Dear Bill:
You called me last Wednesday to advise me you had begun to fill in portions of the
Shepardson Channel adjacent to the Fourth Filing of Collindale. Yesterday Bob Smith
and I inspected t.Ae site. You wanted me to let you know what we thought.
Naturally we are concerned that the water spreading out in the easement prevents us
from mowing the area. We are also uncertain of what effect these flows may have on
the sanitary sewer line. And since the fill is not stable, any storm will quickly
erode.the bank and deposit the material downstream.
As I told you yesterday, we are still pursuing a final design of improvements for
the channel. These improvements will probably be a 48-inch storm sewer with an
overflow swale. To install this storm sewer, we will have to excavate some of
the material you are now placing in the channel, which may increase the final
cost of the project.
On the other hand., I understand your concerns with your own site: the erosion
of your property and the need to keep your development on schedule. And I can
certainly appreciate your frustration with the fact that after several years
of talking about this problem, the City still cannot guarantee when and if we
will begin any construction on improvements.
I'm sorry we were unable to come up with a mutually acceptable solution to our
common problem, and regret that you felt you were forced to fill the channel to
protect your property. If you feel you must continue your efforts to fill the
channel, I only hope you will take our concerns into account and try, as much as
possible, to limit your intrusion into the drainageway.
