ee reviewed the background of the development of this subdivision. The original
preliminary plat of the entire _-_:)wn Farm development was reviewed and approved
by t'ia Planning 11,L_ice and the Plan: ing and Zoning Board. A public park was
ir-.."uded in the.,,; st-central -p_r_z of th_e subdivision, but the location was not
d sussed ..ith r Parks a d Rec-_ation Department. The City Council did
foci ally approve tine First Filing of the Brown Farm, which did not include the
r_irk site. The overall preliarar;: plan may have been reviewed at that time.
The School District and the City have been discuss ing.joint park -site planning.
Therefore, from an.overall stand'DoiTnt developing park plans for this area in
co3jurctio; with Blevins Junior .sigh School would be advantageous. Our Parks
and Recreation Department does not feel the original park site is the best location
because of its relative inaccessibility.to the general public, the bad soil
conditions, and close proximity to the ditch which could constitute a safety
hazard to small children.
The majority of property owners :;ho attended this meeting live on Dorset Drive.

Dear Ted:
I have discussed the problem of the damaged Brown Farm bike
path with Mr. Ted Borstad, the engineer in our office who is in
charge of that project. We have visited the site, and it appears
that most if not all of the damage between Hampshire and Stuart
was done during construction of the homes along the south side of
the path„
It has been determined that the damage is extensive enough
to warrant total removal and replacement of the path in that area.
However, an acceptable alternative to this would be to remove certain
damaged sections, patch these sections, then overlay with a one (1")
asphalt mat the entire length of the path from Hampshire to Stuart.
In order to receive certificates of occupancy for the homes on the
south edge of the path you may either make repairs as indicated
above, or bond the work now and have it done at a later date.
In either case, contact Mr. Borstad for specific details.
I note that construction has begun on the homes on Romeldale
Lane north of Stuart Street, and that already the builders have
bequn to damage the path behind those lots. Please take steps to
protect the path in that area so that we can avoid problems of this
type there.

I recently drove through the Brown Farm Subdivision and noticed several
items which should tx- brought to your attention. Primarily I am concerned with
completing the north end of Romeldale Lane.
In that area the bike path remains to be repaired and matched into the
drainage pan, a manhole lid on the sanitary sewer is still- not properly sealed,
and the drainage cut through the sidewalk doesn't have a cover_. Additionally,
some grading and shaping of the Swale just west of the newly installed concrete
pa n is required to insure proper drainage of storm water. To the south on
Rye1_and Lane there is another drainage cut through the sidewalk which needs a
cover.
We have recently been asked for certificates of occupancy on newly completed
homes in these areas, but we cannot release any until such time as the above
mentioned work is satisfactorily completed. If_ you have any questions, please

RE: Water Rights
We have today issued three water and sewer permits on Brown Farm 2nd on
your advice that water rights have been paid. However, we will not issue any
more permits on this subdivision until we have ai indication in writing that
water rights have been furnished the City.

At the time of the Brown Farm annexation, 5.57 units of Pleasant
Valley and Lake stock was given to the City. This stock has a
ccnversion value of 55.55 per share giving us 309.41 acre feet
of water. The conversion factor at that time was 2 units per
acre, in which case the Brown Farm has satisfied the requirements
for 154.7 acres. This shoul.6 cover the 2nd filing and some
future filings.

Dear Dan:
This letter is to inform you that the curb and gutter as constructed
for -that portion of the Brown Farm, Second Filing, lying west of the Pleasant
Valley and Lake Canal will not be accepted by the City of Fort Collins until
one of the following alternates is carried through by Wheeler Realty.
Alternate 1: Remove all curb and gutter that does not conform to the utility
plan approved by the City on October 3, 1973 and replace so as to
be in conformance with said plans.
Alternate 2: Obtain written permission from the Pleasant Valley and Lake
Canal Company to accept the stormwater runoff from that area
of the Brown Farm, Second Filing which drains into the Canal as
the result of this development.
Dedicate a strip of land twelve feet wide between lots 6 and 7
of block 4 of the Brown Farm, Second Filing, as a drainage
easement to provide the City access for maintenance.
Submit all revisions, including a cross-section and profile of
the ditch between lots 6 and 7 to the City Engineer for approval.

a situation which should be brought to your attention.
Recently the two

Colorado Constructors,
but the
pan and radii
were not

of precipitation over
the past
three days
have caused
the, south radius to he
completely flooded, and
this situation
is
compounded
because earth fill was
placed over the gutter
pan for
vehicles to
cross over
into Ryeland Court,
This fi_il creates a dam
which won't
allow
the radius
to drain.
This is to inform you that any damage resulting to either radii, the pan,
or other surrounding puhli_c improvements must he repaired hefore any Certificates
Of Occupancy can he issued on Ryeland Court.

Wheeler Realty contemplates the construction.of a swale between
Lots 6 and 7, in Block 4, in the Brown Farm Second Filing. At the bottom
of the Swale, where the water enters the ditch of the Pleasant Valley &
Lake Canal Company, rock rip rap.will be placed to prevent any possible
damage to the ditch. I
The Pleasant Valley & Lake Canal Company will not object to such
construction provided:
1. Your engineers should coordinate with M..W. Bittinger & Associ-
ates,I Inc., in care of Mr. Mack Adams, concerning the work that is to be
done prior to commencement of any work. Mr. Adams is authorized by the
company to represent our interest, and to insure that no damage is done to.
the ditch. In addition to the rip rap work which your letter contemplates,
you and Mr. Adams will have to make certain that the construction includes
whatever is necessary to prevent washing out or injury to the opposite side
of the canal -'as well.
2. When the work is completed, the construction must be approved
by Mr. Adams.

Dear Mr. Bowling:
During the past week a sewer service was installed by your, plumbers from
the 8-inch main in Tunis to the lot at 2007 Tunis Circle where you are currently
building a home. In the course of this installation a considerable excavation
was made through the existing pavement and sidewalk on the public right-of-way.
This is to inform you that per City of Fort Collins sanitary sewer specifi-
cations you are responsible for the replacement of any and all public improve-
ments which were removed. Further, for a period of one year you are responsible
for the maintenance of this excavation and service should need arise.
