloodincf of channels, and are not subject to velocities higher than 3-feet Her second and flooding depth of 3-feet or less. As Her your direction in the meeting,, James H. Stewarts have performed a HEC-II run of the area. Attached you will find a copy of the computer printout for the area (Hanel 4 of 5 of the flood boundary map, see attached), and a map showing the location of the cross-section for the computer model. The computer printout for the area shows the flooding characteristics are within the limitation of shallow flooding. Would you review this material with this in mind and reply from your observations? I F,ould be free to meet with you regarding the matter. Also, in corriparing the City's and Larimer County's floodplain mans, a discrepancy has surfaced. A property that is bisected by the jurisdictional boundaries shows a 500-year floodplain on one and a 100-year on the other. This discrepancy is located on panel 179 of 278 for Larimer County and panel 2 of 5 of the City's floodplain maps. I have attached a copy of each for your information. Would you look into this matter and make the necessary map amendments? Also, I am including for your information a preliminary copy of the proposed iTmrovement plans for Spring Creek (panel 3 of 5). This matter is in the nre- liminary nlanninq stage and if you have anv concerns on the matter, please bring them to my attention. (once the improvements are in place, I foresee that a map amendment will have to be made.
