Services Planning Department City of Fort Collins May 23, 1994 CDL Partnership 2412 Rolling Wood Lane Fort Collins, CO. 80525 To Whom It May Concern: Staff has reviewed your documents for Dakota Ridge P.U.D., Filing No. 3 - Preliminary that were submitted on May 2, 1994, and would like to offer the following comments: 1. Public Service Company of Colorado has stated that the title of the subdivision plat should be R68W, not R67W. 2. A copy of the comments received from U.S. West is attached to this letter. 3. Plant Note 6 on the Site and Landscape Plan should end with prior to issuance of certificate of occupancy. The reference to "more than 25 % of the units in this phase" should be eliminated. 4. The comments received from the Engineering Department are as follows: a. No pavement design was included in the soils report. It must be submitted for City review prior to subgrade preparation. b. There are no apparent groundwater problems. C. No update to the Dakota Ridge traffic study was submitted for this filing. This proposal does not meet the requirements of the Solar Orientation Ordinance (a minimum of 65 % of the lots must comply); therefore, a variance request is necessary and must be supported by one of the three variance criteria in the ordinance. 281 North College Avenue • P.O. At one time, were not cul-de-sacs planned from Pinecone Circle to the southwest that allowed bicycle/pedestrian connections to occur from this filing to the park? Bicycle/pedestrian connections should be provided. 7. The plan should be reduced in size, possibly going to a scale of 1 " = 80' or 1 " =100' , to enable the plan to put this filing in the context of the surrounding area and Pinecone O.D.P. 8. Plan Note 7 would more appropriately belong under the Project Notes. It really does not have any relationship to the landscaping. Also, this street width variance request needs to be submitted in written form to the Engineering Department. 9. The reference to the New Fort Collins High School to the southwest, on the Site and Landscape Plan, should be City of Fort Collins Neighborhood Park. Also, the referenced C.S.U. Property to the northeast is actually CSURF Property. 10. Bicycle/pedestrian access should be provided from this development to the north and east. There is a major drainage channel in that area that has a bicycle/pedestrian trail that should be connected to. 11. The Pinecone overall drainage report and plan had different drainage configurations than this plan shows. There is no on -site detention being proposed for this filing, which will increase the detention requirements on the church site. Is there an agreement with the church site to shift the detention requirements? This filing cannot be approved without an agreement in place. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. U S WEST will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. The developer is responsible for provision of all trench, street crossings, and ditch crossings for telephone facilities within the project, and the developer pays up front construction costs for facilities within the development. Telephone facilities generally occupy rear lot utility easements, which must be located on terrain which permits trenching operations. Any relocation of existing telephone facilities required by these plans will be paid for by the developer. Susan M. A copy of the comments received from U.S. West is attached to this letter. 2. Both Shavano Court and Milner Court street names exist in Livermore, with the same hundred blocks. For City/County Emergency Services dispatching purposes clarity needs to be maintained. 3. The Stormwater Utility has stated that this project cannot proceed without the Pinecone O.D.P. update that is still outstanding. This update could determine whether this site will require detention or not and could significantly alter the site layout. Without the completed O.D.P. update this site cannot be recommended for even preliminary approval by the Planning and Zoning Board. Please address the comments that were givE!n as part of their preliminary review of this project in your future submittal to them. Also, how does this site impact the park site from a drainage standpoint? This needs to be clearly defined. Enough contours and grading must be provided to show how the park site and Dakota Ridge, Third Filing is affected. The updated O.D.P. will show how the park site will drain. Please contact Glen Schlueter or Basil Hamdan with questions about the storm drainage concerns. They can be reached at 221-6589. 4. Lots 35 through 39 fall along the Foothills Basin drainage channel. The developer needs to contact the Natural Resources Department regarding a possible need for a transition zone between the development and this drainage channel. The Mapping Department has the following comments: a. The "Basis of Bearing" line needs two points in order to re -construct the line. b. The "Monument to be Set" must be described. C. The legal description does not match the map and it does not close. A redlined set of the final plat, reflecting these comments, has been forwarded to TST. 6. Street tree plantings should be added along Pinecone Circle, within the parkways between curb and sidewalk, similar to the treatment on previous Dakota Ridge filings (attachments to letter sent to Chuck Betters). 7. The Pinecone O.D.P. indicated bicycle/pedestrian access from this part of Dakota Ridge to the CSURF property to the north. The need for these connections is still valid and should be provided. 8. There aria 5 PLANT NOTES on the Site & Landscape Plan. Where are the plants? 9. More information is needed on the Site & Landscape Plan about the land uses and improvements on the properties completely surrounding this site. It is difficult, from the information ion the plan, to put the Dakota Ridge, Third Filing into the context of the surrounding area. This completE�s the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. The Dakota Ridge, Third Filing - Preliminary has been continued to the July 25, 1994 Planning and Zoning Board hearing. The Dakota Ridge, Third Filing - Final. would then be heard by the Board on August 22, 1994. Please be aware of the following dates and deadlines to assure your ability to stay on schedule for that hearing date: Plan revisions are due no later than August 3, 1994.
