Planning Objectives The Winslow P.U.D. is mixed use development consisting of a 94 unit senior congregate care facility and 2 office/retail buildings containing geriatric -related services. The Winslow building is a replication of the existing nearby Worthington. The building will be 3-story with materials compatible with the Worthington. The Winslow is served by a circular entry on the northeast side with parking for tenants and guests in this area. On the southwest side, garages are provided for the tenants with employee parking and a service area. Sidewalks are provided throughout the site with connections to the north to the existing related facilities. Vehicular access is gained form Centre Avenue and Worthington Circle through private drives. Future drive connections to Worthington Avenue will be built as the pads to the east develop. The office/retail buildings are also equipped with parking, sidewalks, and service areas. The building materials and colors will be compatible with The Winslow. AMENDED PRELIMINARY AND FINAL THE WINSLOW P.U.D. PLANNING OBJECTIVES APRIL; 22, 1996 The Winslow P.U.D. (C.A.T. 17th Filing) was originally approved on January 23, 1995 for a 94 unit senior congregate care facility. The building replicates the existing nearby Worthington and will be 3-story with materials compatible with the Worthington. The building will be sided with lap siding (beige / tan color), white finish aluminum windows, a composition shingle roof, and 10' high masonry (brownish -red color). The building is provided with a circular entry on the northeast side with parking for tenants and guests in this area. On the southwest side, garages are provided for the tenants with employee parking and a service area. Sidewalks are provided throughout the site with connections to the north to the existing related facilities. An common core between the two wings includes 2 dining rooms, offices, a multi -purpose room, living room, lounge, library, kitchen and a "town hall" for social functions. This amendment to the P.U.D. incorporates a 40 bed Assisted Living Facility in the north wing of the building. The remaining 63 units will stay as independent living apartments. The total number of units has increased from 94 to 103 units. The basic layout of the site, building, and parking have remained the same as the approved P.U.D. with minor changes. These changes include: adding a 16' wide loop driveway at the north corner of the building, causing some minor adjustments to the parking lot; on the southwest side of the building, the parking areas and garages have been modified to allow for easier access by the tenants. 2 additional garage parking spaces have been added. Sidewalks and pedestrian circulation have been improved and a small courtyard has been added by the north swing. No change in trip generation is anticipated, therefore no addendum to the traffic study is required for this amendment. The drainage patterns will remain the same and the runoff will be routed to the existing detention ponds as originally designed. The proposed new building and driveway layout will have approximately 1/4 acre less hard surface than the originally planned layout, and will not adversely effect any of the existing storm drainage facilities or downstream properties. The grading and drainage plan has been revised to reflect the proposed new layout. Copies of the original plan and revised plan are included with this minor amendment submittal. The revised grading, drainage and erosion control plan has revised basin boundaries shown along with runoff quantities and concentration points, and erosion control notes. A calculation of the hard surfaced area of the site is attached, along with calculations of the historic and developed site runoff, subbasin runoff, concentration points, hydraulic grade lines and the required erosion control escrow for this minor amendment of Tract D. The "Winslow Project" located on Tract D of the Centre for Advanced Technology 17th Filing was designed and approved in 1996. This building was not constructed at the time, but the adjoining streets, utilities and drainage facilities have all been constructed. The detention ponds and storm piping facilities which will serve the "Winslow Project" are all in place. The revision of the building layout and driveway on the west side of the building will require some revision of the proposed on site storm drain piping layout. The drainage patterns will remain the same and the runoff will be routed to the existing detention ponds as originally designed. The proposed new building and driveway layout will have approximately 1/4 acre less hard surface than the originally planned layout, and will not adversely effect any of the existing storm drainage facilities or downstream properties. The grading and drainage plan has been revised to reflect the proposed new layout. Copies of the original plan and revised plan are included with this minor amendment submittal. The site is located on 4 acres in the Centre For Advanced Technology Park 17"h Filing. Centre Avenue is to the north and Market Centre to the west and south. The site is owned by Columbine Health Systems and is zoned NC — Neighborhood Commercial District. The project was first submitted in 1994,under the Land Development Guidance System, as a congregate care apartment building. A Minor Amendment was submitted and approved in 2000 changing the use to an assisted senior living facility. Both submittals showed 94 dwelling units. The building will consist of one and two bedroom units. Each unit will have a small kitchen with a microwave oven as the only cooking appliance. Shared community facilities will also be available to residents which will include a community dining area for daily meals and other community rooms for recreation and functions. The facility will have approximately 15 employees and no nursing staff. Parking will be used by residents, visitors and employees. It is expected that only a proportion of the residents will require parking spaces or garages. Land Use and Parking: For calculating the total number of off-street parking spaces for a senior independent living facility under the current Land Use Code, it was determined, that there is not a specific land use category that would apply to this use type. Multi -family was the closest and most applicable. Based on the total current number of units of 96 this would allow a minimum of 150 parking spaces. The site can accommodate approximately 94 parking spaces with the remaining 56 spaces located off -site as an overspill parking area on an adjacent Tract C to the west. Should the applicant require less than 150 parking spaces, a Modification Request would be required. Planning Process: It was determined that the original 1994/95 approval overruled the 2000 Minor Amendment. Under the Land Use Code Section 2.2.11 the 1994/95 approval had expired and is not vested unless it can be proven that there is substantial completion to the surrounding (­11 perimeter sites. Conclusion: In conclusion, the following was determined: 1) The closest land use is multi -family with parking numbers based on one or two bedrooms per dwelling unit. 2) In accordance with Section 2.2.10(A)(1)(a) Minor Amendment. The original approved unit number can either be increased or decreased by one (1) percent. 96 units would exceed the original approval of 94 units.Therefore, the proposed number of units should remain at 94. 3) To determine substantial completion a ruling would need to be obtained from Dave Stringer ,the Director of Engineering, These facilities include; street lights,water and sewer,fire hydrants, curb and gutter, storm drain and detention facilities. It was acknowledged at the meeting that the entire perimeter of the site had been developed and that these facilities should meet the substantial completion standards. Once approved by Engineering, the project can be re -submitted as a Minor Amendment. 4) The City permit fees would apply under the category of multi -family.
