Dear City Staff and Planning and Zoning Board Members,
A revised master plan and preliminary/final site plan for Phase One are
submitted for, your review. The changes proposed for the master plan are as
follows:
1. The project name has been changed to Brittany Knolls PUD.
2. Phase I and II of the original master plan indicated mobile home
use and proposed 282 lots. The revised master plan changes the
land use to single family housing, divided into three phases,
totaling 213 lots.
3. The out parcel in the northeast corner of the site is now included
and will be developed as part of the project.
4. Brittany Street, adjacent to the neighborhood center, exists and
will not change. The local streets, however, have been redesigned.
The site is located at the northwest corner of Lemay Avenue and Trilby
Road. The City's South Side Service Center borders the property along the
west edge, while Huntington Hills PUD, Portner Reservoir and the proposed
Fossil Creek Park are located to the north. Provincetowne master plan pro-
poses 60 acres of manufactured housing and 13 acres of apartments to be
located along Trilby Road south of Brittany Knolls PUD. The property along
Lemay to the east is presently unplanned.
The topography of the land is significant, ranging from a high point in the
southwest corner at elevation 4960 ft. to a low point in the northwest
corner at elevation 4905 ft.. A ridge line runs parallel and about 200
feet west of the east property line. The topography falls generally to the
east and west of this ridge line, with moderate slopes averaging 6-7%.

Dear Ben:
The South Fort Collins Sanitary District was recently advised that
final grading plans for the off -site sanitary sewer to Brittany
Knolls, Filing 1, have not been submitted to the City of Fort
Collins for approval.
This letter is to advise you that the Brittany Knolls, Filing 1
plans were approved by the District with the cover over the
sanitary sewer line to the anticipated finished grade. If you do
not plan to provide fill to the finished grade, the District cannot
accept the system as shown and revisions must be submitted. The
District requires the submittal, review, and approval for any
variance or deviation to the approved plan set.

Dear Mr. Larson:
As per our conversation in reference to the damage to your automobile and your
request for copies of my daily record of events on the Brittany Knolls sanitary
sewer outfall, I have enclosed copies of pages pertinent to the project. The —
maintenance of a temporary patch in the right-of-way is solely the contractors
responsibility. Connell Resources was called several times and told that the
patch needed attention. It is not uncommon for a temporary patch to require
several reconditionings.
It is our policy to have the street repair done in a permanent manner as soon as
possible. However, during the winter months asphalt plants are closed and the
contractor has the option to use a temporary material to patch the surface. If
you have any questions, please call me at 221-6605.

relieve the developer or the contractors, lot owners, or their
contractors of their responsibility for the repair of any damage
which may occur as a result of the building construction.

RE: Brittany Knolls First Filing - Revised Pavement Design
Gentlemen:
We received a. copy of a letter report dated November 3, 1994, for
the revised pavement design for the Brittany Knolls First Filing
streets. The design as presented in the report is acceptable for
the asphalt on base alternatives (Options 1 and 2). The asphalt
pavement with no base alternative (Option 3) is not acceptable. We
would require more testing and more discussions on the soil
conditions to prove that Option 3 could be acceptable.
Your engineer made a statement in his letter that an R-value of 5
was "arbitrarily used" to design the pavement sections. Your
engineer suggested that R-value of 5 to the City rather than resort
to additional tests to confirm their 12.9 value. We agreed to
their proposal.
Other references made by your engineer regarding the expansive soil
concerns of the City, imply that the City believes that the soils
are highly expansive. Our general knowledge of the area on other
projects have had expansive soil problems. Your engineer's tests
and his presentation of the results were not adequate for us to
agree that no expansive soils exist that could affect the streets.
One last concern that will be watched in the field during
construction, has to do with stability. The high percentage of
fines, particularly the silts, in the soils can be unstable even
after compaction. Proof roling of the compacted subgrade prior to
laying the base course will be required to make sure the subgrade
is stable. If the recompacted subgrade is not stable, special
treatment may be necessaty. Our inspector in the field will work
with your contractor to make that determination.

It is the developer's intent to create a single family housing project
targeted to middle income families. Phase I includes 90 lots, averaging
6500 to 7000 square feet, scheduled to be built this year. 123 lots in
Phase II and III are scheduled to be ready within three years, for a total
of 213 single family lots.
Streets are designed to follow existing contours, connect logically into
existing and future street patterns and to establish interesting street-
scapes. The developer is proposing 36 foot wide streets, except for
cul-de-sac streets, which will be 28 feet wide. Pedestrian circulation is
via attached sidewalks along both sides of all streets.
Landscaping proposed as part of Phase I includes irrigated turf and street
trees along Lemay Avenue, Trilby Road and Brittany Street. In addition, a
generous green buffer will be established along Lemay Avenue which includes
irrigated turf, approximately one hundred deciduous, evergreen and ornamen-
tal trees, along with significant shrub massings.
For your convenience, we have listed the city land use policies supported
by the proposed plan.
12. Urban density residential development usually at three or more units
to the acre should be encouraged in the urban growth area.
14. Urban development standards shall apply to all development within the
urban growth area.
15. Development in the urban growth area should be consistent with deve-
lopment policies set forth in this plan.
22. Preferential consideration shall be given to urban development propo-
sals which are contiguous to existing development within the city
limits or consistent with the phasing plan for the City's urban growth
area.
24. All utility extensions should be in conformance with the phased uti-
lity expansion portion of the City's Comprehensive Plan.
63. Neighborhood service centers should locate within walking distance of
existing oar planned residential areas.
65. Neighborhood service centers shall locate in areas served by existing
water or sewer facilities or consistent with the phasing plan for the
urban growth area.

67. Only neighborhood scale service centers will be allowed in residential
neighborhoods.
78. Residential development should be directed into areas which reinforce
the phasing plan in the urban growth area.
79. Low density residential uses should locate in areas:
a. Which have easy access to existing or planned neighborhood and
regional/community shopping centers;
b. Which have easy access to major employment centers;
c. Within walking distance to an existing or planned elementary
schooll;
d. Within walking distance to an existing or planned neighborhood park
and within easy access to a community park; and
e. In which a collector street affords the primary access.

Dear Mac:
Enclosed is the Supplemental Pavement Design letter prepared
for this project on February 13, 1984. It was based on the
existing Ft. Collins requirements at that time. As you are
aware, however, the minimum pavement thickness for the City
of Ft. Collins has been revised. As of July, 1986 the
minimum allowable thickness of asphaltic concrete for resi-
dential streets is 3". At the present time, all of thu
streets being developed in Brittany Knolls which include
Compton, an unnamed cul-de-sac, and Edgeware qualify as
residential streets. However, Mr. David Klockeman of the
City of Ft. Collins has provided us with LDLA values for
these various streets which have been used in the redesign
presented below. The 18k EDLA for the cul-de-sac is 5, for
Compton is 10, and for Edgeware is 15.
Given those values and the minimum pavement thickness recom-
mendation, we now furnish the following thickness recommen-
dations:
1. Residential cul-de-sac with design traffic number of 5,
3" of asphaltic concrete, 7-1/2" of aggregate base
course.
2. Local residential streets with design traffic number
10, 3" of asphaltic concrete, 9" of aggregate base
course.
3. Local residential street with design traffic number 15,
3" of asphaltic concrete, 10" of aggregate base course.

The intent of this letter is to inform you that the items requiring repair
as outlined in my letter dated November 22, 1988 have been completed. The
acceptance of these repairs includes the sidewalk adjacent to Lemay Avenue.
As there is still some discussion as to who actually caused this damage,
the City will not require its repair until the responsibility for repair is
determined.
