Tess Jones of the Colorado Department of Transportation (CDOT) stated that she is working with Kathleen Reavis of the City's Transportation Planning Department regarding the North College Access Control Plan, which projects a future signal at the North College Avenue/Bristlecone Drive intersection. CDOT does not see a problem with this development plan provided the intersection at Bristlecone Drive will accommodate a future signal installation. 2. Clark Mapes of the Advance Planning Department stated that the revised plan looks good. 3. A copy of the comments received from representatives of the Zoning Department is attached to this comment letter. A copy of the comments received frcm Rick Lee of the Building Inspection Department is attached to this comment letter. 5. Kathleen RE�avis of the Transportation Planning Department offered the following comments: a. A pedestrian connection is needed to Bristlecone Drive from the entry pad at the southwest corner of the building. 281 North College Avenue • P.O. We are currently doing an Access Management Plan for North College Avenue that is showing a future potential signal at the intersection of North College and Bristlecone Drive. d. Kim Kreimeyer, the City's Natural Resources Planner, asked that you please incorporate recycling bins in the design of the trash enclosure. This is an advisory cornment only. Attachments pertaining to the design and function of the trash facility are being forwarded to you in a packet that is to be picked up at the Current Planning Department window on November 19, 1999. The following comments and concerns were expressed at the weekly staff meeting on November 17, 1999: Stormwater (Basil Hamdan 11. This property is in the Dry Creek floodplain. This site needs to be filled and the building raised out of the floodplain. The LOMR Study being done by the Federal Emergency Management Agency (FEMA) is not yet complete. Therefore, a condition of approval for this project will be necessary. Engineering (Mark: McCallum 12. The Site Plan should be taken out of the utility plan set. It is typically not a part of the utility plans. 13. There are no big concerns and comments regarding this proposed development. The plans appear to be in good shape to go to the Planning and Zoning Board for a decision. Transportation Planning (Kathleen Reavis) 14. Transportation Planning is working with CDOT on the North College Access Control Plan. 15. A pedestrian connection from the entry area at the southwest corner of the building to the sidewalk along Bristlecone Drive should be provided. 16. The diagonal striped pedestrian connection across the driveway near the northeast corner of the building is not good and safe. Please see the red -lined Site Plan that is being forwarded to you in a packet that is to be picked up at the Current Planning Department window on November 19, 1999. 17. The plan as laid out does not appear to provide well for people wanting to walk from this site to other uses in the Country Club Corners Center. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. It has been determined that the project may go to the Planning and Zoning Board for a decision and the date of the public hearing is Thursday, December 16, 1999. The applicant must resubmit 5 copies each of the Site Plan, Landscape Plan, and Building Elevations (to the Current Planning Department) that reflect changes in response to these staff comments. These revisions must be received by the end of the day on Monday, November 29th or the item may be pulled from the agenda for December 161h. Also, if the revisions do not adequately address the staffs concerns then the item could be pulled. Please return all drawings red -lined by City staff with submission of your revisions. The date should be placed under the title. 2. A legend of all symbols should be provided on the plan sheet. 3. Two benchmarks descriptors are required. 4. The General Notes are incomplete. Reference an updated City of Fort Collins General Notes. 5. The vicinity map should include a scale. 6. The cover sheet should reference an updated/current soils report. Replat; Sheet 2 of 4: 7. The ALTVASCM survey is not a legal plat. The overall PUD plat is required. The ALTA/ASCM survey could be included as a reference. 8. Two(2) ties to corner sections should be included. 9. Both accesses should depict all appropriate dimensions such as but not limited to, curb return radii, and access width. 12. Reference the curb cut details. 13. A sidewalk access with access ramps from the existing shopping center access road to the building should be provide to promote pedestrian traffic. Typical details should be referenced on a detail sheet. 14. The parking lost and parking stall dimensions should be included in utility plans so as to correspond with the site plan details. 15. Reference all details used throughout the utility plan set. Provide references on all sheets. A detail sheet should be included to depict typical designs per City standards. 16. Show elevations on all points of curvature as well as along the remaining portion of all return radii. See redlined plans for required elevations. Grading, Drainage, and Erosion Control Plan; Sheet C-2: 17. The Grading, Drainage, and Erosion Control Legend represents a variety of existing and proposed drainage facilities. However, the plan view does not portray all the symbols included in the legend. In order to clarify the actual extend of proposed and existing grading, drainage, and erosion control measures for this development stipulate only accurate information in the legend or on the plan view. 18. Reference the curb cut details. 19. A sidewalk access with access ramps from the existing shopping center access road to the building should be provide to promote pedestrian traffic. Typical details should be referenced on a detail sheet. 20. The parking lot and parking stall dimensions might be included so as to correspond with the site plan details. 21. The first parking stall (see redlined plan) should be eliminated for the setback requirement is 10 feet due to the average daily traffic generated at this site. By eliminating the parking stall a sidewalk: and access ramp could be installed to provide pedestrian access to the facility. 24. Provide an access ramp for the handicap stall (see redlined plan). The City should confirm that changes to that intersection will continue to be made to upgrade it as opportunities allow. 2. Representatives of the Zoning Department offered the following comments: a. The Landscape Plan must include the following note: All landscaping shall be installed according to sound horticultural practices in a manner designed to encourage quick establishment and healthy growth. All landscaping shall either be installed or the installation shall be secured with a letter of credit, escrow or performance bond for 125% of the value of the landscaping prior to the issuance of a certificate of occupancy for any building in the development. b. Show a handicapped accessible ramp at the handicapped parking space at the southeast corner of the building. C. Show the bicycle rack near the building entrance. d. The signage should not be shown on the building elevations because this site is not in the Residential Neighborhood Sign District. Signage for this development is subject strictly to the City's Sign Code. The Planning and Zoning Board has no jurisdiction over this signage. 281 ,North Colle;­e AvenUe • PO. This site may not have enough sign allowance for the size of sign. Separate permits will be needed for the proposed signage on -site. g. On the Site Plan, the proposed use should be shown as Minor Vehicle Repair, not Mini Lube. h. An elevation detail is needed for the trash enclosure. The building lighting should be down -directional and adequately shielded or screened to prevent off -site spillage or glare. Copies of the Water Conservation Standards for Landscapes COMMENT SHEET and the Water Conservation Standards for LANDSCAPING and IRRIGATION SYSTEMS General Information sheets that have been received from Laurie D'Audney, the City's Utility Education Specialist, are attached to this letter. 4. A copy of the comments received from Donald Dustin of the Stormwater Utility is attached to this letter. Copies of red -lined plans and reports, with additional comments, are being forwarded to the applicant. 5. A copy of the comments received from Sharon Getz of the Building Inspection Department is attached to this letter. 7. Ron Gonzales of the Poudre Fire Authority offered the following comments: a. Fire apparatus access roads shall be provided for every facility, building or portion of a building hereafter constructed or moved into or within the jurisdiction when any portion of the facility or any portion of an exterior wall of the first story of the building is located more than 150' from fire apparatus access as measured by an approved route around the exterior of the building or facility. This fire lane shall be visible by painting and signage, and maintained unobstructed. A fire lane plan shall be submitted for approval prior to installation. Any building not meeting this criteria shall be fire sprinklered. b. Address numerals shall be visible from the street fronting the property, and posted on a contrasting background (example: bronze numerals on a brown brick are not acceptable). C. Fire hydrants are required with a maximum spacing of 600' along an approved roadway. Each hydrant must be capable of delivering 1,000 gallons of water per minute at a residual pressure of 20 psi. Hydrants shall be of an approved type as defined by the water department and the fire department. No commercial building can be greater than 300' from a fire hydrant. Doug Martine of the Light & Power Department stated that the enclosure for the electric transformer (as shown on the utility plans) may need to be modified, as follows: a. The enclosure walls must be a minimum of 4' from the transformer pad. b. The front side of the transformer must have a minimum 8' clearance. The gates shown must be full width of the transformer when open. Please contact Doug, at 221-6700, if you have questions about these comments. 9. Kathleen Reavis of the Transportation Planning Department stated that this development needs to provide a pedestrian walkway connection from the customer waiting area out to the shopping center access drive. Copies of red - lined plans, with additional comments, are being forwarded to the applicant. 10. Roger Buffington of the Water/Wastewater Department offered the following comments: a. Coordinate the landscape design with the civil engineering design. Show and label all water and sanitary sewer lines on the Landscape Plan. Provide the required landscape/utility separations on the Landscape Plan. b. Provide a detail of the curbstop/reducer on the overall utility plans. C. Provide a detail sheet with the following City standard details: water service meter pit traffic rated clean -out - sand & oil interceptor d. Add a note on the overall utility plans pertaining to water line depth. e. Copies of red -lined plans, with additional comments, are being forwarded to the applicant. Please contact Roger, at 221-6681, if you have questions about these comments. The following comments and concerns were expressed at the weekly staff review meeting on August 12, 1998: Planning 11. The building elevations must show more detail on the rooftop mechanical equipment that will be included. The parapet walls as shown would not appear to adequately completely screen all rooftop mechanical units. 12. The different building elevations should be labeled respectively "north, south, east, and wE;st" rather than front, rear, entry, exit so that they can be more readily associated with the Site Plan layout. 13. A detail of the trash enclosure is needed for review. 14. Building foundation plantings are needed to "dress up" the building facades. 15. Plantings any needed along the south side of the interior drive to screen the auto -intensive operation from Bristlecone Drive. 16. More building articulation (materials, color) is needed, possibly introducing different base course and top materials. 17. Copies of red -lined plans, with additional comments, are being forwarded to the applicant. Engineering 18. Some of the on -site parking is too close to the access drive along the north side of the property (to be shared with Big O Tire). 19. Wheel stops; are needed in the parking spaces along the east side of the building. The sidewalk is only 5' wide, not allowing enough width for car overhang and pedestrian movement. With no wheel stops, the sidewalk must be at least 6.5' wide. Stormwater Utility 20. A variance to the floodplain requirements is needed for this development request. The variance must be granted before the City will accept plan revisions for this project. Transportation Plannin 21. The project may function better if the waiting room and service area were switched, putting the waiting room closer to the other uses in the Country Club Corners Shopping Center (accessibility and convenience). This completes thE� staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Under the development review process and schedule there is no revision date mandated by the City. The amount of time spent on revisions is up to the applicant. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due to the project planner no later than the third weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting the item will be discussed and it will be determined if the project is ready to go to the Planning and Zoning Board for a decision. If so, will be scheduled for the nearest Board hearing date with an opening on the agenda. Please return all drawings red -lined by City staff with submission of your revisions.
