RE: PRELIMINARY DRAINAGE REPORT FOR THE CENTRE FOR ADVANCED
TECHNOLOGY SECOND FILING
Dear Tom:
This second filing of the Centre for Advanced Technology is lo-
cated in the northeast corner of the future intersection of Cen-
ter Avenue and Shields Street. The north boundary of this site
is the New Mercer Ditch. The property is located in the South-
west Quarter of Section 23, Township 7 North, Range 69 West of
the 6th Principal Meridian.
The site currently is covered with natural Colorado field gras-
ses which slopes to the northeast at about 1%. Along with the
New Mercer Di`ch that borders to the north, a small irrigation
ditch meande-�s through the property. When fully developed this
property will consist of business/office buildings, parking areas
and landscaped areas (see plan).
Using the most current City of Fort Collins criteria, and the ra-
tional formula a 2 year historic maximum release rate was calcu-
lated to be 1.14 cfs. With this release rate, a required pond
volume of 0.64 acre-feet was determined (see Supplementary Cal-
culation sheet). The pond and preliminary site grading are shown
on the attached drainage plan. The pond grading shown may be
modified for final submittal. The pond will temporarily dis-
charge into an overland swale which will direct flows into the
Center Avenue storm drain proposed in the Centre for Advanced
Technology Special Improvement District.

Re: Sewer line installation - Center for Advanced Technology
Dear Brett:
During the installation of the water and sewer mains for the Center for
Advanced Technology, your firm installed a section of sewer main off
Worthington Circle (see attached sheet) terminating at Manhole dumber 2A.
With the development of the adjacent property, C.A.T. 2nd Filing, the
utility contractor made his connection at the existing manhole and
proceeded to install the remaining sewer line. However, it has now come to
our attention ghat the section of line installed by the Hall -Irwin crew has
a low spot between Manhole Number 2 and 2A, which causes the C.A.T. 2nd
Filing flows to backup before outletting into the mainline system. As this
section is prohibiting the C.A.T. 2nd Filing sewer system from functioning
as it should, I ask for your cooperation in correcting the section of line
installed by your crew. Fortunately, the low area appears to be in the
first two joints of pipe from Manhole 2 which should simplify the repair.

implemented, drainage flows will pass through the streets and

RE: CSURF/'Centre for Advanced Technology
The Centre for Advanced Technology (CAT) was the subject of our first
Development Team meeting. It exemplifies the type of project proper for
the policy analysis and review by the team. The timing is a bit out of
sync, since the project has been the topic of considerable staff work for
nearly two years.
Policy issues were noted in our discussion with Mr. Everitt, Mr.
Hutchinson, 14r. Zakely and Mrs. Liley. Items requiring additional work
included:
- A revised Master Plan to be submitted by CSURF/Everitts to establish
baseline parameters of the future development.
- Potential and existing development within the general area of the Centre
to be prepared by the Planning staff. The analysis of development by
guadrants will assist in evaluating the timing and construction of the
required traffic and street improvements.
- Storm drainage options are also being prepared by the City staff.
The extent and variety of development planned for the Centre, associated
public improvements, and the -likelihood that the construction and
development will occur over 15 to 20 years; suggests that City staff might
consider a modified approach to the standard develo t a Bement to
accammo ie business developmen opportunities, University and CSURF
requirements and market changes. The University of Colorado and the City
of Boulder have recently entered into a Memorandum of Understanding
(attached) which outlines specific obligations of both the City and the
University to facilitate the development of C.U.'s research park. The
Master Agreement approach is somewhat similar to the declarations set forth
in the City's Master Agreement with Anheuser-Busch. The precedent exists
and may offer a useful approach to both the scope of development proposed
at the Centre and as a mechanism to establish realistic community
expectations for the long term. The Boulder agreement is very general and
may not serve as a good model for Fort Collins, however, the example is
instructive.
The Boulder experience is not without very obvious hazards which would
suggest some caution. The attached copies of newspaper articles from the
Boulder and Denver papers particularly note the opposition of the adjacent
neighborhoods. The LAGS process offers opportunities to address
neighborhood concerns earlier in the development review.

Dear Susan:
On February 26, 1987 we received your comments on the C.A.T.
Second Filing construction drawings. This letter is written to
clarify our position on the offsite flows from the detention
pond.
The areas to the northeast and east of the Second Filing are
undeveloped. The layout of these areas when developed will
determine the routing of outfall flows from this site to storm
drain facilities in Center Avenue. At this time the owners of
these areas, Everitt Companies, have not committed to any par-
ticular layout. The storm drain in Center Avenue has been sized
to handle the 1.14 cfs from the pond. Everitt Companies is aware
of the proposed swale which will begin at the detention pond out -
fall and be graded to daylight and then meander through open
fields until it becomes part of the flows onto Center Avenue
which ultimately enters Spring Creek.
For 1--he reasons stated above it is our position that our con-
struct=ion plans are sufficient for construction of C.A.T., Second
Filing.

Dear Dave,
The letter is to inform you of our intention to complete the items of
work on the following punch list as soon as possible. Some of the items will
have to wait until the 1989 Construction Season, due to weather constraints
at this time. The other items will be completed prior to December 1, 1988.
The punch list items discussed are as follows:
1. Meadowlark Avenue - Settlement of the asphalt directly north of
the pan at Drake Road will be repaired by Hall Irvin as a part
of their project closeout requirements.
2. Meadowlark Avenue- - East side of existing concrete island: The pave-
ment structure is showing signs of settlement from the entrance off
of Drake Road to approximately Station 6 + 10. It was decided to
monitor any additional settlement of the pavement or heaving of
the curb and gutter during the winter months. If it becomes apparent
that the pavement has settled, an overlay may be required when the
weather permits ir. 3989.
3. Meadowlark Avenue - Entrance to Norlarco at Station 2 + 20. There
is a concrete pan that was installed and the asphalt on Meadowlark
had not been installed. This patch will be completed prior to
December 1, 1988.
4. Meadowlark Avenue - Valve adjustments: Completed prior to December 1,
1988.
a). Approximately Station 6 + 20: North end of median island, west
side. Raise this valve and make sure it is straight and clean..
b). Approximately Station 1_0 + 00: South side of Centre Tech I
entrance @2401 Research Blvd. Raise and straighten hydrant valve.

5. Meadowlark Avenue - North side of southern entrance to Centre Tech.
Approximately Station 10 + 00 west edge. Patch alligatored area
four (4') feet fifteen (15') feet along edge of curb, gutter and
pan. Completed prior to December 1, 1988.
6. Center Avenue - Skin patch by light pole on the southwest corner
of intersection with Meadowlark along curb and gutter, Summer 1989.
7. Center Avenue - Repair crack along pan located on the south side
of Center Avenue, this is the second entrance east of Shields
approximately in. the middle of east and west Worthington Court.
December 1, 1988.
8. Center Avenue - Clean off valve at approximately Station 16 + 50
by December 1, 1988.
9. Worthington Avenue -Station 0 + 25 to approximately Station. 4 + 00, far
eastern edge along curb and gutter (third paver pass). This area is
showing a badly seeded surface. This will be monitored during the
Winter and Spring of 1989 to see if increased traffic load and weather
has any effects. We may need to provide a thin overlay in the Summer
of 1989 if surface conditions do not improve. We will complete overlay,
if required.
10. Worthington Avenue Valve adjustments - completed prior to December 1, 1988.
a), Hydrant valve at Drake and Worthington needs to be lowered.
h). Approximately Station 8 + 50, straighten hydrant val�Te,
c). Approximately 90 feet south of hydrant valve above (Item 10b)
raise this valve as necessary.
11. Shields Street - There was some damage done to the asphalt mat during
the planting of trees along the east side of Shields. These scars will
be repaired and billed to the landscape contractor. Summer 1989.
12. Shields Street - Skin patch on the southwest corner of the inter-
section of Raintree and Shields. Summer 1989.
13. Shields Street - We will crack seal the width of Shields Street at
both ends where our new pavement butts up against the existing pave-
ment tie-ins. December 1, 1988.

14. Shields Street - Station 9 + 58 to Station 15 + 50 on the west side.
This area is showing a seeded surface. This will be monitored during
the Winter and Spring of 1989 to see if an overlay will be required
in the Sumner of 1989. We will complete overlay when the weather
permits in 1989, if. required.
