As per your request of May 5, 1977, I have taken some photographs of
existing cul-de-sacs that have caused problems since their construction.
I have taken pictures of West Lake at Lynwood, Newport Court off Newport
Drive, and Independence Road. There are others in town that are of this
same nature and cause a need for signing which could be avoided if the
cul-de-sacs had been properly constructed.
The main problem with this type cul is the sight distance of vehicles
approaching and the inability to see the end of the cul. As will be
noted in both the Lake and the Independence photos the street appears to
continue which gives the drivers a false impression. Even on the Newport
cul, which is straight, the houses are so arranged at the end of the cul
in a manner that is deceiving and therefore confusing to the drivers. In
both the Lake and Newport culs, signing was necessary; and in the
Independence cul,, I have had requests for signs, but have not installed
them as the development of Winfield Drive will cause the now extremely
long cul to be considerable shorter. However, the problem still exists.
One of the biggest problems is that the sign has to be placed at the
beginning of the cul in one of the residents yards in order to keep vehicles
from entering and turning around at the end of the cul. Those residents
who live on the ends are the ones effected by the turn -around traffic and
those at the beginning get the unsightly sign in either their front or
side yard. This procedure causes dissension amoung the residents and num-
erous calls to this office expressing dissatisfaction that the signs are
unsightly to those residents, where the signs are placed.
Any cul-de-sac that is over 150 feet long and does not have the houses
properly planned at the end is a potential problem and any cul that has
a curve is definitely a problem and will result in the need for signing
to reduce unnecessary traffic caused by trapping vehicles in an area that
is a dead end. This not only irritates the residents but also the motorists
and causes nothing but problems to both.

maintenance those public right-of-way constructions which have been approved
by the City and which have passed all required guarantee periods. This includes
the water mains, sanitary sewer mains, storm sewer mains, street pavements,
street lights, and street signs in the Brown Farm 4th Subdivision

Pleasant Valley and Lake Canal Company will accept the waters
from Detention Ponds A and B, as designated on Exhibit No. Two, of
the Brown Farm Fourth Filing brochure, dated October., 1977. This
willingness to accept the water is, however, conditioned upon:
1. The 12" pipe must be so placed and constructed so that
no waters from the ditch can flow into the detention
pond.
2. A concrete structure, acceptable to the ditch company,
and approved by President Michie, must be constructed
in the ditch so as to prevent erosion.

I am returning the subdivision agreements for Brown Farm 4th Filing as
there was an addition made following your initial signature. This change,
an addition to Section 6.e. on page 5, was requested by the developer in con-
junction with the construction of a 7 foot wide bikeway along Drake Road rather
than a 4 foot sidewalk. Lucia Liley has indicated that you should initial the
change on page 5 before the agreement goes any further.

Dear Fran:
There are three matters concerr_ing the fourth and fifth filings
of Brown Faun that I would like to bring to your attention.

First, for tt.ge second time in three months I have been forced to
place a hold on all certificates of occupancy on Leghorn Drive
due to the lack of care in placing construction materials in the
right of way.
Second, the grading on the stockpiled dirt at the east end of the
detention system for the fourth filing needs to be completed.
(?sir office also needs to receive a letter from the engineering firm
(M&I) certifying that the detention system is completed as per
approved plans. There is a fixed number of certificates of occupancy
and building permits that can be released prior to certification.
Third, the curb, gutter and sidewalk adjacent to Drake Road needs
to be extended to the west boundary of the filing.

Dear Mr. Lahman:
Thank you for bringing the matter of the drainage swale
west of your home to my attention. I'm sorry it has
taken so long to get back to.you.
I've reviewed the engineering designs submitted by the
Developer for -this drainage swale. There may be some
confusion about the exact elevation of the swale, and
I have call.ecl�this to the Developer's attention. A copy
of my letter'to Wheeler Realty is attached.
We will certainly pursue this matter with Wheeler and
will make every effort to see that your -concerns are addressed.
I will keep you advised.
