Dear Elaine:
I am writing to provide some additional information for our request to subdivide
the parcel at 1018 East Vine into three single family lots.
As you are aware, we are hoping to divide this parcel into three lots ani build
three affordable housing units that will be sold to first time home buyers
financed by the City of Fort Collins Con"uxnity Development Block Grant and the
Colorado Housing Finance Authority. Our plans for this parcel are important
bpcause:l) At this thime it is the only developable lot in the Alta Vista
Neighborhood as the rest of the neighborhood lies in the flood way; 2) It is
good utilization of land within the city limits; 3) The site is located at the
entrance to the Alta Vista subdivision and has the potential for high impact
within this redevelopment neighborhood; 4) This proposal would male a substantial
contribution towards the efforts and investments that have already taken place
(IE Housing Rehabilitation, Park, Streets).
In regard to the variance request for street improvements, it is our belief that
the three homes we would build would have a minimal impact on traffic in the
area. On the average this development would produce about 9 trips/day.
In your letter you mentioned it would be helpful to the City to address the
dedication of the property that is bordered by Alta Vista Street on the East,
Martinez Street on the West, Dry Creek on the South and two residential lots on
the North. Dick Rutherford of James Stewart and Assoc. informed n,ethat the
property appears to belong to Great Western Sugar Company. I spoke with Jack
Futlon of Great Western and he was unaware that the company owned any property
in Fort Collins. Mr. Futton appeared willing to cooperate but was unsure of
where the company's records might be. He thought they were given to the
University of Colorado Archives. We will continue to work on this between
now and January 28th. Given the uncertainty of the records ti,e cannot
guarantee that this will be coriipl eted by January 28th, but will
proceed in good faith.

Dear Steve:
The Parks and Recreation Department staff has reviewed your proposal
to donate a portion of your subdivision to the City. Since the pro-
perty is adjacent to Alta Vista Park and has several large shade
trees, it would make an attractive addition to the park.
We would be glad to accept the area and we appreciate your efforts
in this, matter. We will assume the maintenance on the site as soon
as the deed is received.
There is a possibility that this site of 47' x 82.5' could be improved
in the future to provide some green space and perhaps a picnic area.

I have received your letter of January 18 requesting the elimination
of on -site detention for Alta Vista Subdivision, 2nd Filing, and I agree
with the points you presented in that letter. The usual detention
requirements will be waived, so no detention is required for this
three lot subdivision.

Dear Ken:
At our October 17, 1984 meeting of our Board of Directors, the
Board passed a motion authorizing any or all members of the Executive
Committee to be signers on documents related to Phase II of the In -Fill
Housing Program. We anticipated that with the holidays and vacations
the President or other regular signers would possibly not be available
when a signature was needed.

RE: Alta Vista Subdivision, 2nd Filing
Dear Mr. Herman:
Some weeks ago the Engineering Construction Inspection Division released
its Engineering hold on building permits for lots 1,2, and 3 in the Alta
Vista 2nd Filing Subdivision. Since that time it has been brought to my
attention that these permits can not be released until the following con-
ditions have been meet.
• The Developer needs to establish an escrow account with the City for
110;; of the estimated costs (approved by the City Engineer) for con-
structing the improvements to Vine Drive and Alta Vista Street prior
to the issuance of the first building permit.
• Installation of water and sewer mains with services.
• All storm drainage facilities shall be completed prior to the release
of more than two (2) building permits.
Please be informed that a hold has been placed upon the release of the
building permits until the above conditions have been meet. Work may
proceed with any phase of work allowed under the footing and foundation
permits which have been issued. In addition, this office has received
a utility plan which shows the installation of water and sewer facilities
to service the lots within this development. City Code requires the
installation of these utilities prior to the issuance of any building
permits. It is suggested that this work begin immediately to insure the
release of the building permits for these lots.
I regret the inconvenience this may cause but the requirements of the
subdivision agreement and the City Code must be complied with before a
full building permit can be issued for any structure within this develop-
ment.
