Ted,
Over the past five years, Traffic Operations, Facilities, and Mat Delich have conducted numerous traffic
studies relating to the City's Wood Street Facilities. We have worked directly with the neighborhood on
all of these studies.
The Facilities Department will soon be submitting the project "Warehouse Yard Improvements" and f4o
traffic studies will be required.

Planning Objectives for City of Fort Collins Utility Service Center
Improvements — Type 1 Review.
Dear Ted,
The City of Fort Collins Utility Service Center is located at the northeast
intersection of Wood Street and Elm Street. Lee Martinez Park is east of the site
and un-subdivided land to the north. The site currently includes a variety of utility
service departments, employee and utility service parking, service areas and
equipment and materials yard storage. The main access to the site is from Wood
Street. An exiisting section of the Burlington Northern Railroad right -of way
currently extends from the southeast corner diagonally into the site. This section
of right of way will be annexed into the site. The site is zoned E, Employment.
This submittal includes updating the Overall Development Plan (ODP), a Project
Development Plan (PDP) for the first phase of improvements and a Minor
Amendment for the existing yard storage.
The Overall Development Plan submitted replaces the current recorded Overall
Development Plan dated May 8,1997 and shows the existing and future
proposals for the entire site. The plan also shows a "Limits of Development area"
around a proposed off -site water quality pond located northeast of the site.
The Project Development Plan (PDP) addresses the first phase improvements.
This includes:
• The equipment and materials yard storage expansion.
• Grading, drainage and utility improvements.
• Rerouting of the existing Le Martinez irrigation lateral.
• Facilitation of full conveyance of tributary off site basins flows.
• Off -site water quality pond northeast of the site.
• Completion of the paving of Elm Street, from Grant Street to Loomis
Street.
• Extension of the pedestrian 4 1 /2 foot wide sidewalk along the north side
of Elm Street.
• A 6 foot wide trail from the end of Loomis Street to the Lee Martinez Park.
• Landscape to a proposed berm, in the buffer and open space area, along
the south side of the site, and along the proposed trail to the Lee Martinez
Park.
The improvements will also include the existing railroad right-of-way, already
contained within the parcel boundary. No new buildings would be constructed
with this phase of improvements.
The existing yard paving will be removed, re -graded and resurfaced with asphalt,
with a concrete area for the transformers. The yard storage will be expanded
approximately 27,822 square feet to the south. An eight foot high security fencing
will be installed at the perimeter of the expanded yard area, which will tie in with
the existing perimeter fencing around the entire site.
The landscape and grading in the buffer zone / open space area, along the south
side of the service center aims to provide a visual buffer from the existing
residential areas along Elm Street. The proposed berm will extend from the east
side of the existing employee parking lot east to the southwest corner of the
storage yard. The berm will be approximately 7 to 9 feet high and will be densely
planted with a variety of low water / native deciduous and evergreen trees and
shrubs.
The proposed trail will be graded in order to be handicapped accessible and will
be landscaped either side with dryland grass seed and native shrubs and trees.
Two large mature Austrian pines form part of the landscape in this area.
The Minor Amendment addresses the east and north edges of the outside of the
yard storage which are required to be landscaped with a minimum 5 foot wide
shrub bed. At a meeting held on 01/29/02 with the Planning and Zoning
Departments it was determined that the existing yard was approved and
recorded on a Site Plan and Plat dated 6/25/90 without the 5 foot shrub bed
requirements at that time. The Minor Amendment therefore updates the existing
fenced area to the yard storage as shown on the Overall Development Plan with
the current recorded Site Plan and Plate
