Oak Fort Collins, CO 80524 Dear Donna: The staff has reviewed the application for preliminary approval of the Asamura PUD and would offer the following comments: I. The entrances to the project should be designed as curb cuts rather than curb returns. 2. Per applicant's request for certain variances from the street standards of the City, the staff would make the following recommendations: a. Variance request to reduce the required setback of curb cut along Mason Street to 150-feet is acceptable. b. Variance request to reduce the required setback of curb cut along Horsetooth Road to 75-feet is not acceptable. The applicant should work with staff to relocate the curb cut as far west as possible. C. Variance request to the requirement of a 50-foot separation from any parking space to the flowline of an adjacent street is acceptable. However, the site plan should clearly indicate treatment of parking spaces as Employee Parking Only. 3. The larger pump island would appear to conflict with interior traffic cir- culation and should be re-evaluated. Is adequate stacking space being provided? 4. The water service for this property will be tapped to an 8-inch water line in South Mason Street which belongs to the Fort Collins -Loveland Water District. The applicant will pay City fees and charges and be considered a City customer. Arrangements for the tap will be made with the District. 5. The following repays apply to this property: #42: Sewer line in Mason Street $896.15 #41:. Sewer line in Horsetooth Road $507.67 #79-3: Water line in Horsetooth Road - approximately $14.25 per front foot along Horsetooth Road based upon May 1982 inflation adjustor Ms. Donna Lockwood Architecture Plus May 20, 1982 Page 2 6. Building envelopes should be dimensioned on all sides and distance to two property lines indicated. 7. The loading zone must be at least 500-sf in area with no dimension less than 50-feet. 8. Bicycle and motorcycle parking spaces should be indicated. 9. A 6-foot easement on north property line.and an 8-foot easement along Mason Street and Forsetooth Road will be required for utility purposes. Please indicate on site plan. Voltage available to this property will be 120/208 30 4W. 10. Sidewalks along Mason Street and Horsetooth Road should be indicated on the site plan. 11. Security lighting should be indicated on the site plan. 12. Applicant should provide evidence as to how gas spills on the site will be handled. 13. How does the project reduce energy use (Criteria #29)? Please explain. 14. Additional landscape treatment interior to the site and along property lines will be required for screening, visual and shading purposes. 15. Applicant should investigate special pavement treatment at curb cuts to enhance pedestrian use. 16. Location of trash areas and screening thereof should be indicated. 17. The staff questions the points you have taken on Point Chart D and would recommend we meet as soon as possible to discuss this item. 18. For what purpose was 10-foot easement along north property line originally dedicated? Please explain. I would recommend we meet as soon as possible to discuss the above items. Re- visions to the plans should be delivered to this office no later than Friday, June 4, 1982. Also, on Monday, June 21, 1982, 8-12"xll" reductions and colored renderings of all plans should be submitted. If you should have any questions, please feel free to call. PH (303) 484-4220 DEVELOPMENT CENTER EXT.655 September 23, 1982 Mr. Dana Lockwood Architecture Plus 318 East Oak Fort Collins, CO 80524 Dear Dana: The staff has reviewed the application for final plan approval of the Asamera Oil PUD and would offer the following comments: 1. The applicant should contact a City Crime Prevention Officer to discuss security measures. 2. If the applicant anticipates any excavation in or near Horsetooth Road, the Western Slope Gas Company Division Office in Campion, Colorado (667-3404) must be contacted so the actual line location can be deter- mined before construction begins. 3. The access easement along western property line should be identified on the subdivision plat. 4. The basis for the bearings should be indicated on the plat. 5. The subdivision plat should show two public survey monuments. 6. The cap numbers on the corner monuments should be shown. 7. The owners" signature hox on the plat should be changed to include "President" and "Attest: Secretary." 8. The "Director of Engineering Services" should be "City Engineer" on the plat. 9. The plat should be called "Subdivision Plat of the ." 10. The existing 10-foot utility easement along the north property line needs to be vacated. This item will go to the City Council as a separate item from the PUD plan. 11. A handicapped ramp will be required at the Mason/Horsetooth corner. Mr. Dana Lockwood Architecture Plus September 23, 1982 Page 2 12. Site plan should show relocated fire hydrant. 13. The site plan should show sidewalk transition from 7-foot where it abuts the curb to 5-foot as it leaves the curb. 14. Size of wager and sewer services should be shown on the site plan. 15. If the street asphalt is less than 2-years old where a cut is planned, a 20-foot wide patch will be required. 16. The utility plans should show a storm drain running from the parking lot through an inlet, then pipe into a storm sewer in Horsetooth Road. 17. Building envelope and footprint and dimensions thereof should be indicated. 18. Length of parking spaces should be indicated. 19. Height and material of fence for trash area should be indicated. 20. Walls of buildings where located less than 10-feet from a property line must be fire resistive. Overhangs are not permitted closer than 3'4" to property lines according to the Building Codes. 21. Energy saving features to the plan and building should be indicated on the site plan. 22. Each of the interior landscaped areas near the pumps should be at least 80-sf in ground area to allow for root aeration and should have raised concrete curbs. Also, ground cover for these areas should be indicated. Please revise. 23. Applicant should justify substituting "privet hedge" for lilacs along west property line. 24. A note should be added that architectural renderings of the building are on file with the City. 25. The staff would recommend that the minimum plant sizes be used as indicated on the attached plant list. 26. The signed mylars of the subdivision plat and site plan should be delivered to this office no later than Monday, October 18, 1982. 27. The signed "Landscape and Open Space ovenants" should be submitted on Monday, October 18, 1982. 28. The mylar of the landscape plan and building elevations should be submitted on Monday, October 18, 1982. I would recommend we meet as soon as possible to discuss the above items. On Wednesday, October 6, 1982 revisions to the plans should be submitted.
