BMC WEST PUD - Plan Review September 19, 1996
A copy of the Plat needs to be provided with the mylars, so that it can be checked. A plat has
not been submitted with the last two rounds of review and the one submitted prior to that
does not correspond with the plans. An unsigned copy should be the second page of the set
of plans.
Reminder all off -site easements (outside of the platted boundary) need to be dedicated by
separate document and submitted in acceptable format prior Engineering signing off on the
Mylars.
The building envelope can not lie over any easements. The building envelope needs to be
defined for the fi.lture expansion also so that easements will not need to be vacated at the time
that it is done.
Site Plan
• Some of the easements shown on the Site plan differ in width to those found on the
utility plans.
• Also showing a utility easement extending into the building envelope. A building can
not be placed over a easement therefor the easement line or the building envelope
needs to be modified.
• not showing the fire hydrant at the entrance to the front parking lot and the easement
that serves the hydrant.

Landscape plan - Two trees are shown within a rip rap area - will they grow here? Another tree
is shown over the three stormdrain pipes - is there enough cover for this tree to grow?
Plat - Show the off -site easements to the north and indicate that they are by separate document.
The easement to the south of the site shall be by separate document also. It can not be dedicated
on the plat as it is not within the plated boundaries. Originals of these documents will need to be
received prior to the signing of the Utility Plans.
Utility Plans -
1. Need to construct curb and gutter to the north property line and not just to inlet. Notes on
sheets 5 and 7 should be modified.
2. There is no rip rap detail on sheet 9.
3. Need to indicate what the intended radii are for the access drive. Need a detail for this access
point (wasn't there one before?). Can modify City standard intersection detail or driveway detail
- need to show an expansion joint at the property line and concrete to the property line.
4. The back of the sidewalk needs to be at the edge of the property line.
5. Provide curb, gutter and sidewalk detail.
6. Provide sidewalk: ramp detail.

Re: BMC West Review Comments
The following is in response to the comments dated September 24, 1997.
COMMENT 1 . Need to construct curb and gutter to the north property line and not just to
inlet. Notes on sheets 5 and 7 should be modified.
RESPONSE: Notes have been modified on sheets 5 and 7 to extent curb and gutter to the north
property line.
COMMENT 2. There is no rip rap detail on sheet 9.
RESPONSE: The rip rap details have been placed and detail sheet 8 and references are modified
to indicate sheet 8.
COMMENT 3. Need to indicate what the intended radii are for the access drive. Need a detail
for this access point. Can modify City standard intersection detail or driveway detail - need to
show and expansion joint at the property line and concrete to property line.
RESPONSE: A driveway detail is provided on sheet 9 indicating the radii of entrance, detail of
the sidewalk ramp and expansion joints. The standard sidewalk ramp is provided on sheet 8.
COMMENT 4. The back of the sidewalk needs to be at the edge of the property line.
RESPONSE: The sidewalk transitions from a detached to attached sidewalk at the north
property line of BMC. The sidewalk will remain attached to back of curb for the full length of
the property. This will allow construction of a berm required between the parking lot and
sidewalk and allow drainage from a swale north of the property to enter the north channel. If
you have further concerns regarding this you may contact Mr. Keith Meyer in Engineering.
COMMENT 5. Provide curb, gutter and sidewalk detail.
RESPONSE: The standard City detail for curb, gutter, and sidewalk is provided on sheet 9.
COMMENT 5. Provide sidewalk ramp detail.
RESPONSE: The standard City detail for sidewalk ramp is provided on sheet 8 and detailed on
the driveway detail on sheet 9.

Staff has reviewed the documents for the BMC West P.U.D., Preliminary and Final, that were
submitted on January 22, 1996, and would like to offer the following comments:
The Police Department requests that you make sure the parking area for employees are "well
lighted" as ':his will add a safety feature for employees due to the proximity to the Spring
Creek Trail. This lighting will also provide additional building security. Site lighting must
conform with All -Development Criteria A-2.15. Please add notes to the Site Plan regarding
the Height and type of lighting proposed on the site.
2. The Natural Resources Department offers the following comments:
a. The Department is slightly concerned with the location of the drainage -associated
wetlands to the north of this project. If the ditch is intended to serve a drainage
function, plan to retain wetland, native species along the channel.
b. Please specify native grasses for the dry land seed mix. Also, native species of trees
such as Cottonwoods or Peach Leaf Willows should be planted at the rear of the
property along the Spring Creek Trail.
Please design the waste collection site to include enough area for recycling bins,
especially for cardboard.
The Poudre Fire Authority offers the following comments:
a. The storage building needs a fire separation wall.
b. The office/manufacturing building must be fire sprinklered.

4. Public Service Company offers the following comments:
a. The developer needs to supply load information to Public Service Company in order
to allow PSCo to evaluate the capacity of the existing system and properly size a new
gas service/meter.
b. Any construction activities by the developer must maintain a minimum of 10 feet of
clearance from the existing Public Service Company overhead power line.
5. The Light and Power Utility offers the following comments:
a. The existing overhead electric along Timberline belongs to Public Service Company.
b. The electric service will be underground by the Fort Collins Light and Power Utility.
C. The developer will need to coordinate power requirements, transformer location, and
Light and Power development charges with Light and Power Engineering.
6. The Mapping Department stated that the information submitted was a land survey plat, not
a platted subdivision or a subdivision plat. Please submit a subdivision plat.
7. The Building Inspections Department offers the following comments:
a. Please title the Plat as "PIat of BMC West PUD" or something similar.
b. A proposed total of 52 parking stalls will require 3 handicapped parking spaces total.
Only, two are shown. Please add one handicap parking space.
C. Please add a note to the site plan which states "No vehicle storage or parking is
allowed beyond asphalt surfaces."
d. Landscaping (trees) is required between the office/manufacturing building and the
storage building along the asphalted area on the north side of the building.
8. Comments from the Engineering Department are attached.
9. The Water and Wastewater Utility offers the following comments:
a. Please show the sewer service from Timberline Road to the officelmanufacturing
building on the Landscape Plan (separation distances for landscaping must be
maintained).
b. There is a fire hydrant shown on the utility plans which is located in the parking lot
island where a tree is to be located.
C. Please coordinate the landscaping planwith meter pit and curb stop locations by the
design engineer.
10. Comments from the Stormwater Utility are attached.
11. Please contact Tim Buchanan, City Forester at 221-6361 to schedule an on -site inspection of
trees marked for removal.
12. The Planning; Department offers the following comments:
a. The architectural changes to the existing BMC West building (Prospect -Timberline
P.U.D.) can be submitted as an Administrative Change and should not be included in
the BMC West P.U.D. plan set. However, staff recommends that the Administrative
Change request be submitted after a decision is rendered on the BMC West P.U.D.
Stab would also like to discuss screening opportunities for the Prospect Timberline
P.U.D. from the Spring Creek Trail.
b. Please darken the boundary of the boundary of the BMC West PUD.
Please re -number the BMC West P.U.D. Site Plan as Sheet 1 of 4, Landscape Plan
as Sheet 2 of 4, and Elevations as Sheet 3 of 4 and Sheet 4 of 4.
d. The "'Planting Notes" on the Site Plan can be deleted and replaced with a note that
states "See Landscape Plan (Sheet 2 of 4) for Planting Notes."
e. Based upon the Natural Resources Department request for native vegetation along
the rear property line, Planning Staff requests that vinyl clad fence be constructed
(rather than a chain link fence) to ensure adequate screening of the storage yard from
public view. It appears that this is also needed along the North property line.
f. Please add a note to the Landscape Plan which states: "Developer to ensure that the
landscape plan is coordinated with the plans done by other consultants so that the
proposed grading, storm drainage, or other construction does not conflict not
preclude installation and maintenance of landscape elements on this plan."
g. Please add a note to the Site Plan which states: "All roof -top and/or ground mounted
mechanical equipment to be enclosed and fully screened from public view."
h. Please indicate the color scheme and overall dimensions of the buildings on the
architectural elevations.
i. Is there an irrigation system provided for the landscaping at the rear of the property
along the Spring Creek Trail?
Please; revise the vicinity map to identify only the BMC West P.U.D. site.
This completes the review comments at this time. Additional comments may be forthcoming as the
various departments and reviewing agencies continue to review this request. Please be aware of the
following dates and deadlines to assure your ability to stay on schedule for the March 25, 1996
Planning and Zoning Board hearing:
Plan revisions are due by 5:00 p.m. on March 6, 1996. Please contact me for the number of
folded revisions required for each document.
PMT's, renderings, and 8 folded copies of final revisions are due by 3:00 p.m. on March 18,
1996.
