Following is a list of items needing correction prior to the City's acceptance of this development. 1. Install all street name and traffic control signs as needed. 2. Remove and replace approximately 4 feet of curb, gutter, and sidewalk on lot 36. 1 3. Box 580 Fort Collins, Colorado 80522 (303) 221-6750 DEVELOPMENT, PLANNING DIVISION Stormwater Utility Review of BRITTANY KNOLLS PUD, FIRST FILING And the MASTER PLAN October 16, 1986 Reviewed by Tom Gathmann, 221-GS89 1. Drainage report well organized, thorough and very detailed - perhaps even more detail than necessary: dividing a 55 acre site into 27 subcatchments and then using the rational method, without any routing methods, is perhaps more confidence in the hydrology than I would have. That point aside, the report is excellent. 2. Please define the swales more clearly. 3. The Major Swale carrying 680 cfs must make two 90 degree turns. No mention of radii or provision for centrifugal rise along the outer bank is made. A constant slope of 0.71% is shown, but it seems that the slope will change from the grading plan. The Swale must be in an easement. 4. During our last meeting (Owner, Dick Kellogg and myself) there was some question over the exact location of the Swale along the west property line. The plans submitted really don't answer the question. S. I am particularly concerned with the interface of the major Swale and the five -barrel box culvert. Please provide greater detail that will insure the full capacity of the very expensive culvert can be used. S. The "if erosion problems develop we'll take care of them then" concept on page 8 of the report isn't acceptable. Sedimentation of the box culverts, and a general decrease in water quality will result. Positive erosion control methods must be taken from the initial stripping of the vegetation. We usually require drill seeding ASAP at the rate of 30 lbs. PLS with a drought resistant mix such as: 35% Slender Wheatgrass, 25% Streambank. Wheatgrass, 20% Smooth Brome and 20% Intermediate Wheatgrass, or a similar mix. Crimped mulch at the rate of 2000 lbs./acre in then applied. For the inverts of swales, excelsior matting is needed; where velocities are high or tractive forces high a more durable material, such as Enk.amat or Miramat, is needed. The fabrics are relatively inexpensive (compared to rip -rap or sructural improvements) and the revegetation :is essential. A good source of information is the Parker, Colo. erosion control manuals/codes. 7. Grading sheets in the utility plans nearly unreadable - do not serve the needed function as they currently are prepared. 8. Utility plans also do not provide details for temporary drainage swales, erosion control, revegetion, etc. This is important and must be clearly provided on the construction drawings, and WILL be a requirement tied into the release of building permits (because it will be considered a portion of the overall Stormwater management plan.) Collins, Colorado Dear Jim: 303/233-5308 051.001 In response to your memorandum dated October 16, 1986, and my subsequent meeting with you and Mike Herzig on Friday October 17, 1986; the following address the issues presented in your memorandum by item: ENGINEERING COMMENTS: 1. Subsequent to my meeting with you and Mike and a second meeting on Wednesday, October 22, 1986 with the Planning Staff, it has been decided by the Owner to provide 54-foot right-of-ways and 36-foot pavement for all streets and cul- de-sacs in Brittany Knolls P.U.D.-Filing No. 1. 2. The "eyebrow" on Prescott Street has been retained due to the location being on a street which in effect is one block long, both ends of the street are at "T" intersections which reduces speed considerations relative to the offset and the offset should not create a safety or maintenance problem. 3. Minimum tangent distance of 100-feet has been provided. 4. Subsequent to my discussion with you and Mike, we have shown intersection and mid -block ramps generally at lot line locations -n order that no interference with driveways should occur. Profiles could be extended around the street curve returns; however, the new street standards require inter- section details reflecting spot elevations. These details have been shown on Sheet 21 of 21. These details reflect that the curb returns do match and drainage will flow as de- signed. 6. Opposing PC's, PCR's and PRC's have been shown where critical in both Plan and Profile, elsewhere they are shown as a minimum in the Plan view. 7. All streets, to best of my knowledge have been checked from one side to the opposing side and meet the criteria of the standards. STORM DRAINAGE: See copy of attached letter addressed to Mr. Tom Gathmann. WATER AND SEWER: I have received comments from Mr. Terry Ferrill at the Fort Collins -Loveland Water District and South Fort Collins Sani- tation District and have addressed his comments in the re- vised plans which are attached. FIRE DEPARTMENT: 1. A second point of access is to be provided, the Owner is determining which of two potential locations is to be pro- vided. Upon that determination, the location will be added to the plans prior to final Planning and Zoning approval. 2. All water lines and fire hydrants for this filing have been shown. LIGHT AND POWER: 1. Approximate locations of electric, gas, telephone and cable conduits in Brittany Street have been shown on Sheet 3 of 21. Locations for the sleeves were obtained from the District Engineer for the Provincetowne-Portner S.I.D. 2. Tract "A" has been identified on Sheet 2 of 21 as an Utility Easement. No comment. Item 2. Swales have been shown on the Grading Plan sheets in the construction utility plans on Sheets 5,6 and 7 of 21. Copies of these sheets have been attached for your ref- erence. Item 3. I have attached a print of the channel configuration which indicates Stationing and Cross -Section identifiers for the HEC output, which is also attached. The two HEC runs attached are for fully developed channel to the west of the Lemay Avenue box culvert with two options to the east of Lemay Avenue, 1) undeveloped channel and floodplain to the (-ast, and 2) a developed 40' wide top -width channel. If you require explanation or a meeting relative to the HEC runs, please advise me. We have checked the centrifugal rise condition based on City criteria, and we have calculated an approximate 3-inch rise. An easement for the drainage channel will be provided to the City. Mr. Tom Gathmann October 29, 1986 Page 2 Item 4. The drainage Swale at the northwest corner of the property historically generally centerlined on the north property line. The proposed channel is to be constructed generally eenterlining on the north property line in dedicated easements of 25-feet either side of the north property line. The exception to this general location, is at the northeasterly corner of the property and along Lemay Avenue where the entire channel will be developed on the property. Item 5. The HEC data referenced in Item 3, above, indicates that the box -culvert under Lemay Avenue will carry the 680 efs; however, the culvert, due to headwater and tailwater conditions may be flowing under pressure configurations regardless of the channel on the property. Item 6. The erosion problem has been addressed on the attached grading plans both from a temporary point of view and a permanent facility. Please see notes related to erosion control on the construction plans Sheets 5, 6 and 7 of 21. Item 7. Problem was recognized by KELLOGG ENGINEERING, INC. and has been corrected. Item 8.
