As per your request, we have evaluated the effects on the Dry Creek
flood plain of the construction of the Neighbor to Neighbor house imme-
diately west of Lindenmeier Road. This letter summarizes the results of
the analysis.
We obtained cross-section data for the Dry Creek flood -plain study
from Bob Smith at the City of Fort Collins. This information was recon-
structed from the original study but does not match the exact flood eleva-
tions published in the Dry Creek Master Drainage Plan. We ran the data
supplied to us and matched the results with those data exactly.
We next modified the cross-section data to include the proposed house
construction. Cross section 14.5 was modified to block out the area for
the proposed house construction. Due to the proximity of cross section
14.5 to the structure, we did not believe it necessary to add a cross
section. This essentially blocked out in an area in the flood plain with
the structure from the roadway to the next cross section to the west. We
did not modify cross section 14.9. The results of this floodway run are
enclosed and the maximum difference in the floodway occurs at 14.9 and is
0.01 feet. Since the floodway rise is only 0.6 foot, the effect with the
fully encroached floodway would still be less than the 1 foot criteria that
was used for this study. The base flood elevation at the structure would
be 4950.37, and with 1.5 ft freeboard would require a first floor elevation
of 4951.87.
We foresee no effects in the floodway elevations as the result of
construction of this house. The structure should be located as shown on
the attached site plan with a first floor elevation of 4951.87. If the
foundation is designed to protect from potential erosion, the structure
should withstand the 100-year flood on Dry Creek with a minimal amount of
damage.
