Dear Rex:
Thank you for taking the time to meet with me to explain the
street access problems you are encountering on your planned
subdivision. The site visit and the description of the
alternatives you considered were particularly helpful to my
understanding of the situation.
II'!I Based on my review of our files, the information you provided
and the information provided by me staff, I have decided that
we can accept a fire access road at the western end of the
cul-de-sac as originally discussed during the PUD review
process and shown in the PUD approval documents of March of
this year. This would require you to negotiate a joint use
access road with the city as described on the PUD review in
March. I:t is clear from all the planning documents that this
III has always been the condition for consideration of a fire
access road. As you know, I have serious reservations about
the long-term viability of a single use access road and
believe a combined use road provides the only assurance that
such a road will be maintained into the future. The specific
conditions for this approval are described below.
1. The access road must be a combined .use as discussed in
the PUD review documents.
2. The access road must connect to a public street as shown
on the approved PUD. The information I have is that the
7th filing of Quail Hollow has only a preliminary
approval and we have no evidence of any approved design
work on this project. Based on our research, I believe
there is uncertainty as to the future of this project and
its ability to serve as your second point of access. I
believe this is a major issue that must be addressed
before you can move forward. At this point, I cannot see
how this can be done without a final approval of Quail
Hollow 7th and concurrent construction of both projects.

Another alternative may be to connect your project
through Quail Hollow 7th Filing to create a full street
connection.
3. The access road must meet the following technical design
criteria:
* 20' in width
* Maximum 8% grade
* Compacted roadbase sufficient to support the
imposed loads of a 63,000 lb. fire apparatus.
* An all-weather, maintainable surface
* Turning radius of 20' inside and 40' outside
* Clear delineation of both sides of the access road
with landscaping or similar devices.
* Proper signage and security of both ends of the
access road. This may be gates, bollards or
similar devices.
As you know, I believe the best alternative to the cul-de-sac
length problem is residential fire sprinklers. These systems
reduce the probability of a serious fire to a level which
allows the relaxation of the standard cul-de-sac length. I
urge you to reach agreement with the water district on this
item. If' you can reach such an agreement, it is important
that the proper water taps be installed before the streets are
paved so that the installation expense is minimized to the
homeowner.
If you wash to further appeal my decision, you can do so
through the Fire Board of Appeals. This board has the ability
under city ordinance to allow alternative methods and
materials and to make decisions concerning reasonable
interpretations of the code. Our practice is to make every
effort to reach agreement at an administrative level before
going to this formal appeal process, but at this point, I
believe we have exhausted this approach. I have included our
policy on the appeal board as well as an appeal form for your
use if you wish to pursue it.
I am sorry I cannot make a decision more to your liking, but
I do believe that the original concept of a joint use access
road is the only usable alternative in this circumstance. I
certainly understand the difficulties you have had with this
project and appreciate all your efforts in providing relevant
information.

Dear Dan:
I have reviewed the plans for the emergency access road design
for Burns Ranch at Quail Ridge. In general, the access road
configuration and grades are within the parameters we have
discussed. I am also not opposed to the combination of paving
and compacted road base as shown. Because there is a lot of
engineering detail, I have conferred with Mike Herzig and
Kerrie Ashbeck of the City's Engineering Department and they
helped me prepare the following comments:
Drainage - It appears that the design does not provide
adequate drainage to prevent erosion in the long term. In
particular, some sections do not have drainage from the uphill
side of the road and taking all drainage directly across the
full width will erode the road base.
Timber Retaining Wall - This material will not provide long
term stability and will be prone to washout. More detail must
be provided on the engineering details of proper retaining
walls.
Soil Stability - The design shows several steep cuts and
fills. The soil stability must be verified that shows the
slopes will not erode over time.
Culverts - All culverts designs must show design loads and
depth of fill sufficient to carry imposed loads of fire
apparatus.
Pavement/Road Base Design - More detail must be shown on
pavement and road base depth.
Grading - All grading must be shown in plan view, the same as
for structures on Skimmerhorn Street.

Street Connections - City Engineering's approval is needed for
connections to both public streets to assure proper alignment
and grade changes. The connection to Overland Trail must
consider future street widening.
Pavement on Fills - How will the edge of pavement be retained
from erosion on fills.
Security - Details of security at both ends of the access must
be shown. This may be bollards, chains or gates. Due to the
joint use nature of this road, I suggest gates.
Delineation - The access road must be provided with adequate
edge delineation. This may be posts with reflectors or
similar delineators.
Maintenance - Documents must be provided that show the long
term maintenance agreements with the City and/or Homeowners
Association.
I will be out of the office until October 25th so I will be
unable to grant final approval until that time. However,
because all my comments are engineering oriented, I will defer
to Mike and Kerry on the engineering details. I will be
communication with them and can give them approval to proceed
with construction if needed before I return.

Re: Burns Ranch Emergency Access Road
I have reviewed the plans for this project with Mike Herzig of
the City Engineer Department and have prepared the following
comments:
1. Maintenance - General note 12 indicates that this access
road will not be maintained by the City. This is
different from my original understanding. My
understanding now is that the City will be responsible
for only damage due to public use. The applicant must
provide the proper documents that show how this road is
maintained, including snow removal, what entity is
responsible for maintenance and how this is funded into
the future.
2. Engineer Details - It appears that most of the issues
noted in the letter of October 6th have been addressed.
The following details still need approval by the
Engineering Department.
Shoulders provided to maintain the edges of driving
surfaces.
Delineator posts must be on the edge of the
shoulder and not on the scope.
Some grading is shown outside the easement.
- The connection to Overland Trail must meet
Engineering approval.

Dear Glen:
Please find enclosed sheet 9 of 12 of the Burns Ranch at Quail Ridge Second Filing Utility Plan.
The blue print contains redlined elevations of the field as -built information gathered on the storm
sewer system. The as -built slopes of the storm sewer system exceed the minimum designed pipe
slopes and thus the system is anticipated to function as intended.
The curb inlet erosion control gravel inlet filters have been installed in accordance with the
Utility Plan requirements.
The drainage swale reshaping downstream of the storm sewer system has been regraded,
reseeded, erosion control blankets installed, and thus now meets all of the requirements of the
design intent.
The roadside swale adjacent (parallel) to Overland Trail has been regraded, reseeded, erosion
control bales installed, vegetation established, and thus now meets all of the requirements of the
original design.
In summary, the drainage components of this project have been installed in accordance with the
design intent and I hereby certify that the improvements installed should function in an
acceptable manner.
Please issue your departments approval of this project to the City of Fort Collins Building
Department so that additional building permits may be issued on this project. Thank you for
your time and consideration of this matter.
