Comments:
• A 15' utility easement along J.F.K. is required to meet current City street standards. (A variance
request may be submitted and is required to allow only 8' of utility easement along J.F.K. Parkway.
The City Engineer has the ability to approve the variance request — in other cases, the City Engineer
has granted such a request, provided that no utility companies object to it.)
• Because of the infill nature of the project and improvements (i.e. sidewalk, curb & gutter) already
existing, and the unlikelihood that the street will be widened, the dedication of additional right-of-
way along J.F.K. to meet current City street standards is not needed. Typically, redevelopment of a
site requires improvements and right-of-way dedication to the present standard. This decision should
not be viewed as precedent setting, as each site is individually evaluated, often with situations unique
in nature.
• Offsite grading and. construction easements appear to be required for the work shown outside of the
property line.
• Replace all occurrences of "Director of Engineer" with "City Engineer".
Transportation Impact Study
• The TIS doesn't seem to reflect that the proposed northern driveway is between two post office
driveways across the street. We typically require driveways across a street without a median to line
up or provide a sufficient offset. It appears that the submitted proposal creates offsetting left
movement conflicts. Is this proper?
Plat:
• The plat should delineate the building envelope. It appears that the building will be situated partially
over the blanket access, drainage and utility easement — buildings cannot be located atop easements.
• Depending on Fire Lane designation requirements with Poudre Fire Authority, emergency access
easements will need to be shown for areas designated as fire lanes.
• The plat needs to have the standard plat language used with all lats approved in the City. This is

Site Plan:
• The northern driveway out to J.F.K. Parkway needs to be aligned in a similar manner to the southern
driveway. Driveways should intersect public streets at right angles [City Code 24-76(2)d]. The
design of this northern driveway is more than ten degrees off from a right angle, which is cosidered
substandard.
• A sidewalk to be added is noted on the site plan off the entrance to College Avenue, but is not
physically delineated on the plan.
• Engineering would like to see turning templates for large vehicles on a plan (site or utility) to see how
semi -trailer traffic is accommodated on the proposed plan. The appropriateness for a 45' radius along
the north -south drive to the northern driveway out to J.F.K. is of question. Can this radius be reduced
to create more of an "intersection" feel?
Utility Plan:
• Revise General Note #2 to read:
No street work including the placement of curb, gutter, sidewalk, and pavement shall begin until the soils
report and pavement design are approved by the City Engineer and meet the requirements stated in the
"Design and Construction Criteria, Standards, and Specifications For Streets, Sidewalks, Alleys, and
Other Public Ways" manual.
• The benchmark shown on General Note #10 should have the identifier of E-322 in accordance with
the City of Fort Collins Vertical Control.

Comments:
• Letters of intent for the offsite grading and construction easements appear to be required for the work
shown outside of the property line.
Transportation Impact Study
• The TIS doesn't seem to reflect that the proposed northern driveway is between two post office
driveways across the street. We typically require driveways across a street without a median to line
LIP or provide a sufficient offset. It appears that the submitted proposal creates offsetting left
movement conflicts. Is this proper? (I did not receive a copy of the noted resubmittal by Matt Delich)
Plat:
• It appears with this replat that the boundaries of the original lots are no longer being used. Is there a
reason for showing Lots 16, 18, and 19 in dark print? It appears that this should be shown in light
print as these lots are not to be maintained on this plat. If these are desired to be shown and lots 16,
18, and 19 delineated on this plat, please show the pertinent lot lines between the respective lots.
• I don't believe that the term "dedicated building envelope" is proper on the plat. It should be noted as
building envelope, a tract, or a lot.
• There is a drainage easement delineated on the southeast portion of this site but it is also shown as a
blanket utility access and drainage easement referencing Note #3. Please clarify.
• Replace all occurrences of Director of Engineering with City Engineer.
• Update the updated plat language. (see enclosed)
Utility Plan:
• As a Development Agreement will not be required for this project, please revise the General Notes as
following:
1. All street, sanitary sewer, storm sewer, and water line construction shall conform to The
City of Fort Collins standards and specifications prior to the release of a certificate of occupancy

for this site. Any construction occurring three years after the approval of the Utility Plans shall
require re-examination of the plans by the City Engineer who may require that they be made to
conform to the standards and specifications current at that time.
11. Prior to final inspection and acceptance by The City of Fort Collins, certification of the
drainage facilities, by a registered engineer, must be submitted to and approved by the
Stormwater Utility Department. Certification shall be submitted to the Stormwater Utility
Department prior to the release of a certificate of occupancy.

Plat:
• The Attorney's Certification is not per standard. Please use the enclosed.
• The Planning Approval Certificate should be revised as redlined.
• The plat is now showing the northern drive aisle area to be an emergency access easement only. This
was previously shown as an emergency access, access, and utility easement. Is there a reason it is
now only an emergency access easement? At the very least, this area should also be designated as an
access easement, dus would otherwise imply that only emergency services has the right to enter the
site. I would also assume that utility easement designation would also be beneficial. '-
Utility Plan:
• No comments, the utility plan is not being returned.
