A minimum 2 foot clear distance is to maintained between the storm drainage line and the water lines, unless otherwise approved by the District. Air release valves are to be placed on the high points of the water lines. The Districts would prefer that the preliminary and final drawings be submitted separately from a chronological standpoint for review. On Wednesday, September 2, 1992, I conducted a walk through inspection and found the following items to be incomplete or in need of repair. 1. The stormwater outlet from Hobson Court south through Ogden Court needs an ADS end section where it terminates at the creek. The existing pipe has been beveled to give the pipe an end section like appearance. This is not acceptable. 2. The overflow channel between Lots 52 and 53 adjacent to Hazel Court need to be installed. In addition, the depressed curb on either side of the storm water inlet (driveway approaches) for these addresses need to be installed. 3. Remove and replace the concrete sidewalk around the subdrain clean out adjacent to 1000 Hobson Court. The clean out is higher than the sidewalk creating a tripping hazard for pedestrians. 4. Install asphalt overlay patch on Clarendon Hills Drive at Hinsdale Court as per approved utility plan. 5. Install asphalt overlay on Clarendon Hills Drive from Lot 1 southeast to Lot 6 as shown on the city approved plans. 6. Immediately clean all streets in the 4th Filing and continue to monitor and clean them as needed to prevent a build up of construction dirt and debris. 7. Install back lot drainage Swale between Alexia Court and Ashford Court. 8. Submit storm water certification of drainage facilities to the City Storm Water Division for their approval. 10. Submit certified Record Plan Transparencies of the development project to the Director of Engineering for the City's records as required in Paragraph J of the Development Agreement. When these items have been received and or completed the warranty period for the Clarendon Hills, 4th and 6th Filings will begin. If you should have any questions, please call me at 221-6605. WestGas has an eight inch natural gas pipeline located along South Shields Street. It should also be mentioned that WestGas is now working with Mr. Dennis Donovan, of Land Development Services, to relocate a portion of the existing natural gas pipeline located across the drainage, north of Hilldale Drive. If any further widening and/or re -grading of South Shields Street is to take place, WestGas must be informed so that measures may be taken to either relocate or lower the eight inch pipeline. Keep in mind that this is a high pressured'. natural gas pipeline located along the west side of South Shields Street. An exact location of the facilities may be determined by contacting the utility notification center at 1-800-922-1987. It should be mentioned that WestGas is now working with Mr. Dennis Donovan, of Land Development Services, to relocate a portion of the existing natural gas pipeline located across the drainage, north of Hilldale Drive. However, as of today's date there has been no indication that WestGas must relocate the entire natural gas facility within the area of the Clarendon Hills Subdivision. If the Ciity's intent is to widen or grade South Shields Street at the location of the proposed subdivision, WestGas is requesting that a copy of the Plan and Profile of the proposed roadway be supplied as soon as possible. Box 8292 Fort Collins, Colorado 80526 (303) 482-2125 February 10, 1992 Susan Hayes Stormwater rJtility City of Fort Collins 235 Mathews St. Fort Collins, CO 80522 Re: Clarendon Hills 6th Filing Dear Ms. Mayes: The Applewood Water Association has an irrigation ditch running across the 6th 'filing which the developer, Cary Nordick, of Nordic Construction, is planning to replace with an underground pipeline. We understand that the City of Fort Collins is requesting a written waiver from the Association for any liability the City may have to the Association in approving this pipeline as part of the development plans. The Board of Directors of the Association has agreed to waive any claims it may have against the City for authorizing the proposed pipeline, and this letter shall constitute such waiver, provided the following conditions are met: 1. That the covenants of Clarendon Hills 6th Filing will include a provision requiring homeowners to notify the Association prior to installation of any improvements in the irrigation easement, such as fences, landscaping, etc., in order to avoid damaging the pipeline. We would like to review the exact language of the provision with Mr. Nordick; 2. That final plans for the pipeline are approved by the Association. The pipeline must be a 14 inch PVC pipe designed and installed according to Soil Conservation Service standards. In the past we have indicated our approval by signing the utility plan; and, 3. That an irrigation easement is granted along the east side of Shields to coincide with the utility and landscaping easement already in place. Mr. Nordick planned on making the change to the plat today. The Association understands that it will be responsible for repairing or replacing any improvements disturbed by installation of any pipeline in that particular easement. March 30 -- Begin filling over the pipe to create an access road to be used when we cross Shields Street. March 30 to April 20 -- We plan to contain our work on the east side of Shields Street, at which time we believe West Gas will be cutting back or shutting off the gas pressure in the 8" main in Shields. April 20 to May 9 -- Work will include placing the 66" R.C.P. pipe and the box culverts (10X10 & 6X10) and all the other storm drain items in Shields Street for a pro- posed road opening of May 11th. We are anticipating Shields Street closed for approximately 24 calender days, with a road opening on the 9th of may . Thank You Andy Krill/Chief Estimator 3/10/92 MEMORANDUM DATE: March 23, 1992 TO: Rick Ensdorff, Transportation FROM Matt Baker, Engineering !�S RE: South Shields Street at Clarendon Hills I have just received the schedule from the contractor for installing a drainage and pedestrian tunnel under Shields Street at Fossil Creek. This work requires a road closure on South Shields Street from April 20. 1992 until May 11, 1992, a period of 21 calendar days. This project is the installation of a 66" RCP drainage pipe approximately 35 feet below the.roadway grade, and a 1OX10 foot box culvert pedestrian tunnel at Fossil Creek. A 6X10 foot box culvert will also be constructed at the Burns tributary. Because of the depth of the excavations, keeping the roadway open while under construction is not possible.. Constructing a temporary detour around the worksites through a 35 foot fill section is cost prohibitive. Closing the roadway for construction is the only viable alternative. The contractor intends to proceed with the work six days a week until the roadway can be opened. There is an 8" high pressure gas main that will be relocated during this project. The twenty-one day closure is a prudent estimate, minor weather delays are included. If the project precedes quickly, the roadway will be opened earlier. Traffic Masters has previously submitted a traffic plan for the construction area and detours to the Transportation department. Please reference this plan for the proposed closure. Dated: 05/07/92 at 1515. Contents: 2. SOUTH SHIELDS STREET CONSTRUCTION UPDATE: Construction is proceeding on South Shields Street, south of Harmony Road. The roadway has been closed to traffic since April 20 for the installation of three major culverts under the roadway. The planned re -opening of the roadway has been delayed until May 15 due to unforseen construction problems. This is a delay of four additional working days from the original schedule. During excavation, the original county bridge was discovered buried over 25 feet below the existing roadway. Judging from the materials used in the construction, the bridge was built for horse-drawn traffic around 1910. Instead of being dismantled, it had been buried whole when Taft Hill road was originally constructed. A one ton jackhammer mounted on a crawler track had to be rented and lowered into the excavation to demolish the structure. The relocation of a 7000 psi high pressure gas main caused and additional delay. However the contactor has been working six days a week from dawn to dusk to get the project completed. The additional time is needed to complete the asphalt paving to reopen the road to traffic. Jim Gulley of Gulley Greenhouse has been extremely happy with the detour and signage routing traffic to his business. He sees no problem with the delay in opening the road. He has indicated little or no loss in business from the road construction project.
