Box 580 Fort Collins, CO 80522-0506 RE: Big Horn Village - PDP File No. 15-01 Dear Mr. Barkeen: TOU31NONE (970) 482-4710 FACSIMILE (970) 482-4729 My wife and I own and reside at 1201 Westward Drive and I am a co-owner of 1205 Westward Drive. We will be unable to attend the scheduled Administrative Hearing. We recognize that the proposed project meets present zoning for the property. Our concernand that ofour entire neighborhood is the additional traffic on Westward Drive. So we request that the traffic pattern for the development be designed so that both incoming and outgoing traffic for this property be directed north to University or West Elizabeth, or preferably to the east to Shields Street . Westward Drive already has a high volume oftraffic with routine violators ofthe speed limit. The traffic people installed speed bumps on Springfield, and Westward Drive traffic almost immediately increased 25%. We assume this is an "unintended consequence". On behalf ofthe neighborhood, we requested the installation of speed bumps on Westward Drive but I did not get a favorable response. Consideration should be given to requiring the developer to provide signalization at University Avenue or for a new access for the project directly from Shields with signalization. Steps must be taken to minimize the traffic impact on Westward Drive. As a long-established subdivision, we submit that we are particularly entitled to have our concerns and the forthcoming problems addressed. :ur , ery truly ;ne E. Fischer GEF/j r Bob Barkeen - Big Horn Village Project Page 1 From: Beth Mitchell <bmitchel@engr.colostate.edu> To: FC'i .CFCPO(BBarkeen) Date: Fri, Nov 9, 2001 5:42 PM Subject: Big Horn Village Project 11 /9/01 Mr. Bob Barkeen Current Planning City of Fort Collins Dear Mr. Barkeen, I own a property on Westward Drive which adjoins the south boundary of the Big Horn Village project, but will be out of town when it is submitted for approval on the 14th of November. Please enter my previous emails as well as this, letter to the record for official review. I remain deeply concerned about the affect that this project, with 56 living units and some 112 persons (minimum) and their 112 vehicles, will have on the residential neighborhood which adjoins it. These single family, one story homes remain about 50% owner occupied, but this project could easily tip the balance and force more owner occupants to flee. It is sad that the "God of Infill" requires the sacrifice of these homes in order to deliver a satisfactory profit margin to the developers. A few easily addressed factors would be of immense help to the neighbors: -The fronts of these 2 story building are turned toward the houses. Please require sensitive lighting which will not glare out into the yards and bedrooms of these homes. No unshielded lighting should be allowed. -Please require more than adequate summer and winter visual screening by more plantings of pines and spruce trees along the south lot line. The second story balconies will look right into the backyards of the homes. These homes have very shallow yards, so the houses are only 30 ft or so from the lot line These plantings will help to damp the noise as well. -Noise pollution will be substantial: from inside the units, from cars stopping and starting, from radios, from voices. Please require that the 3 or 4 trash dumpsters which will serve the entire complex and per the drawings are located about 10-15 feet from the property line are as noiseless as possible. That might be accomplished by requiring that they have lids made of some sort of plastic fiber or other synthetic material rather than banging metal ones. We have been repeatedly assured that there will be no adverse drainage affect onto the lots of these homes, but this project has been handled by 3 separate engineers in Current Planning, and comments and recommendations may have been overlooked in the final review. Lastly, the addition of additional traffic to an already over extended local network will affect us substantially. The June 2001 drawings included access to University Avenue across the property directly north, but the current print, the one available this week, was ambiguous. Please assure that this access is secured. The corner of Elizabeth and Shields has been overburdened for many years and remedies are complicated and not soon to be made. The City Park/Elizabeth intersection cannot be expected to handle much more traffic. It is highly crowned and difficult manuevering now. Inflow and egress to this Bob Barkeen - Big Horn Village Project Page 2 project will likely bring much new traffic down Westward. The questions of speed bumps and restricted turning should be addressed now by the Transportation Dept. and solutions to high speed traffic found, not 12 months from now.
