public street.

We are submitting the required number of documents based upon our recent
conversation. If you require any additional copies please let me know.
We have revised the PDP drawings based upon your comments. We have the
following responses to your comments:

Dear Mr. Hill:
Following are our responses to your comments regarding your review of our submittal for the Civic Center
Office Building. Your Comments followed by Response:
COMMENT:
Show meter pit location on landscape plans and provide required landscape/utility separation distances.
RESPONSE: Done.
COMMENT:
Provide a minimum of 5 feet between water service and proposed flagpole on site plan.
RESPONSE: There is not sufficient distance between the flagpole bases to provide 5 feet between the
water lines and the bases. Providing 5 feet between the fire service and the 2" water service, there is just
less than 4 feet between the water lines and the bases. This is the best we can do short of revising the site
plan.
COMMENT:
Match invert of proposed sanitary sewer service drop connection to crown of existing sanitary sewer main.
RESPONSE: Done.
COMMENT:
According to the plans the proposed fire hydrant lateral will cross under the existing storm sewer at or near
the same location as the proposed duct bank will cross under the storm sewer. How will these crossings be
accomplished? Provide complete details for all water line lowerings.
RESPONSE: The fire hydrant lateral will cross over the storm sewer. The bottom of the utility duct bank
is sufficiently higher to provide clearance for the fire hydrant lateral without a mechanical lowering.
COMMENT:
Correct all plan and profile views to correctly show what is installed in the field.
RESPONSE:
COMMENT:
Provide standard manhole detail for the replacement of the existing manhole in Mason/Maple intersection.
RESPONSE: The existing manhole is not being replaced with this project.
Horizontal Control and Pavement Plan; Sheet 4 of 13:
♦ Please show existing and approved design for the corners of Mason Street with Laporte Avenue and
Maple Avenue. In particular, please show enhanced cross walks and access ramps. Please specify
which enhanced crosswalks are to be built as the result of this project.
♦ I met with Jack Gianola briefly on October 13, 1999 to discuss the overall striping for Mason Street
from Mountain Avenue to Cherry Street. In that meeting we discussed the removal of the curb &
gutter next to the railroad switch. If that is removed than it appears that there is enough pavement
width to provide for the 8.6 feet from the rail centerline, 12-foot travel, and 8-foot bikelane. The
overall striping plan will have to be finalized before this project is approved. I recommend that the
overall signing and striping plan be approved through the city so that it is on public record.
♦ The alley adjacent to this project will have to be designed and constructed per the City's street design
standards. Section 24-95 of the City Code requires the paving of the alley.
♦ Are there steps in front of the new Office Buildings? If so please make sure that there is clear space
for pedestrians between the steps and the curb.
♦ Please make sure that street cuts do not conflict with the vehicles wheel path. It appears that the
street cut next to the railroad switch is in the vehicle wheel path.
Utility Plan; Sheet 7 of 13:
♦ Please show street repairs on this sheet.
♦ Please relocate the existing manhole that is within the flowline of the access ramp at the intersection
of Mason Street and Maple Street.
Mason Street Plan and Profile; Sheet 9 of 13:
♦ Please provide stationing along Mason Street every 50 feet.
♦ The driveway access of Mason Street shall be a maximum of 15 feet.
♦ The vertical curve at station 15+80.79 needs a minimum K-value of 40. Please correct.
Please show how the Mason Street profile transitions into the existing street grades for 150 feet North

Dear Mr. Dustin:
Following are our responses to your comments regarding your review of our submittal for the Civic Center
Office Building. Your Comments followed by Response:
1. The inlet on the corner of maple and Howes is called -out to be removed on the Demolition and
Removal Plan, while it needs to remain. Please correct the notation on that sheet.
RESPONSE: This inlet needs to be relocated. It is to be removed as noted on the demolition plan, and will
be reconstructed as shown on the utility plans.
2. The utility duct bank as shown in Howes Street along the north of this site will not fit between the
existing water and the storm lines. It was agreed during earlier meetings between the consultant,
Stormwater, Light and Power and Water and Sewer that the best location is for that duct bank is to go
between the existing storm line and the existing gas line. Please revise the plans accordingly to show
new duct bank location. Please provide a cross-section at the correct scale showing all utilities at
several locations along this duct bank. Please contact Public Service Co. to make sure that the agreed
upon utility duct bank location will work for them as well.
RESPONSE: Done.
3. Please provide a better detail showing how the reconstructed storm sewer manhole will fit behind the
back of curb on Mason street. Will the manhole lid location interfere with the pedestrian sidewalk
access ramp'?
RESPONSE: The ramp has been revised such that there is no conflict between the ramp and the manhole.
4. There seems to be very minimal slopes for flowline along the alley on the west side of the building,
will that impede drainage in that area? Please provide additional flowline elevations and alley cross -
sections in this area.
RESPONSE: While the proposed topography and flowline design has changed, this additional information
is now included on the plans.

Horizontal Control and Pavement Plan; Sheet 4 of 15:
Please show existing and approved design for the corners of Mason Street with Laporte Avenue and Maple
Avenue. In particular, please show enhanced cross walks and access ramps. Please specify which access
ramps are to be built as the result of this project.
RESPONSE: The design by Icon is now shown for these corners. As noted on the plans and in earlier
written response to review comments, there are no enhanced crosswalks being constructed with this project
Please provide a turn around for the dead end parking spaces.
RESPONSE: Done.
Utilitv Plan; Sheet 7 of 15
Please relocate the storm drain manhole so that it is not in the access ramp or provide more information for
review as requested on sheet 14.
RESPONSE: The ramp has been revised so that the manhole is no longer in the ramp.
Add Note #3: All streets cuts, curb & gutter and sidewalk removal, and the repair & reconstruction of the
aforementioned shall be done in accordance with the city's "Street Repair and Reconstruction Standards
and Guidelines." The city inspector and/or the City Engineer shall have final authority in regards to the
limits of the street repair.

Mason Street Plan and Profile,• Sheets 9 &10 of 15:
Please provide curve data for all curb returns.
RESPONSE: Done.
The minimum allowable slope on a gutter is 0.4%. Therefore, the 0.19% slope is not adequate and should
be corrected. Please look at all the possibilities for the cross slopes and the flowline slopes to determine if
the design can comply with the street standards. If any variances are needed to the street standards, contact
me (Mark Callum) at 221.6605.

the cross slopes and the flowline slopes to determine if the design can comply with the street standards. If

Please provide more detail for the existing storm manhole replacement detail. Three questions that should
be answered:
I . Is there enough distance between the bottom of the curb section and manhole barrel section?
2. Does the adjustment to rim and manhole cover exceed 16"?
3. Does the manhole conflict with the access ramp? Perhaps a "blow-up" of the access ramp will provide
this information.

General Comments
♦ There has been a lot of debate in regard to the parking lot configuration, access into the parking lot
from Mason Street and the alley, and the width and function of the alley. For the benefit of this
project, I think it would be in the applicant's best interest to request another meeting with the
pertinent city staff. The reason for this is due to the lack of response by the applicant to issues and
agreements made in previous meetings. In the paragraph below, I have highlighted some key points
as documented in my notes and as remembered.
My notes from a November 12, 1999 meeting states that the applicant needed to reconfigure the alley
adjacent to the parking lot to a 24-foot width. Also, in a meeting near the 23`d of November it is my
recollection that the applicant was going to ask his design team to reconfigure the parking lot to
provide a more efficient one-way system. In that same meeting it is my recollection that the applicant
was going to look at options for re-routing the alley due to the Howes Outfall inlets at Laporte
Avenue. Finally, on November 23, 1999, I received an email from Michael Carr with Sear -Brown
and Associates stating that the access off Mason Street was in my words adequate at 24 feet with a
typical driveway access configuration.
The first three af3rementioned items in my opinion have not been fully addressed by the applicant
and his team. The fourth item, although not entirely inaccurate, fails to communicate that my full
meaning was that the driveway access may function properly as designed, but it will have to be
reviewed with the other changes mentioned above that were not redesigned as requested. To
conclude, it is my hope that this proposed meeting will provide the applicant an opportunity to justify

Standards and Guidelines". The city inspector and/ or the City Engineer shall have final authority in
regard to the limits of the street repair.

♦ Please provide curve data for all curb returns.
♦ The minimum allowable slope on a gutter is 0.4%. Therefore, the 0.19% slope is not adequate and
should be corrected. Please look at all the possibilities for the cross slopes and the flowline slopes to
determine if the design can comply with the street standards. If any variances are needed to the street
standards, contact me (Mark McCallum) at 221.6605.
♦ Please show the curb and gutter around the switch.
♦ Please provide all vertical curve information.

Following are our responses to your comments regarding your review of our submittal for the
Civic Center Office Building. This response accompanies your redlined set of Utility Plans and
revised Utility Plans. I appreciate the care and professionalism you applied to your first review
and the time you have taken since to meet with me to discuss and clarify specifics.

RESPONSE:
As far as I can determine, this benchmark (designation E-136) is referenced in the Vertical
Control Listing.
Demolition and Retnoval Plan; Sheet 3 of 13:
♦ The curb and gutter to be protected in place (note #6), in particular along Laporte Avenue
should be replaced with new curb and gutter. Will it be re -constructed with the Howes
Outfall Project?
RESPONSE:
Yes.
♦ The existing storm drain manhole to be protected in place (note #16) should be relocated so
that it does riot fall in the curb return.
RESPONSE:
The propo� ed flowline on the west side of Mason Street near this manhole has been revised.
The cone section of this existing five foot diameter (5'0) manhole was apparently damaged
during the installation of the existing adjacent inlet, and as such it should be replaced in any case.
The (eccentric) cone is currently oriented with the manhole cover over the west side of the
m�_nholc. By installing a new eccentric cone section on the existing manhole with the manhole
cover oriented to the southwestern side of the manhole, the manhole cover will be located behind
the curb and out of the sidewalk ramp. The existing manhole can be utilized without adverse
effect to the proposed street design. A detail of the manhole retrofit is included in the plans.

RESPONSE:
The design and constriction of the intersection of Laporte Avenue and Mason Street, including
enhanced crosswalks, is being performed by the City of Fort Collins. The design and construction
of the east -west crosswalk on the south side of the intersection of Maple Street and Mason Street,
is also being performed by the City of Fort Collins as part of the Transit Center Project. The
remaining three crosswalks at this intersection will be designed and constructed with future
development. This response per Jack Gianola 10-27-99.
I still need a. signing &. striping plan for the Mason Street.

RESPONSE:
The signing and striping plan, is being developed by another consultant for the City of Fort
Collins.

We are pleased to resubmit the Civic Center Office Building PDP for your review.

We arc submitting the required number of documents based upon our recent
conversation. If you require any additional copies please let me know.
We have revised the PDP drawings and the Engineering drawings based upon your
comments. We have the following responses to your comments:
Water and Utility Department:
1. The required landscape/utility separations have been provided.
2. Also refer to attached letter prepared by Sear Brown for additional responses.
StormNvater Utility Department:
1. Concrete sidewalk chases have been provided at parking area. See
Engineering drawings.
Transportation Planning:
l . Cross -wallas have been illustrated as requested.
2. We are requesting a modification for the Mason Street mid -block crossing
(civic spine). Refer to the Modification Request provided with this submittal
for further information. We would like to work with Transportation Planning
on a method of dissuading the crossing. Is a planting bed a good solution?
