NEIGHBORHOOD MEETING SUMMARY
COLLINDALE PUD '85
On Wednesday, January 29, 1986, from 7-8PM, in the Col lindale Golf Course
Clubhouse, a neighborhood meeting -was held on the proposed Coll indale '85
PUD. Approximately 19 neighbors attended.
Elaine Kleckner, City Planner, started the meeting with a short video tape
on the planning process and Bill Brenner of Robb and Brenner Architects
presented the site plan for the developer, William Bartran. Mr. Bartran
explained the development concept and answered questions. The meeting
closed with Ms. Kleckner summarizing neighborhood concerns.
The groups questions and concerns can he summarized as follows:
1. Storm Drainage: This was an important topic to the group. They
questioned how the proposed storm drainage' facility will work and
expressed a desire to see drainage looked at in a'romprehensive manner,
since they perceived problems with other development in the area.
Development east of the railroad tracks is poorly drained and affects
their property, according to several individuals. They also pointed
out that existing discharge pipes were poorly maintained. The group
questioned responsibility for maintenance for the proposed detention
area.
2. Traffic Impacts: Another very significant issue was the proposed
access plan. Residents were concerned that the City's desire to limit
access on Horsetooth Road created safety problems for children and
pedestrians on the local streets. They also anticipated more traffic
filtering south from Nelson Farm to reach Horsetooth Road. Residents
feared an even greater disturbance to their neighborhood when the
property to the west of this site develops. They inquired if speed
bumps and stop signs could be installed on the local streets.
3. Improving Horsetooth Road: The group expressed the desire to see
Horsetoothh Road improved to its full width.
4. Access to Amenities: After hearing that tenants of the new PUD would

22. The drainage easement between structures cannot be considered active
open space because it is less than 50' wide (see page 11808 of the
Zoning Code). The detention pond may be considered active open space
(with the 50' guideline in mind) but the area of the side slopes must
be deducted. I suggest not taking bonus credit for open space on the
density chart - take credit for the approved Neighborhood Service
center to the east (Greenfield Village Master Plan) instead. Your land
use data should be revised however, to reflect the corrected active
open space 'Figure.
21. Provide a brief description of how this project handles noise impacts
from the adjacent railroad. I've attached a study that was done for a
development east of Collindale PUD '85 and this should provide the data
you need.
22. Elevations of each building type should be provided at the Final PUD
stage. The Preliminary site plan should note where the stepping down
from 2 1/2 to 2 stories occurs. Additional landscape screening should
be provided south of these larger buildings to mitigate visual impacts
from Horsetooth Road. Is Building 9 the only 2 1/2 story structure
that does not step down?
23. A few weeks ago we discussed the need to verify the accuracy of the
A.P.O. list„ We need the updated list as soon as possible.

Union Pacific has reviewed the correspondence forwarded
with your memorandum of February 6 concerning Item No. 23 titled
11-86 Collindale 85PUD-Preliminary relative to planned residential
adjacent to Railroad right of way there in Fort Collins, Colorado.
Our Engineering Department has the following comments
regarding the proposed PUD:
1). Security fencing should be required on the property line
between the Railroad and the PUD due to the residential
nature of the development. Landscaping and berms only
as suggested on Sheet FS-I will not provide the proper
security.
2). The Railroad will require more information on the
improvements to the Horsetooth Road crossing due to the
added volume and makeup of the traffic produced by this
PUD.
3). The Railroad will require riprap at the end of the
culvert, shown on Sheet PS-3 located due east of
Collindale Drive, which will drain into the development
outflow channel. This is needed to reduce erosion to
the berm separating the outflow channel from the Rail-
road right of way ditch.
After- you have reviewed the Railroad's request, I would
appreciate a response from you on the above items.

Gentlemen:
As you know, the Collindale '85 Preliminary PUD was approved by the Plan-
ning and Zoning Board on March 24, 1985. Approval was subject to address-
ing the following concerns before Final PUD approval:
1. Options for redesign of the parking spaces adjacent to Horsetooth
Road should be explored.
2. Quantities of plant material should be increased as described in
the Staff report.
3. Staff and the applicant should look into realigning the southerly
access to the site.
Although not a condition of approval, the Board asked that information on
NCR's operation with respect to hazardous material transport, storage and
use be provided at Final review and that we examine potential impacts to
the Collindale development.
Other items to be addressed are as follows. Revisions reflecting these
comments are due by noon on April 9, 1986. Colored plans and reductions
should be provided by April 18th and all signed documents are due on April
24th at noon.
1. We received the attached letter from Union Pacific outlining their
concerns. I suggest contacting them directly on these items.
2. Please update me on detention pond design options. Also, recent
comments from Tom Gathman indicate that some revisions to the cal-
culations in the storm drainage report are in order.

3. The Fire Department is still concerned about parked cars blocking
access in front of Buildings 4, 9, 7 and 14. They also suggest
moving the northerly garage for Building 4 to improve site dis-
tance. I will meet with them and if necessary, have their repre-
sentative at our Friday meeting.
4. Note on the Site Plan where "NO PARKING - FIRE LANE" signs will be
located. They must be provided on both sides of the drive.
5. Trees should not be planted in close proximity to the sewer line
behind the northernmost duplex.
6. The Final Plat should show building envelopes or Tract A drainage,
access, and utility easements. The owners name should be on the
plat.
7. Plans should note that curb cuts will be concrete to the property
line.
8. As you know, improvements to Carlton and Horsetooth must be done
with this project. The Engineering Department needs plans for the
portion of Horsetooth to be constructed with this project.
9. A repay is due on the water line in Horsetooth Road.
10. The numbers of the fee simple lots should be the same on the plat
and site plan.
Thanks for your cooperation on the Preliminary PUD. I'll see you this Fri-
day at 9 AM to talk about the Final.

ment for Collindale "85" PUD to install the 15" storm water pipe across
Horsetooth Road at station 46 + 50 of the ARIX drawings dated 4-15-86
from its property to a point on the City of Fort Collins Golf Course
in accordance with the approved City plans prepared by their consulting
engineer,.
Bartran Homes, Inc. also agrees to regrade the area between the
existing Horsetooth Road and the fairway to establish positive drainage
to the new storm sewer pipe. This area is anticipated to be the area
shown in red on the attached aerial photograph. Also, attached is a copy
of the ARIX plan showing the new location of this storm sewer.
The exact location of the area to be regraded will be determined as
construction progresses and will be coordinated with and approved by the
Storm Drainage Utility Dept. and the Golf Course Superintendent.

After due consideration of the relatively minor impact to

This decision was reached at a meeting on the morning of

The Collindale '85 Final PUD was approved by the Planning and Zoning Board
on April 28, 1986 with the following conditions:
1. The developer shall design the culvert under Horsetooth Road in a man-
ner acceptable to the City, and obtain approval from the City to do the
off -site improvements.
2. The Development Agreement shall be executed.
The Board stated that these conditions must be addressed by May 28, 1986 or
the Final PUD approval will no longer be valid.
I have received the correspondence about the drainage and golf course
improvements, indicating that everyone is in agreement on the culvert loca-
tion and extent of earthwork. I have not seen the Development Agreement
however, and this should be executed by May 28, 1986 to keep the Final PUD
approval alive.

Dear Larry,
I am in receipt of your letter of October 24, 1986 and have studied the
proposals for, the partial improvement of Horsetooth Road.
The City of Fort Collins will participate in the cost of construction in
accordance with the Street Oversizing Ordinance in the Code of the City of
Fort Collins.,
As you are aware, the Street Oversizing Ordinance was revised in August of
this year. The impetus for the revisions was the City's lack of funds to
participate Jn street construction. Although the City does not have funds
available at the present time, projections indicate that there will be
sufficient monies available in January of 1967.
The alternate that I chose is ALTERNATE II - 40' Roadway. There are
several points in favor of this approach.
1) The cost/benefit analysis is much better for the 2nd alternate.
2) The width will allow for future traffic patterns, including a turn
lane, or bike path.
3) This alternate does not include a bike lane that will be removed in the
future.
4) This alternate provides a much larger roadway section, eliminating
sharp transitions at Lochwood and at the railroad crossing, at a very
minimal cost to the City.

One requirement that I will make is that your engineer discuss the
intersection of Horsetooth and Lochwood with Mr. Rick Ensdorff of our
office. This intersection may require a median on Horsetooth, east of
Lochwood for 3UO feet.
I have also discussed
the construction closure of
Horsetooth Road from
Lochwood to the Union
Pacific
Railroad crossing with
Mr. Dick Wartenbe of
our Traffic Department.
He has
indicated his approval
with traffic control
requirements. Please
contact
him for approval of
your traffic control
plan. A notification
in the
local newspapers would be required of you
prior to starting construction.
As is standard policy, please contact the Construction Inspection
Department at least 24 hours prior to construction.
It is most important that you notify emergency services (Police, Fire,
Transfort, Poudre R-1) prior to the road closure when the road closure
takes place, and when it becomes open again for traffic. The Construction
Inspector assigned may help you with this notification, but the
responsibility to notify is yours.
Obviously, the road closure should be as short a duration as possible.
Once paving beyins and there is at least an asphalt base course installed,
opening of the roadway (with appropriate traffic control) over the weekends
is a suggestion. At any rate, 2 weeks to 2 112 weeks depending on the
weather is the maximum time allowed for the closure.
I appreciate your efforts in the timely installation of the improvements
required for this development, and your cooperation and patience in working
through the street oversizing issues.

(no. of units), unit sizes, selling prices, how the parking ratios were
determined, and where construction would take place first on the site.

Dear Larry:
Our Chief Construction Inspector, Dave Stringer, has informed me that
Bartran Homes is currently in the process of constructing the public
right-of-way improvements to Horsetooth Road from Lochwood Drive east to
the Union Pacific Railroad tracks.
During the meeting, on Wednesday, November 5th, between Bartran Homes,
Loveland Excavating, and our Construction Inspection Division, Dave
informed you of our concern about starting this project and still providing
a good street surface for the public. At that time you verbally committed
to ensure us that an asphalt surface would be installed on Horsetooth Road
within the next 2 or 3 weeks. I appreciate your commitment to provide an
asphalt driving surface until the project can be completed next spring.
However, I feel that to allow the removal of the existing asphalt surface
this year would be a mistake.
Construction work which is undertaken at this time of year is subject to
many delays and problems due to the weather. With cold nighttime
temperatures and cool daytime highs, the possibility of placing an asphalt
pavement in less than acceptable conditions is probable. Historically, the
normal weather pattern is for storms of differing intensities to pass
through our area every few days. It is highly unlikely that the work to
Horsetooth Road will be completed in the anticipated time frame.

Knowing the many unforeseen problems which affect the final outcome of an
asphalt product constructed in this type of weather, I do not feel it would
be in the City's best interest to allow the removal of the existing asphalt
pavement on Horsetooth Road this year.
I regret the inconvenience this decision may cause your firm, but to allow
construction of Horsetooth at this time would be a disservice to the
traveling public.

Dear Bob:
This is regarding the storm drainage plan and the detention pond for
a part of Collindale '85 P.U.D. being developed by Bartran Homes, Inc.
They are proposing to replace buildings "E" and "G" as shown on the
Site Plan by Robb and Brenner, and approved April 28, 1986. On Sheet
3 of 12 of the approved utility plans these same buildings are labeled
"C" and "D". They are located along the Southwesterly line of the
Detention Pond.
The amended site plan has 17,215 square feet of impervious cover and
the original plan had 18,725 square feet of impervious cover which results
in a decrease, of 1,510 square feet of hard surfacing. Therefore, the
storm water runoff will be decreased by approximately 0.09 c.f.s. in
a two year storm and 0.25 c. f. s. in a 100 year storm.
The detention pond's Southwesterly boundary is being revised slightly
to accomodate the new site plan. It is proposed to fill in an area of
the pond of 385 square feet adjacent to the most Northerly duplex. It
is also proposed to enlarge the pond in two other locations by 1,630
square feet to accomodate the proposed filled area. These proposed pond
boundary changes are shown on the enclosed "Amended Building Envelope
and Utility Plan" drawn August 16, 1988.
The net result of the proposed Amended Site Plan is less runoff and
increased detention capacity. Therefore, there is no negative impact
on the drainage system.

Dear Joe,
I asked Dick Rutherford to verify Buildings 2 and 3 do not
encroach on the utility easement between them.
They located the Building envelopes mathematically and the
envelope for Building 2 is .41 feet from the easement at the
closest point and gets farther from it as the easement extends
southeast.
Refer to Stewart and Associates Drawing dated 8/16/88. Our
drawing SP-2 was coordinated with Stewarts drawing.

I am writing this as the Managing Partner of Fox Meadows II, A Colorado
General Partnership. We own property at the southeast corner of Timberline Road
and Horsetooth Road. The land fronts for one -quarter of a mile on Timberline
Road.
For approximately the last two years we have been trying to complete
development on the approximately fifteen (15) acres.
At first, we wanted to complete BigHorn and Timberline Roads without
any interior development and that was not acceptable with your department.
Next, we went through several engineering changes involving BigHorn. Then,
some more changes on Timberline. Our engineering costs increased with each
change. Finally, after many indecisions and changes by various City departments,
a Final Plan was settled on and a Preliminary was engineered and passed.
Now I am informed another indecision has been reached on Timberline
Road. An eighty-eight (88) foot wide roadway was engineered and now apparently
it has been narrowed to seventy (70) feet.
My understanding is that your department still wants the eighty-eight (88)
feet dedicated to the City for future use. This leaves eighteen (18) feet of

As you recall, you are taking seventy (70) feet from the landowners on
the east side of "timberline Road, and the price has not been settled at this
time. There are problems involved in this situation. Landscaping and maintenance
of the area by which party and the cost involved are certainly problems.

NOISE IMPACTS
The proposed project is affected by noise sources of the Union
Pacific Railroad. The anticipated noise level is proposed to be
handled as follows.
1. Building Placement - All buildings are placed with either
ends of buildings facing the tracks or buildings are placed
askew to the tracks. A distance of 120' minimum from tracks
will be maintained. (Less than 100 of the units are at this
setback).
2. Site Barrier - A wood fence along Lots 20 thru 23 and dense
landscaping along the R.O.W., east of Buildings 14, 15, and
19 is proposed.
3. Building Construction - Wood siding, insulation, double
glazed windows, and weatherstripping will greatly reduce
sound transmission into buildings.

Staff has reviewed the Preliminary PUD submittal for Collindale PUD '85 and
has the following comments to offer. Revisions reflecting these comments
are due by noon on March 5, 1985. Items that cannot be shown graphically or
noted on the plans should be addressed in writing. Reductions of all plans
and colored renderings should be submitted by March 14th.
1. The Light and Power Utility has requested a 12' easement along Carlton
Avenue and a 15' easement along Horsetooth Road. (Adjustments to the
Landscape Plan will be needed to avoid conflicts).
2. A 10' easement must be dedicated for the 21" sewer line north of Lot
23.
3. A repay exists on the water line in Horsetooth.
4. Additional storm drainage information and corrections are needed:
a. The soils report cautions against basements, yet garden levels are
proposed. Please explain.
b. All calculations should be provided.
c. The pond bottom and outfall swale are too flat. Even though the
City will not maintain it, 0.13 is not acceptable. Perhaps a
low -flow subdrain could be provided. As proposed, the plan would
create problems for future property owners.
d. Although a future pond will be built for the 8th filing, the
proposed 9th pond must be able to handle the existing Q100 flow
from the 8th, or flows must be routed somewhere else.
5. All plans must be 24" x 36".
6. The south sanitary sewer should be moved under the asphalt drive.

7. Staff suggests moving the fire hydrant from the island to the
greenbelt.
8. The extent and timing of developer participation in Horsetooth Road
improvements must be discussed. Improvements as a City capital project
are not anticipated for 3-5 years. I would be glad to set up a meeting
with the City Traffic Engineer at your convenience.
9. At two locations, parking is quite close to the Horsetooth Road
sidewalk. The grade is a concern, as well the ability to provide a
landscape buffer.
10. All 24' private drives must be posted "no parking - fire lane" on both
sides. Also, a note should be added to the site plan: "Address sign
will be provided at project entrance to indicate all inclusive
addresses. Sign will be 4 square feet in area."
11. Siting of garages is still a concern. The Fire Department is also
concerned about garages facing the access drive without a 0' or 20'
setback. We can discuss the need for specific revisions when we meet.
12. If this tract has not previously been platted, a subdivision plat must
be submitted.
13. Please indicate building envelope lines and show dimensions. Also, show
distance of building envelopes to property lines. Garages should be
within envelopes.
14. For Lots 20-23, indicate standard or typical building setbacks.
15. Signs must comply with the Sign Code.
16. Handicapped units are required by the State Statutes (1 per 7 units)
and this will be enforced by the Building Department. One handicapped
parking space per handicapped unit should be provided.
17. What type of "energy efficient" furnaces will be provided?
18. Please show dumpster locations on the site plan.
19. The concrete pan design in Carlton Avenue is a concern of the City
Traffic Engineer. Please work closely with Engineering on this to make
the slope as gradual as possible.
20. The northernmost intersection on the private drive (interior of the
site) is somewhat awkward. Let's discuss design alternatives.
21. Staff suggests an increase in the density of tree plantings overall,
additional plantings in the detention area, and the addition of street
trees on Horsetooth Road. ( I have a marked -up copy of the Landscape
Plan to illustrate our concerns. We can discuss it when we meet.)
Also, a typical plan of foundation plantings should be provided.
