Parsons and Associates 432 Link Lane Plaza Fort Collins, CO. 80524 Dear Jeff: - - - - - The Planning Staff has completed the interdepartmental review for Dakota Ridge P.U.D. First Filing, Final. The following comments are offered: 1. The Public Service Company needs to install two gas lines along the north side of East Horsetooth Road. One is an intermediate pressure feeder line and the other is a distribution pressure feeder line. Since these lines must be placed in. a utility easement, there may be some problems with the size of the easement and potential conflicts with the street trees, perimeter fencing, irrigation pipe and other underground utilities. Consequently, it is recommended that a utility coordination meeting be scheduled to resolve potential. conflicts. The City will schedule and facilitate this meeting. 2. U.S. West requires a 20' x 20' easement for telephone cabinets at the southeast corner of Lot 7. In addition, U.S. West has the following questions.: A. Is -the 10' access, drainage, utility, and irrigation easement at the south edge of Tract A wide enough for telephone cable and all other utilities planning to use this; easement? B. What is the description of the 15' easement along the sough side of Lots 1 - 7? Is wide enough to accommodate all utilities? C. Is the 10' easement along the east property line wide enough for the developer to provide utility trenches along with the 4' concrete pan in the center of the 10' easement? D. Doer the 20' Tract B dedicated right-of-way permit utility crossings? The P.U.D. should indicate all ramp locations► sidewalk widths, greenbelt widths, and street widths. 4. The following comments pertain to the plat: A. The Tracts are not clearly defined and soom to conflict with street right-of-way. The boundaries of the Tracts are not clearly defined, especially Tract-0 C, D, and E. B. Should Tract B be referred to as "ritatlt-of-way" or "access, drainage, and utility.easement''t' C. An offsite drainage easement may be requived at the end of Fall River Dri~v�:" D. The vicinity map should be more readable, ;over a larger area to the south (Linton School), and include major street names. E. The control monuments must be described. F. The outer boundary monuments must be des('t•ibed. G. Please remove the reference to Sheets 2/%+U and 3/20. H. The legal description should read: "... Coutttt4ncing at the Southwest Corner of Said Section •29... ", tlot quarter. I. The notation at the southeast corner %)f Lot 63 is unreadable. 5. If there is a non -regional detention pond, it will not be maintained by the City of Fort Collins Stormwatt"' Utility. If a homeowner's association is established, ttt��n Parks and Recreation will not maintain the arterial streetscape. 6. The Parks and Recreation Department must revi4,l4 and approve the landscape details and irrigation plan for t!«3 streetscape along Horsetooth Road. Parks and Rec will not 1)t'gin arterial maintenance for a period of two years or until A,. Opted by the City. A concrete mow strip must be provided fot' the perimeter fence, or the sidewalk must be widened to the centerline of the fence. 7. The final design of the fence must be detailed lti a schematic on the P.U.D. 8. Any reference to metal sidewalk culverts shoitt%t be deleted. It is the experience of Parks and Recreation th,0 these should be surfaced with concrete, not metal in order be safer for bikes. 9. The developer of Stone Ridge P.U.D. has agreed to provide a local street connection from Caribou Drive/Fieldstone Drive north into Pine Cone O.D.P. to form a tee intersection with Dakota Drive. This tee intersection will occur directly adjacent to the proposed City Park. Since this street connection will feature an eight foot wide, detached bicycle/pedestrian path, the need to extend your path in drainage swale west to Dakota Drive is eliminated. The path in the drainage Swale need only go as far west as the Stone Ridge/Pine Cone local street connection, where _it can meet up with the eight foot wide detached path going northwest to the Park. 10 Please add a fire hydrant near lot 50. 11. Please include a detail of the second point'of access. Thi! could shown on an expanded and updated vicinity map. 12. The Poudre Fire Authority indicates there is a already a Dakota Drive but it does not show up on our street map. Perhaps it is a new street in the County or was platted but never built. Please investigate. If the name is a duplicate, another name must be selected. 13. Also, the P.F.A. advises that there are already streets named "Wolf Creek" and "Fall River". Again, if these are duplicates, then new names must be selected. 14. Please acid the attached planting detail to the landscape plan for all trees in the dryland areas. The "recessed tree basin" is an important planting technique in areas that are not irrigated. 15. Please add the following note to the landscape plan: "Final acceptance of maintenance by the City of Fort -Collins of all trees and streetscape along East Horsetooth Road will be after a period of two years after planting." 16. The landscape plan should specify "Marshall" Green Ash. 17. The issue of the common fence between Dakota Ridge and Stone Ridge must be resolved and shown on the Final P.U.D. prior to the Planning and -Zoning Board hearing. The design objective is to not have competing fences and to establish design uniformity. The perimeter fencing for Oak Ridge P.U.D. along Lemay Avenue, south of Oak Ridge Drive, has been well received by the public. 18. Since the project does not meet the 65% solar orientation requirement, it is recommended that, for only those lots need to reach 65% compliance, other methods be explored for promoting solar gain. These include but are not limited to placing garages on the north, maximizing windows on the south, or placing the structure on the lot so that the house itself may be within 30 degrees of a true east -west line. 19. The Planning and Zoning Board may have additional comments or suggestions as a result of the preliminary hearing on June 22, 1992. 20. Staff applauds the use of a detached sidewalk on the east side of Dakota and placing street trees in the parkway strip. This is a non-standard design for a local street that upgrades the streetscape and will add a traditional character to the neighborhood. 21. If the irrigation ditch is to be piped, then permission must be obtained from Mr. Harold Webster. As of this writing, Mr. Webster has not been contacted and he has expressed- concern to this office regarding this lack of communication. This concludes Staff comments at this time. Please note the following schedule for the July 27, 1992 Planning and Zoning Board meeting: Plan revisions are due Wednesday, July 1, 1992. P.M.T. Is,. renderings, 10 prints are due Monday, July 20, 1992. Final my -Lars, site and landscape covenants, and development agreement* are due Thursday, July 23, 1992. * If the development agreement is not executed by the time of the July 27, 1992 Planning and Zoning Board hearing, then Final may be approved subject to the condition that the agreement be executed prior to the second monthly P & Z Board hearing following July 27, 1992. If this time frame is insufficient, then the developer may ask the P & Z Board for an extension at this subsequent meeting. As always, please call if you have any questions regarding these comments.
